A meeting of the Pickering Township Council was held on MONDAY, the
ELEV,ENTH day of NOVEMBER, 1963, at EIGHT 0 t clock p. m.

The following CORRESP~NDENCE was considered:
1. Department of Highways of Ontario asks Council to provide winter
control. sanding and snow plowing, on their By-Pass Road which
runs from Liverpool Road to Fairport Road south of Highway 401
and that costs of such service be billed to them as has been
done over the past several years. See Resolution No. 318/63.
2. L. Galvin, owner of a home south of the C. N. R. tracks, south
of Ridgewood Road, asks Council to request a crossing for him
over the C. N. R. tracks. He claims the C. N. R. requires the
application to come through the Township. See Resolution
No. 319/63.
3. Nine Planning Board Resolutions.
4. Ontario County Mutual Aid Fire Meeting - old S. S. 1 Schoolhouse
- November 15, 1963.
5. Three tickets to High School Commencement Nov. 15. 1963.
6. Ontario Water Res ources Commis s ion Certifi cate of Approval, water;:~< .~. ~'

7, The Planning Board asks Council to reconsider the Chingacousy
Yownship resolution which would give control to Planning Board of
the breaking of all parcels under 25 acres rather than 10 acres.
The Board would be interested in Council's reasons for not
approving this resolution.
Previously dealt with by regular Council meeting. Matter of pQlicy
it not be reopened this year.
8. Tenders for paving area in front of Township Garage resulted
as follows:

9. Our Solicitors submitted an agreement of purchase for 30 acres
land in Range 3, Lot 20. See By-Law No. 2828.
The following PERSONS. on MOTION. were heard:
1. MOVED by Mr. Greening, seconded by Mr. Wank. that Mr. Thos.
Forsyth be heard. CARRIE~
Mr. Forsyth asked that he be permitted to erect a two car cement
block garage 15 feet high. 3 feet higher than By-Law No. 2572
permit8~ in Concession 1. Lot 22. He stated this would replace
a chicken house - garage, which is 15 feet high. See
Resolution No. 363/63.

2. MOVED by Mr~ Greening, seconded by Mr. Wank, that Mr. Edward
Holdham be heard. CARRIED
Mr. Holdham asked that he be granted a kennel licence at
68 Liverpool Road North. He stated Planning Board had refused
him a change in zoning to permit such use. See Resolution
No. 320/63.
3. MOVED by Mrs. McPherson, seconded by Mr. Spang, that Mr.
James Cadden be heard. CARRIED
Hr. Cadden asked that the south part of Tillings Road be
graded and gravelled and the owners would pay 50\. It was
pointed out that Council's policy was that no Township money
was to be spent on private roads. It was recommended
that he find out owner and see if the allowance could be
deeded to Township, and then come to Council to see if they
would take over the road.

MOVED by Mr. Mowbray, seconded by Mr. Spang, that this Council
make application to the Ontario Municipal Board for approval of
consent, as recommended by the Township of Pickering Planning
Board on November 1, 1963, for the Canadian National Railway
Company to convey a parcel having 66.25' frontage by 333.06' depth
to the adjacent owner to the north and to convey a triangular
parcel having 70' frontage by 10' depth for road purposes, all
being part of Lot 32, Concession 1. CARRIED
Note: No fee. No new lot.

MOVED by Mr. Spang, seconded by Mr. Mowbray, that this Council
make application to the Ontario Municipal Board for approval of
consent, as recommended by the Township of Pickering Planning
Board on November 1, 1963, for John and Annette Tobey to convey
to Joseph Stafford, two parcels of land as outlined on a plan of
survey of part of Lot 32, Concession 1, Township of Pickering,
County of Ontario, compiled in part from a plan by S. J. G. Bird,
O.L.S., and from Plan 203-8568 H.E.P.C. of Ontario dated
August 8, 1960 and labeled thereon as parce 1 "A". CARRIED

MOVED by Mr. Spang, seconded by Mrs. McPberson, that this Council
make application to the Ontario Municipal Board for approval of
consent, as recommended by the Township of Pickering Planning
Board on November 1, 1963, for Leslie L. Levine to divide
Registered Lots 14 and 15, Plan 538, in accordance with said
Plan 538. CARRIED

MOV~D by Mr. Mowbray. seconded by Mr. Spang, that this Council
make application to the Ontario Municipal Board for approval of
consent, as recommended by the Township of Pickering Planning
Board on November 1, 1963, for Evelyn Geraldine Obey to convey to
Audrey May Hyatt the whole of Lot 67, Plan 418. CARRIE D

~OVED by Mr. Greening, seconded by Mr. Mowbray, that this Council
make application to the Ontario Municipal Board for approval
of consent, as recommended by the Township of Pickering Planning
~oard on November 1, 1963, for K. Harwood to divide Lots 1. 2 and
S, Plan 3l9, into two parcels, one of 82'9" frontage being Lot 3
~nd part of Lot 2. and one of 73' 4 3/4" frontage, being Lot 1, and
part of Lot 2, each by the full depth of the registered lot.

