A meeting of Pickering Township Council was held on MONDAY. the
TWENTY-EIGHTH day of OCTOBER, ~963, at EIGHT o'clock p. m.

The following CORRESPONDENCE was considered:
1. Thomas Forsyth wishes to build a cement block private garage
on his one and one-quarter acres in Concession 1. Lot 22
- 30' by 40' and 18' high. Zoning By-Law limits height to
15'.
As Mr. Forsyth did not appear no action was taken.
2. John M. Mansell resigns as a member of the Planning Board as
of December 31, 1963, due to his firm, Sarco of Canada, moving.
3. Resolution of Parks and Recreation Committee. October 23rd:
"MOVED by Mr. T. Ryan. seconded by Mr. D. Hopkins, that any
resolution put on the Municipal Election Ballot re the
establishment of a Township Arena be very specific as to
the financing of same with the report of the Arena Committee
being kept in view." Carried.
4. De~artme~t of Highways of Ontario requires a resolution indic-
atl.ng ~1îe' position of Mr. Duck. No action.
5. W. F. Comery and W. H. Westney resign from Court of Revision.

6. Pitney Bowes, manufacturer of postage meters. have agreed to
charge Township $56.50 per month for the rental of meter from
September 11. 1963. and such payments may be applied on a new
machine.
7. Board of School Area No.2 advises on new school costs as
follows for 1964:
2 additional classrooms in West Rouge at cost of $36,000.00.
for debenture,
The Base Line School will be re-opened (2 rooms). and a portable
room will be added at cost of $7.000.00. with $2500.00 required
for new disposal bed. etc.. which will come from current funds.

Ontario Water Resources Commission reports on water pollution
of Carruther's Creek. In 1962 there was pollution. On August
15, 1963 - no pollution.

Department of Highways of Ontario approves purchase 300 tons
salt for roads.

14. TOW,Il,~hi~ Engineer asks for a resolution to ask Ontario Water
Resource~ Commission to re-locate certain house sewers in
West Rouge at estimated cost of $1500.00.
15. Township Engineer submits an estimate of cost of restoration of
pavement and private drives on Donshire Court in Rouge Highlands
Drive.
16. Tenders were opened for construction of 711'8" sewer and water
main from Sandy Beach Road to proposed new road in industrial

The fOllowing PERSONS, on MOTION, were heard:

Mr. E. R' James. Township representative on the Central Lake
Ontario Conservation Authority asked Council to approve their
purchase of 123 acres of land in Lots 18 and 19, Concession 7,
Township of Whitby, at $50,000.00, to be used for conservation.
and park lands. with costs spread over a three year period.
Pickering Township has 748 people in area and cost would
represent an additional levy of $90.00 per year for 3 years.

MOVED by Mrs. McPherson. seconded by Mr. Deakin, that Mr. Harold
Bentley be heard. CARRIED
Mr. Bentle1 stated he had met the Police Chief, who stated his
application was in order. As the Chief's report was not at
hand no action was taken until Council was in possession of such
rep ort.

MOVED by Mr. Greening, seconded by Mr. Deakin, that Mr.
Dancey be heard.

Mr. R. L. Dance¥ stated his home at Pickering Beach was burned
last Bummer, that he is re-building under V.L.A.. which require~
a proper supply of water available. As Mr. Dancey has a pres~ure
pump attached to community well on a Township road. the V.L.A.
asked that Council approve such arrangement. See Resolution
No. 295/63.

MOVED by ~r.Deakiri. seconded by Mr. Mowbray, that Pickering Town~hip
Council approve the purchase of 123 acres of land by the Central
Lake Ontario Conservation Authority as indicated on the attached ~ap.

MOVED by Mr. Mowbray, seconded by Mr. Spang, that Lloyd Johnston.
Clerk, be authorized by this Council to purchase. on behalf of
Council, any properties at the Township Tax Sale on November 4th,
1963, for which no person bids the amount of outstanding taxes.

MOVED by Mrs. MCPherson, seconded by Mr. Spang. that application
be made to the Department of Highways of Ontario for grant on
$232,487.19 spent by the Township of Pickering Road Department fo~
period January I, 1963 to September 30, 1963. CARRIED

MOVED by Mr. Mowbray, seconded by Mr. Deakin, that this Council
acknowledges that it has been advised that since the year 1946 water
has been piped from the well located on the easterly part of Park
Road immediately north of Seabreeze Avenue in Pickering Beach in
the Township of Pickering to the dwelling located at the north-west
corner of the intersection of Park Road and Seabreeze Avenue,
tbat the Township has not objected in the past to such use of
such well and does not propose to prevent or object to such use of
such well in future or to piping of water across Park Road from
such well to the aforesaid dwelling house. CARRIED
ZONING
As there were 50 objections to By-Law No. 2572, which proposes to
zone the area north of Highway 401 to Concession 3 east of Pickering
and Ajax, west of Rouge River, and all south of Concession 3 east
of Pickering and Ajax and as the Planning Board had considered all
these objections, Council considered them and approved all Planning
Board recommendations except thoseêòf:
(1) Harry Arnold, who asked that his lands abutting Harwood Ave.
be zoned Commercial with a 400' depth. Council agreed.
(2) Walter Nicholson asked that his lands east of Liverpool Road
South of Highway 2 be zoned Commercial rather than MI.
Council agreed.
(3) D. Chuszcz, 3 1/2 acres between Highways 401 and 2 west of Altona
Road be zoned Commercial rather than R3. Council agreed.
It was AGREED that Planning Board be asked to reconsider these
three recommendations along with the recommendation that Lower
Spruce Hill Road be zoned R3 instead of R4 on west side.
AGREED that Metro Conservation Authority have representation at
Board hearing.
