CARRIED MOVED by Mr. Wank. seconded by Mr. Greening. that Minutes of meeting held June 17, 1963, be adopted. CARRIED The following CORRESPONDENCE was considered: 1. Mr. Guertin, of Pickering Beach, will appear and ask if he can have a residential permit to build a 1050 square ft. house and remove the present summer cottage on a lot 50' X 200'. (192/63) ~ I i I I I I I I I I I J 10. 11. 2. Ken Sever. of 449 Brownfield Gardens. makes application to sell used cars from lands of Texaco Service Station on No. 2 Highway at Port Union Road. This is permitted under West Rouge Zoning By-Law. See Resolution No. 189/63. 3. Mr. Alfred Dussing objects to his neighbour at 1299 Haller Avenue, Bay Ridges. keeping a dozen dogs on his residential lot on grounds they are noisy, smelly. and such a business cannot be operated here. He states Mr~ Ashton gave them until June 8, 1963, to remove, but they are still there. See Resolution No. 190/63. 4. Building Inspector's Report for June, 1963 - 47 permits at estimated value of $350,650.00. 1962 estimated value Building Permits to June 30. 1963, $3,673.050. 1963 estimated value Building Permits to June 30. 1963. $1,310.300. 1962 fees to June 30, 1963 - $8,904.00 1963 fees to June 30. 1963 - 2,848.50 5. Road Superintendent asked that Mrs. C. Blake be hired in his Department full time at salary of $2,700.00 plus $100.00 increase in six months. Turned over to Road Committee. 6. Sanitation Committee recommended that a new Sani-Van be purchased at cost of $15.000.00. See Resolution No. 193/63. 7. In the past. Workmen's Compensation Board would cover firemen for 2 - 3- 4 - or $5,000.00. We have for many years covered at $4,000.00. After July 1 we can cover up to $6.000.00. 8. Toronto and Re V~llage during Authorit invites all to Pioneer 9. County of Ontario has approved Township By-Laws 2772-3-4-5 for C. N. R. crossing. Ajax, Pickering and Whitby Association for Retarded Children - thanks for $2f~OO.00 grant. Our Solicitors advise that the $500.00 fee for breaking of land has failed in the Township of Brantford when heard by Mr. Justice Donnelly. As the decision has been appealled, our solicitors prefer not to give an opinion until appeal heard. w l l l i I I ~ - 2 12. One application for Planning Director. 13. Pickering Townshi~ Parks and Recreation Committee submits resolution that D~rector of Recreation be engaged as soon as Council feels it is financially feasible. 14. The following PERSONS, on MOTION. were heard: 1. On Motion of Mr. Greening, seconded by Mr. Deakin. Mr. Guertin was heard. Mr. Guertin explained that he wished to build a house on Plan 250, Lot 123, which is 50' X 200' and remove old summer cottage. As he had telephoned the Building Inspector re a permit. and had not actually been refused a permit. he was asked to make an application. RESOLUTION NUMBER 180/63 MOVED by Mr. Mowbray. seconded by Mr. Wank, that this Council take no action with respect to the creek running along the easterly side of the side-line between Lots 28 and 29 in the 7th Concession unless the road appears to be endangered thereby. Mowbray, Scott, Deakin, Greening, Wanko Mr. Spang, Mrs. McPherson RESOLUTION NUMBER 181/63 MOVED by Mr. Deakin, seconded by Mr. Mowbray. that Pickering Township Council approve tentatively the operation of an Ajax Municipal Bus Line to pick up passengers at No. 2 Highway and Harwood Avenue; more information is requested in order that Pickering Township Council could give full approval. MOTION LOST RESOLUTION NUMBER 182/63 MOVED by Mrs. McPherson, seconded by Mr. Greening. that as the 3/8" chips tendered by Giordano Sand & Gravel Company and accepted by Resolution No. 141/63 did not meet with the approval of our Road Superintendent. said resolution is repealed and the contract awarded to Consolidated Sand and Gravel Company at the price of $1.80 per ton F.O.B. their plant. subject to the approval of the Department of Highways of Ontario. CARRIED RESOLUTION NUMBER 183/63 MOVED by Mr. Wank, seconded by Mr. Mowbray, that all Department Heads and other officials be and are hereby instructed that whenever they refer any person to Council they place before the next meeting of Council, either in person or in writing. a report with respect to the matter out of which such referral arises and that the Clerk give to each Department Head and other Township Official a copy of this resolution. CARRIED RESOLUTION NUMBER 184/63 MOVED by Mr. Deakin. seconded by Mr. Greening. that tenders be sent out for the new fire truck now with an attached note reading as follows: 'This Tender is subject to Ontario Municipal Board approval for debentures; the lowest tender is not necessarily accepted.' CARRIED RESOLUTION NUMBER l85/6a MOVED by Mr. Spang. seconded by Mr. Deakin. that the Township of Pickering purchase from D. L. Mairs one 60" brush bull heavy duty mower single blade shear pin Gn (power take off) with rear tire and wheel to fit 3 point hitch for a tender price of $-49S.SQ CARRIED y l t l I I I I I I 3 - RESOLUTION NUMBER 186/63 MOVED by Mr. Mowbray, seconded by Mr. Wank. that it be and is hereby established as a policy of this municipality that in all cases where tenders are called for. persons submitting tenders be required to quote the amount of Federal Sales Tax (if any) as a separate item and to indicate clearly whether the tendered price includes such sales tax. CARRIED RESOLUTION