MOVED by Mr. Wank, seconded by Mr. Spang, that this Council make
application to the Ontario Municipal Board for approval of consent,
as recommended by the Township of Pickering Planning Board on
November 1, 1963, for E. Konzelmann to convey to W. Paus the
northerly 55' of parcels 1 and 2 of Lot 103, Plan 350. CARRIED
NOTE: No fee. Paid before.
RESOLUTION NUMBER 313/63
MOVED by Mr. Deakin, seconded by Mr, Greening, that this Council
make application to the Ontario Municipal Board for approval of
consent, as recommended by the Township of Pickering Planning
Board on November 1, 1963, for John E. Regan to convey to Jane
Regan all of Lots 195 and 312, the east half of Lots 196 and 311,
the west half of Lots 194 and 313, all according to Plan 299.

make application to the Ontario Municipal Board for approval of

Company to convey to Arthur Gray Ski.in a parcel having 36.31'
frontage by 399.62' depth, being part of Lot 9, Plan 330. CARRIED

MOVED by Mrs. McPherson, seconded by Mr. Spang, that Council
äuthorize the extension of Miller Paving Limited contract to purchase ~
another 300 tons cold mix asphalt @ $7.10 per ton, as per tender ~. ~

MOVED by Mr. Greening, seconded by Mr. Spang, that the Council of
the Township of Pickering grant a Letter of Tolerance, that no
action will be taken by the Township of Pickering for reason of
variance from the requirements of Township By-Law No. 2572 in the
matter of variance of 3 feet from the height of a garage
requirement on property owned by Thomas Forsythe in north half
Lot 22, Concession 1. CARRIED

RESOLUTION NUMBER 317/63
MOVED by Mr. Mowbray, seconded by Mrs. McPherson. that the tender
of Rapini Eastwood Paving & Construction Limited for gradi' ng and
paving of the area to the north of the Municipal Building and
replacement of the adjoining sidewalk for a price of $1.997.00, be
accepted, subject to approval of the Department of Highways of
Ontario. CARRIED

RESOLUTION NUMBER 318/63
MOVED by Mrs. McPherson, seconded by Mr. Mowbray. that the
Township Road Department supply winter controls for the Department
of Highways By-Pass from Liverpool Road to Fairport Beach
immediately south of Highway 401, as they have done over the
past three years, and that account for such work be sent to the
D. H. O. as requested by them in their letter of November 6,
1963, signed by C. Fraser, District Engineer. CARRIED
RESOLUTION NUMBER 319/63
MOVED by Mr. Deakin, seconded by Mr. Wank, that the Clerk request
the C. N. R. to grant to Mr. Galvin a private crossing to his
property in the West Rouge. CARRIED
RESOLUTION NUMBER 320/63
MOVED by Mr. Deakin, seconded by Mr. Mowbray, that this Council
does hereby endorse the recommendation of the Planning Board of
November I, 1963. in the matter of an application by Mr. E.
Holdham and Mrs. J. Holdham to amend By-Law No. 2572 to permit
the operation of a dog kennel on Lot 10, Plan 492 and said
application is hereby refused. CARRIED
BY-LAW NUMBER 2827
Mr. Wank, seconded by Mr. Mowbray, moves for leave to introduce
a By-Law of the Township of Pickering to appoint two members
to the Court of Revision, and that same now be read a first time.
Mr. Wank, seconded by Mrs. McPherson, moves that By-Law No. 2827
to appoint two members to the Court of Revision, be now read
a second time, and that Council go into Committee of the Whole
thereon.
The Committee of the Whole arises and reports the By-Law as read.
Mr. Wank, seconded by Mr. Deakin, moves that the report of the
Committee of the Whole on By-Law No. 2827 be adopted. and
that the said By-Law be now read a Third time and PASSED; that
the Reeve and Clerk sign the same, and the Seal of the
Corporation be affixed thereto. CARRIED

a By-Law of the Township of Pickering to authorize the Reeve
.nd Clerk to sign an offer of purchase for certain industrial
lands and that same now be read a first time.
Mr. Mowbray, seconded by Mr. Greening, moves that By-Law Number
2828 to authorize tbe Reeve and Clerk to sign an offer of
purchase for certain industrial lands, be now read a second
time, and that Council go into Committee of the Whole thereon.
The Committee of the Whole arises and reports the By-Law as
read,
Mr. Howbray, seconded by Mr. Deakin, moves that the report of
the Committee of the Whole on By-Law No. 2828 be adopted, and
that the said By-Law be now read a Third time and PASSED;
that the Reeve and Clerk sign the same, and the Seal of the
Corporation be affixed thereto. CARRIED
