Greening. that Minutes of meeting held July 29. 1963. be adopted. CARRIED The following CORRESPONDENCE was considered. 1. Mr. H. A. Newman advises he has had a right-af-way for a sewage main expropriated through his property on west sandbar at Fairport for $200.00. now asks for a proper settlement. His request was forwarded to our Solicitors who ask direction. See Resolution No. 232/63. 2. Our Solicitors submit a signed agreement for the Kay salvage yard at Concession 2. Lot 26, as requested by Council. See Resolution No. 231/63. I t l I I I I I I I ~. Six a lications to Ontario Munici al Board to break land. as recommended by Planning Boar - two school additions. one commercial. one C. N. R. road widening, one lot with house and one lot for residential use with fee. 4. Canadian National Railway asks Council's permission to close Spruce Hill Road from Concession 1 to Stroud's Road to through traffic for two weeks while by-pass road is being built. See Resolution No. 233/63. 5. Vincent J. Webb advises Clerk "it will be necessary for me to request withdrawal of the appeals because of insufficient financial backing" - of 294 Township assessment appeals to County Judge. 6. - 40 permits, estimated value additions, 6 private garages. 7. Mr. Robert Duck asked that he be permitted to hire a full time girl at salary of $2,400.00. Council asked that Mr. Duck submit a report on need. - 2 The application for a salvage yard at Concession 2, Lot 26, was thoroughly discussed. Mr. T. A. Newman represented Mr. and Mrs. Kay and a delegation of 15 ratepayers in the area opposed the application. Mr. Newman stated Council had agreed on June 21st to issue such a permit if his client signed an agreement pr.pared by the Township's solicitors. As this has been done, he asked for the permit. Messrs. Elfstrom, Teefy, Wilkinson and Eyes protested the issuance of such a license on the grounds that (1) a 7 feet board fence would block sight lines for trains¡ (2) heavy traffic on a poo~ road; (3) smoke from fires; (~, lower value of property, (5) unsightly mess; (6) area zoned agricultural, and they objected to a change of use. Council members felt that as the original presentation had not called for wrecking cars, and it now seemed that there would be considerable unintended burning, the situation had changed. See Resolution No. 231/63. RESOLUTION NUMBER 225/63 MOVED by Mr. Mowbray, seconded by Mr. Sp~ng, that this Council make application to the Ontario Municipal Board for approval of consent for Robert William Balsdon to convey to Norman J. Paris and Helen W. Paris, Lot 7, Registered Plan ~07 (area 60 X 200), north side of Commerce Street; as recommended by the Lownship of Pickering Planning Board August 2. 1963. CARRIED l r i t I I I I I I I I RESOLUTION NUMBER 226/63 MOVED by Mr. Spang, seconded by Mr. Mowbray, that this Council make application to the Ontario Municipal Board for approval of consent for Frederick William Hill to convey to the Board of Public School Trustees of Township School Area No. 2 a parcel of land one acre in area and width 111 ft. fronting on Rosebank Road. part of Township Lot 30, Range 3 Concession, to enlarge the existing school site, as recommended by the Township of Pickering Planning Board on August 2, 1963. CARRIED RESOLUTION NUMBER 227/63 MOVED by Mr. Greening, seconded by Mr. Mowbray, that this Council make application to the Ontario Municipal Board for approval of consent for John Harold Oakley to convey to the Canadian National Railway Company for road purposes, a parcel of land 1.832 acres in area (120.83 ft. by 660.58 ft.) part of Lot 27, Concession 1; as recommended by the Pickering Township Planning Board August 2, 1963. CARRIED RESOLUTION NUMBER 228/63 MOVED by Mrs. McPherson, seconded by Mr. Wank, that this Council make application to the Ontario Municipal Board for approval of consent for Glendon Small to convey to Francesco Scanga Lot 75, Registered Plan 377, a commercial property, 50' by 218' in area, east side of Harwood Avenue, as recommended by the Pickering Township Planning Board August 2, 1963. CARRIED RESOLUTION NUMBER 229/63 MOVED by Mr. Wank, seconded by Mr'. McPherson, that this Council make application to the Ontario Municipal Board for approval of consent for Donald George Blake to convey to the Public School Board of Section No. 5 of the Township of Pickering an 'L' shaped parcel of land two acres in area to enlarge the existing school site. part of Lot 7, Concession 3, at the corner of Fourth Concession Road and Salem Road. as recommended by the Pickering Township Planning Board August 2, 1963. CARRIED 3 RESOLUTION NUMBER 230/63 MOVED by Mr~ Wank, seconded by Mr. Spang, that this Council make application to the Ontario Municipal Board for approval of consent for George Trevor MacFarlane to convey to Edwin Ernest Quinney and Mary Bridget Quinney a parcel of land with frontage 106' 3" by a depth of 187 feet with existing dwelling. part of Lot 20, Concession 2, as recommended by Pickering Township Planning Board August 2, 1963. CARRIED RESOLUTION NUMBER 231/63 MOVED by Mr. Wank, seconded by Mr. Mowbray, that the license for the Kay salvage yard be not granted. CARRIED RESOLUTION NUMBER 232/63 MOVED by Mr. Mowbray, seconded by Mr. Spang, that our Solicitors be instructed to ascertain without undue expenditure of time whether a settlement can be made with Mr. Newman respecting compensation for expropriation of the sewer easement on the west sand bar at Frenchman's Bay upon terms which our Solicitors deem satisfactory, failing which they allow the proceedings to determine the amount of compensation to proceed in the norma~ course. CARRIED RESOLUTION NUMBER 233/63 MOVED by Mr. Mowbray, seconded by Mr. Wank. that Spruce Hill Road from the First Concession to Stroud's Lane be closed to through traffic for a period of two weeks prior to the opening of the diversion road at this location and that during such period Canadian National Railways and its contractors and servants be permitted to operate scrapers not heavier than bW-10 type over such portion of Spruce Hill Road so long only as dust control meaSures adequate in the opinion of this Council continue to be carried out on such portion of Spruce Hill Road and that on opening of the diversion road such portion of Spruce Hill Road be forthwith restored by and at the expense of Canadian National Railways to a condition acceptable to this Council. CARRIED RESOLUTION NUMBER 234/63 MOVED by Mr. Spang. seconded by Mrs. McPherson. that By-Law Enforcement Officer be empowered by this Council to issue all dog and kennel licences for which applications are made providing such applicants conform to all Municipal By~Laws and Provincial Statutes.