NUMBER 187/63 MOVED by Mr. Deakin, seconded by Mr. Spang, that a meeting of the Committee of the Whole be held during the month of July to ascertain suggested boundaries, etc., for splitting the Township so that information could be obtained regarding grant structure. etc.. as per a motion passed in January of 1963. Resolution Number 15/63. CARRIED RESOLUTION NUMBER 188/63 MOVED by Mr. Wank, seconded by Mrs. McPherson, that the Planning Board be requested to make a study of existing and future school- yard and park sites, with the following terms of reference: (1) Existing school yard areas on basis of present and projected classrooms. (2) Recommended school yard areas for both primary and secondary schools. (3) The possibility of locating school sites adjacent to greenbelt zones so that school activities can overflow into park areas as a combined function. (4) Area of study should include at least stages I, II. and III of Official Plan. (5) Any other~ovisions considered by the Planning Board. CARRIED RESOLUTION NUMBER 189/63 MOVED by Mr. Greening. seconded by Mr. Deakin. that a licence be issued to Ken Sever to operate a sales yard for cars at rear of Texaco Service Station at corner of Highway 2 and Port Union Road. CARRIED RESOLUTION NUMBER 190/63 MOVED by Mr. Mowbray, seconded by Mr. Deakin. that Mr. Dussing be advised that it appears that the By-Law Enforcement Officer is doing all that can be done under the existing by-laws with regard to the McRae problem at 1299 Haller Avenue. CARRIED RESOLUTION NUMBER 191/63 MOVED by Mrs. McPherson. seconded by Guertin be given a permit to build a on his lot 50' X 200'. CARRIED RESOLUTION NUMBER 193/63 MOVED by Mr. Wank. seconded by Mr. Mowbray. that the Sanitation Department prepare a report. giving: (a) Projection of budget on basis of present operation to December 31. 1963. (b) Projection of budget with new Sani-Van or comparable equipment to December 31. 1963. CARRIED - q. - RESOLUTION NUMBER 19ij/63 MOVED by Mr. Mowbray, seconded by Mrs. McPherson, that this Council make a grant of $25.00 to the Muscular Dystrophy Association of Canqda through the Fire Area No.1, whose volunteers are canvassing the Township for funds for such association. CARRIED RESOLUTION NUMBER 195/63 MOVED by Mrs. McPherson, seconded by Mr. Mowbray. that tenders be obtained to: (a) pave garage area (b) concrete and steel reinforce garage area as recommended by the Road Committee. Mr. Deakin, seconded by Mr. Wank, moves that By-Law No. 2804 to authorize the Reeve and Clerk to sign an agreement with the Village of Pickering respecting fire service to a portion of Pickering Township~ be now read a second time, and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-Law as read. Mr. Deakin, seconded by Mr. Mowbray. moves that the report of the Committee of the Whole on By-Law No. 2804 be adopted, and that the said By-Law be now read a Third time and PASSED; that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED - 5 - BY-LAW NUMBER 2805 Mr. Mowbray. seconded by Mr. Spang, moves for leave to introduce a By-Law of the Township of Pickering to authorize the sale of certain Township industrial lands to H. E. P. C. of Ontario, and that same now be read a first time. Mr. Mowbray, seconded by Mr. Wank. moves that By-Law Number 2805 to authorize the sale of certain Township industrial lands to H. E. P. C. of Ontario, be now read a second time, and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-Law as read. Mr. Mowbray, seconded by Mr. Greening. moves that the report of the Committee of the Whole on By-Law No. 2805 be adopted, and that the said By-Law be now read a Third time and PASSED; that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto. The Committee of the Whole arises and reports the By-Law as read. Mr. Mowbray. seconded by Mr. Wank, moves that the report of the Committee of the Whole on By-Law No. 2806 be adopted, and that the said By-Law be now read a Third time and PASSED; that the Reeve and Clerk sign the same. and the Seal of the Corporation be affixed thereto. CARRIED BY-LAW NUMBER 2807 Mr. Greening, seconded by Mr. Wank, moves for leave to introduce a By-Law of the Township of Pickering to appoint an acting Welfare Administrator for the said Township. and that same now be read a first time. Pearce) Mr. Greening, seconded by Mr. Mowbray, moves that By-Law No. 2807 to appoint an acting Welfare Administrator for the said Township. be now read a second time, and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-Law as read. Mr. Greening, seconded by Mr. Deakin, moves that the report of the Committee of the Whole on By-Law No. 2807 be adopted. and that the said By-Law be now read a Third time and PASSED; that the Reeve and Clerk sign the same. and the Seal of the Corporation be affixed thereto. CARRIED BY-LAW NUMBER 2808 (Two Readings) Mr. Deakin, seconded by Mrs. McPherson, moves for leave to introduce a By-Law of the Township of Pickering to authorize the borrowing of $15,000.00 upon debentures for the purchase of a fire truck for Fire Area No.1. and that same now be read a first time. - 6 - By-Law Number 2808 (Continued) Mr. Deakin. seconded by Mr. Wank, moves that By-Law Number 2808 to authorize the borrowing of $15.000.00 upon debentures for the purchase of a fire truck for Fire Area No.1, be now read a second time, and that Council go into Committee of the Whole thereon.
