A me~ting of Pickering Township Council was held on MONDAY. the
SIXTEENTH day of JANUARY. 1964, at the Municipal Building, Brougham,
at EIGHT o'clock p. m.

AS AGREED only two items were on the Agenda:
1. County Assessment
2. Qoldenberg Brief
On MOTION of Mrs. McPherson. seconded by Mr. Waring, Mr. John
Williams. of Bay Ridges, was heard.
Mr. John Williams stated he represented the Bay Ridges Ratepayers'
Association, that they were all agreed that they were not satisfied
with local assessment, that much time and effort had gone into the
decision to have County Assessment and that they felt the new system
should be given a year's trial and then assess its value.
Reeve Laycox said that Pickering Township had qualified assessors,
that most of the other municipalities in the County had part time
assessors, not qualified, who brought in poor assessments. that any
inequalities could be adjusted at the local level and that he felt
the 10 to 20% increase in cost of County Assessment was not
warranted. He agreed on 100% County Assessment.
Councillor Hubert Wank favoured County Assessment. He quoted J. W.
Spooner, Minister of Municipal Affairs and other persons writing on the
subject, stating that larger assessment areas or regions only could
improve assessment, and felt it was a progressive move.
County Assessor Gordon Hepditch agreed that the northern municipalities
may not ask for County Assessment. He stated that only Pickering
Township. the Towns f Whitby and Ajax and the Township of Whitby had
full time qualified assessors, that 90% of the part time assessors
were not qualified and only ãid as much work as they figured their
salary paid fort that Pickering costs this year under County Assess-
ment would perhaps increase from $32,000.00 to $35.000.00, but of
this increase of $3,000.00, $l.S60.00 would be normal increments. If
the whole County came in there should be a saving of 5 or 10%.
Mr. Hepditch stated also that the Pickering Township assessment,
with revisions, would be the base for all County Assessments in 1964.
Councillor Campbell had asked for time to get information on County
vs. Township assessment. He stated proposed industry required
knowledge of what their assessment should be and that the Federation
of Agriculture in briefs had recommended County Assessment. He had
done considerable research. so stated he would support County
Assessment.
Councillor Newman opposed County Assessment until 100% of County
came in. He felt that the Township should get a good equalized
assessment before the County took overt that costs would be higher.
and Council should not lose control.
Councillor Waring felt that Bay Ridges Ratepayers thought County
Assessment should work. He had contacted many people and he agreed
that the County system should be given a try.

Councillor Spang opposed County Assessment and thought the Township
should keep control and our assessors work for an equalized assess-
men~ in Township so that the 1964 assessment mill rate would not
increase.
Deputy Reeve Mrs. McPherson stood firm that she had opposed County
Assessment but now that the by-law was pass~d, she wanted to give it a
reasonable time to prove its workability.
RESOLUTION NUMBER 25/6~
MOVED by Mr. Newman. seconded by Mr. Spang, that the Council of the
Township of Pickering do hereby request the Reeve and Deputy-Reeve
to make representation to the County of Ontario immediately with
the view in mind of arranging the control of A3sessment Department
to be reverted back to the Township of Pickering. MOTION LOST

The Goldenberg Brief prepared by the Staff was considered at length
when a number of changes were recommended for re-submission next
Monday.
Gordon Hepditch suggested that a brief also be sent by the Township
to the Ontario Committee on Taxation. It was agreed that the Reeve,
Planning Director, Assessment Commissioner and Clerk draft such a
brie f.
