A meeting of Pickering Township Counci~ was held on MONDAY~ the
TWENTY-FIFTH day of NOVEMBER. ~963, at EIGHT o'clock p. m.

The following CORRESPONDENCE was considered:
1. De~artment of Highways of Ontapio submits deeds for Township to
sign for certain lands on Dixie Road now taken over by the D.H.O.
They are 300 feet long and lie from south limit of C. N.R. to
north limit of Highway 401. By-Law No. 2782 closed t~is and
Resolution No. 126/63 agreed to sell to D. H. O. See By-Law
No. 2832.
2. Department of Transport has approved "Yield" sign at Liverpool
and Krosno.
3. A, V. Walker. M.L.A. will give full support to Township
"Development Road.".
Township of Uxbridge éndorses Township "Development Road".
Dr. M. B. Dymond gives full support to Township "Development
Road".
4.
The Ontario Municipal Board asks Council to submit a projected
Capital Expense Programme for Township for years 1964 to 1968.
5.
Department of Highways of Ontario approves hot mix paving in
front of Township g~rage.
6.
Department of Agriculture submits recommendations for a Township
By-Law to ~egulate garbage-fed hogs.
7.
Department of Highwa¥s acknowledges receipt of Township resol-
ution about bad cond1tions of roads at Dunbarton and claims all
will be cleaned up shortly.
8.
Mr. Donald Hopkins resigns from the Township Parks and Recreation
C-ommittee.
9.
Canadian National Railway advises it will not sign the pe~i~ion
'or water on Concession I, but "we have no objection to the
consttuction of the water supply.".
10. Mr. tobert Smith wrote asking for a Township grant for a West
Rouge Sports and Social Club of 72 members. He was referred
to the Parks and Recreation Committee.
11. Mr. Poulsson. P. Eng., asked Council to purchase a new caþ and
chassis for No. 3 Sanivan and stated he had $7500.00 in his
budget for this purpose. See Resolution No. 331/63.
12. Mr. Poulsson asked for one additional technical assistant for
þls Department stating this man would replace one of two who
had left. See Resolution No. 333/63.

13. Mr. Poulsson stated he had asked five contractors to supply
tenders for renovating his office. Two submitted tenders:

14. Mr. Poulsson submitted tenders for steel posts for snow fence:

The following PERSONS, on MOTION, were heard:
1. MOVED by Mr. Deakin, seconded by Mr. Greening, that Mr. McCormack
of Bay Ridges Ratepayers' Association be heard. CARRIED
Mr. McCormack asked that the Township Brief to Goldenberg
Commission be held up so that the new Council could approve.
Reeve Scott stated he did not expect Brief to be forwarded
until after 1964 Council inaugurated.
2. MOVED by Mr. Wank, seconded by Mrs. McPherson, that Mr. Robert
Stewart, of West Rouge, be heard: CARRIED
Mr. Robert Stewart felt that the $150,000.00 debenture for
new Arena, if passed, would not be adequate and felt that it
would be better to wait a year and build a better Arena. He
Stated that Markham Rink cost $210,000.00 and ice plant not
able to put ice in before November 15th. He recommended the
Township follow the practice of Scarborough Township and build
several open-air units, at a cost of $50,000.00 each.
RESOLUTION NUMBER 329/63
MOVED by Mrs. McPherson, seconded by Mr. Spang, that the Road
Department purchase 400 T Bar Steel Snow Fence Posts from Claremont
Co-Operative for the sum of $351.20, which includes the 11% Federal
Tax, subject to the approval of the Department of Highways of Ontario.

MOVED by Mr. Mowbray, seconded by Mr. Spang, that the Township grant
to Consolidated Sand and Gravel Limited a licence revocable by the
Tpwnship at any time on thirty days' notice to pass over a strip
of land at the extreme south end of the Township property in Lot 15.
Cpncession 4. for the purpose of transporting gravel from land to
tþe east of the Township property to the property of Consolidated
S~nd and Gravel Limited in Lot 16, Concession 4, provided that
Consolidated Sand and Gravel Limited install and maintain a snow
f~nce along the northerly limit of such strip of land. CARRIED

MOVED by Mr. Wank, seconded by Mr. Deakin, that the Sanitation
Department obtain tenders for a new cab and chassis for the No. 3
Sanivan as per letter of Township Engineer dated November 25th.

RESOLUTION NUMBER 332/63
MOVED by Mr. Deakin, seconded by Mr. Wank, that this Council accept
the lowest Tender submitted by C. Hollinger for the construction of
offices, etc., in the Water Treatment Plant to specifications
described by the Township Engineer at the tendered price of $984.00,
including Federal and Provincial Taxes. The funds for this
construction shall come from the 1963 road budget subject to the
appropriate approval of the tepartment of Highways. CARRIED

MOVED by Mr. Wank, seconded by Mr. Deakin, that the Clerk apply
for a private members bill to permit the purchase of part of the
Hydro system in the Township. CARRIED
RESOLUTION NUMBER 335/63
MOVED by Mr. Mowbray, seconded by Mrs. McPherson. that the Planning
Director be and is hereby authorized to purchase one new I.B.M.
electric typewriter for use in his department. CARRIED

MOVED by Mr. Spang, seconded by Mrs. McPherson, that the Township
Hall in Brougham be not rented to any person or group who hold ~
liquor banquet permit.

resolution be referred to the Property Committee. CARRIED

a By-Law of the Township of Pickering to authorize the Reeve and
Clerk to sign a deed to the Department of Highways of Ontario for
part of Dixie Road in the said Township, and that same now be
read a first time.

to authorize the Reeve and Clerk to sign a deed to the Department

duce a By-Law of the Township of Pickering to authorize the Reeve
and Clerk to sign an agreement with the Township of Scarborough
for the maintenance of our mutual Town Line, and that same now be
read a first time.
Mrs. McPherson, seconded by Mr. Wank, moves that By-Law Number 2833
to authorize the Reeve and Clerk to sign an agreement with the
Township of Scarborough for the maintenance of our mutual Town Line,
be now read a second time, and that Council go into Committee of
the Whole thereon.

a By-Law of the Township of Pickering to appoint members to the
Fairport Beach Recreation Committee, and that same now be read a
first time.
Mr. Greening, seconded by Mr. Spang, moves that By-Law Number 2834
to appoint members to the Fairport Beach Recreation Committee. be
now read a second time, and that Council go into Committee of the
Whole thereon.
The Committee of the Whole arises and reports the By-Law as read.

the Committee of the Whole on By-Law No. 2834 be adopted, and that
the said By-Law be now read a Third time and PASSED; that the Reeve

Mr. Mowbray, seconded by Mr. Deakin, moves that, the report of the
Committee of the Whole on By-Law No. 2790 to'zone that portion~of
the Township of Pickering which lies north of the Third Conèessiòn
Line,' be adopted, and, that the said By-Law be now read a Third time
and PASSED; that the Reeve and Clerk sign the same. and the Seal
of the Corporation be affixed thereto. CARRIED
