Pursuant to By-Law Number 2822 the members-elect of the Municipal
Council of the Township of Pickering met in the Council Chambers
o~ MONDAY. the SIXTH day of JANUARY. 196~, at the hour of EIGHT
o'clock in the evening.

The Members-Elect, having taken the Oath of Allegiance to Her
Majesty, Queen Elizabeth II, and the Declaration of Qualification
on the day of Nomination. took before the Clerk their respective
Declarations of Office, and took their seats at the Council Board,
the Reeve in the Chair.
Rev. Hunter of West Rouge Presbyterian Church conducted the
devotional exercises and Reeve Laycox thanked him for his message.
Reeve C. W. Laycox welcomed Mrs. Jean L. McPherson as Deputy
R,eve and Councillors Harvey Spang and Hubert Wank who were part of
tþe 1962-3 council and the new Councillors, Messrs. Wm. G. Newman,
Dþnald Waring and John E. Campbell.
Reeve Laycox in a short address stated he would make no promises
of whet should or could be done during the next two years but said
he realized the heavy responsibilities of Reeve of Pickering Township
So would devote most of his time in the work; he felt the great need
w~s the securing of industry so would devote most of his time in this
f~eld¡ he felt that the Township offices were very crowded and
r_commended certain temporary changes of locating the staff until
m9re suitable quarters could be arranged; he stated that there would
b¢ a demand for expansion of services¡ that he felt there would be
s~me changes in School Areas but did not recommend a combination of
a~l school sections or areas into one. perhaps one rural school area
cþuld be formed; when C. N. R. By-pass is completed industry should
f~nd the Township more acceptable; that most of the committee meetings
should be open to the public and as he felt that he had the full
c~nfidence of his Council and staff the next two years should be
important years in the history of Pickering Township.
The Deputy-Reeve and Councillors spoke briefly on various aspects
of Municipal Government such as assessment. and, the dangers of
e~panding too rapidly and incurring a debt which might be more than
r~tepayers have ability to pay, and new Municipal offices. All
a~reed to co-operate in the interests of the Township,
Miss Leslie Laycox presented the Reeve with a gavel engraved
"To Dad-dy from Mom and the kids" along with a fine address which
R,eve Laycox accepted with becoming parental pride.

The following CORRESPONDENCE was considered.
1.
Mr. Wells Ritchie, who has been a member of the Township Planning
Board for past nine years. and whose term expires December 31,
1963. and who asked in November not to be re-appointed. states he
is prepared to carryon, if appointed. until he returns to Toronto
in 196~,
2.
County Assessor asks that Township Council suggest the names of
three persons in the Township to County Council for appointment
to the Township of Pickering Court of Revision. See Resolution
No.. ~/6~.
3.
Pickerin Townshi School Area No. 2 and Rosebank Home and School
ssoc~at~on ask Counc~l to construct a foot path on Toynevale
Road for use of school children. A child was recently killed in
this area and parents are anxious that it should not happen again.
Referred to Road Committee.
4.
Council last year asked the Ontario Municipal Association to
endorse a resolution which would permit a part of a municipality
becoming an area to operate its own Hydro Electric Power Commission.
The Association has approved and it will be presented to the
Provincial Cabinet shortly. The Ontario Municipal Association
ask two persons from Pickering Township to join those presenting
this resolution. See Resolution No. 9/64.
5.
Pickering District High School Board on May 21. 1963, asked
Council to debenture for $637,606,00 for a 19 room addition to
Pickering High School which Council approved but High School
Board has abandoned.
They now ask for $1.333,492.00 to build a 23 room addition to
Pickering High School to include
l5 classrooms 725 sq. ft. each
1 special classroom 900 sq. ft.
2 laboratories 900 sq. ft. each
1 library 1~00 sq. ft.
1 general shop 2500 sq. ft.
1 general shop 2000 sq. ft.
1 gymnasium (45' x 70' ) 3150 sq. ft.
1 cafeteria 3500 sq. ft.
1 administration office
AGREED that a meeting of concerned municipalities be held for
discussion. Clerk write Board re notice.
6. In November of 1963 Council offered $50,000.00 cash for 70 aores
in Lots 2 and 3. Concession 5. Township of Uxbridge. which was
considered to be a good gravel pit. if all approvals could be
secured, The offer was accepted. Our Solicitors' legal opinion
is that the Municipal Act does not permit a Council to purchase
a gravel pit in another Municipality and recommend a private
bill. The 1963 Council were not able to do this after elections.
Reeve and Clerk meet with Municipal Affairs Department for advice.
7. Metro Toronto Industrial Còmmission will hold their annual
meeting in Board of Trade Building. Friday. January 2~th~ at
ll:15 A. M. They ask for a representative from Township to attend.

9. Miss Violet Swan requests that a spokesman for the Ratepayers'
Associations be heard who will present an invitation to Council
members to attend one of their meetings on a date to be set.
Prof. LaBrie asked that this request be withdrawn until a later
date,

allow the Township of Pickering to snow plow lanes as and when all
other roads in the Township are adequately plowed and that the minimum
charge be $7.00 per hour or part of 1 hour. CARRIED
