Clerk MOVED by Mrs. McPherson. seconded by Mr. Greening, that Minutes of meeting held May 6, 1963, be adopted. CARRIED MOVED by Mr. Deakin, seconded by Mr. Wank, that Minutes of meeting held May 21. 1963, be adopted. CARRIED The following CORRESPONDENCE was considered: 1. Mr. Howard Turner asked that Council provide the Whitevale Cemetery with used culverts to permit parking on side of road. Before the road was raised, ditch was used for parking. See Resolution No. 158/63 Harry A. Newman and Newman submits an agreement between Mr. and Mrs. Kotuszevski and the Township for a salvage yard at Con- cession 2, Lot 26. for approval and signing. This land is zoned "RA". 3. Clerk advise Mr. Newman the agreement held up. and his client not to proceed without a licence. 4. Five ratepayers at east part of Greenwood Hamlet ask that the paved road in Greenwood be extended 700 feet easterly because road is heavily travelled and dust is a nuisance. Turned over to Road Committee. 5. Township of Scarborough proposes to limit rate of speed on Port Union ~oad at 35 miles per hour from Highway 401 to Lawson Road. and Lawson Road to Range Line, at 40 miles per hour, and asks Pickering Township to pass a similar by-law. See By-Law. 6. Resolution of May 22. 1963: Township Parks and Recreation Committee THAT the present 50-50 dollar scale for parks be done away with and the monies paid in taxation of each area be paid back to each area for the purpose of parks only. Motion Lost. - 2 - Resolution passed by Arena Committee May 22, 1963: 'HAT a representative of this Committee go before Council and advise that we have all our facts garnered and will be ready to present them at their convenience. regarding a proposed Arena. Motion Carried. 7. John Hess requests Council's approval for a Motor Vehicle Repair Shop and Sales Shop with classifications of C. F, G, at Con- cession 1, north half of Lot 17. Zoned for this use. See Resolution No. 152/63 8. Bill 91 provides that each municipality shall formulate plans to provide for necessary government services in case of enemy attack. 9. Salvation Army - thanks for grant of $50.00. 10. St. John's Amulance - thanks for grant of $25.00. 11. Rouge Hill - Pickering Lions Club - thanks for requested use at Liverpool for Carnival site. 12. Mrs. McLean - thanks for Fairport Beach Library grant of $100.00. 13. Mrs. Hunt - thanks for Pickering Village Library grant of $50.00. 14. Ontario Municipal Board approves change of use zoning by-law No. 2734, Bay Ridges - to use houses in certain lots for commercial use. 15. (d) Road Allowance between Lots 24-25, Concession 1. according to plan submitted. 17. Our solicitors submit three by-laws for sale of Township owned industrial lands for signing agreements. The following PERSONS, on MOTION~ were heard: 1. MOVED by Mr. Greening, seconded by Mr. Deakin, that Norman Millen be heard. CARRIED Mr. Millen advised Council that he had a signed agreement with Supreme Aluminum Company Limited for the purchase of 17.6 acres of Township industrial land on which they proposed to build a plant of at least 15,000 square feet this year, and that Satok and Nordel would take the balance of the Township industrial lands. 2. MOVED by Mrs. McPherson. seconded.by Mr. Deakin, that Mr. Elfstrom be heard. CARRIED Mr. Douglas Elfstrom spoke for a delegation of 20 persons. presented a petition signed by 46 persons who objected to Council granting a salvage yard in Lot 26. Concession 2. on the grounds that such a yard would depreciate the value of their properties and create a nuisance because of possible burning ~o reclaim metals. Council agreed not to issue a salvage yard licence until Clerk had advised Mr. Elfstrom. - 3 - 3. Mr. Donald Hopkins, of the Pickering Township Parks and Recreation Committee. discussed certain park and recreation matters. As an agreement for the sale of Township lands was before Council, and as Councillor Mowbray's legal firm is acting for the purchaser, Mr. Mowbray declared his interest and refrained from voting on all matters pertaining to such sale. RESOLUTIONS RESOLUTION NUMBER 152/63 MOVED by Mr. Greening, seconded by Mr. Wank, that John Hess, who will operate a repair shop under the name of "Motor Vehicle Repair Shop and Body Shop" be granted a C. F, and G, Licence to operate at Concession 1, Lot 17. CARRIED RESOLUTION NUMBER 153/63 MOVED by Mrs. McPherson. seconded by Mr. Greening, that a "Yield" right-of-way sign be installed against the traffic travelling north-west on Krosno Blvd. at Liverpool Road, on recommendation of the Pickering Township Police Chief, and approval of the Road Committee. CARRIED D RESOLUTION NUMBER 154/63 MOVED by Mrs. McPherson. seconded by Mr. Greening. that generally private roads which have been dedicated for public use. except those that the adjacent property owners wish to retain. should be assumed by the Township for maintenance. as recommended by the Road Committee; and that the requisite by-law for assumption thereof be prepared. CARRIED v '- RESOLUTION NUMBER 155/63 MOVED by Mrs. McPherson. seconded by Mr. Deakin, that the Road Department be responsible for the maintenance of the open storm sewers in Bay Ridges once these are assumed by the Township. as recommended by the Road Committee. CARRIED RESOLUTION NUMBER 156/63 MOVED by Mr. Deakin, seconded by Mr. Spang. that Mr. Duck be requested to submit to the Sanitation Committee a report on the man power and equipment required to give twice weekly garbage pick-up to the Commercial establishments, and if this programme was adopted. what deficit would be anticipated in the Sanitation Department; as recommended by the Sanitation Committee. CARRIED RESOLUTION NUMBER 157/63 MOVED by Mr. Wank. seconded by Mrs. McPherson, that the Welfare Administrator make a report to the Council in committee. covering: (1) How often forms are required to be signed. (2) When are welfare cheques issued2 (3) Do all welfare recipients have to be at office between 9:00 and 10:00? If so, why?
