A meeting of Pickering Township Council was held on MONDAY, the
TWENTY-FIRST day of JANUARY, 1963, at EIGHT o'clock p. m,
PRESENT: J. Sherman Scott, in the Chair

The following' CORRESPONDENCE was considered:
1.
H~dro-El~ctric Power Commission advises that the cost of eight
s reef r!ghts on L1verpool Road south of Commerce Street with
200 Watt Luminaires will be $1,375.00.
Our Soliçitors ask for agreements to pay 5% commission to sell
our ~ndustr1al lands.
2.
Departm~nt of Municipal Affairs advises that Council may pay
any COmm1ss10n they w1sh prov1ding Council gets net the average
of the two valuators' value. See Resolution No.20/63,
3. Mrs. Eylene yJells, who owns the last house on the north side of
Bay street 1n Fa1rport asks permission to secure water and
sewer services from mains that come to within a few feet of
her property.
Mr. Poulsson recommends that it be done under Local Improvement,
as Broadview Avenue is being done.
4. Sölicitors 'for Yonanovich and Jean -O'Sullivan ES'tate. owners of
~rts Lots 3 and 4, Ranges £ and 3. ask tor deed to closed Range
Line where it abuts these properties (1/2 mile). This road
was officially closed in 1901 by By-Law No. 800, but never
sold. See Resolution No. 25/63.
5, The Ontario MU'nicipal Association proposes to expand its
serV1ce and 1S open1ng ten workshop meetings in the province in
1963. It now raises the fee, for this Township, from $50.00
to $100.00. See Resolution No. 22/63.
6. for Township approval for plans
Mr. Poulsson reports that in order to get an anti-whistling
By-Law through, gates are required at an extra cost of $10,000.00
to $20,100.00.

Mr. J, L. Cann states that, in the past, gates have not been
necess~ry' for a single railroad track and he expects that the
Board would continue this policy.
Clerk advise that Council will approve if proper assurance
given that anti-whistling would be approved, with no cost to
the Township for such gates.
7. H.A. Ush~r, T. Tomlin and John E. Regan, all submit letters
o~Ject1ng to the change or zon1ng tor the John D. O'Brien
property for boat livery at Fairport.
Clerk will proceed to have change made by Ontario Municipal
Board,
8. F. Bernard Baker resigns from Parks and Recreation Committee,
w1th regrets.
Clerk has written letter of thanks for services.

or any part ot 1t, down to bOO acres, to kill mosquitoes and
black flies for 93¢ per acre,
10. O"nt'ario MUn'Ï'c'ipal Board asks Council to provide them with a
summary ot 'l'OWnSh1p Kestricted Area By-Law No. 2572, which
zones Highway 2 area.
11. Bell Gouinlock & Co. asks to be appointed Township Fiscal
Agent for 1953. Four other bond dealers ask permission to
tender on Township debentures. Referred to Finance Committee.
RESOLUTION NUMBER 18/63
MOVLD by Mrs. Mcpherson, seconded by Mr. Deakin, that the Township
of Pickering pay a 5% commission, calculated on the sales price, of
any Township owned industrial land to any Real Estate Agent who
completes a sale, and that the Reeve and Clerk be authorized to
sign any necessary agreement with any agent in this regard.

RESOLUTION NUMBER 21/63
MOÝED by Mr. Mowbray, seconded by Mr. Spang, that any commission
payable to a real estate agent on sale of Township industrial land
be added to the cost of the land to the Township in calculating the
minimum price at which the land will be offered for sale. CARRIED
RESOLUTION NUMBER 22/63
MOVLD by Mr. Deak1n, seconded by Mr. Wank, that as the Ontario
Mun1cipal Association has increased its fees for 1963 from $50.00 to
$100.00 due to increased services, this Council now approves the
additional $50.00. CARRIED

RESOLUTION NUMBER 23/63
MOVLD by Mr. Wank, seconded by Mr. Greening, that this Council agr>ees
to permit the use of Type "B" Gas Vents with approved gas-fired
appliances and that these Type "B" Gas Vehts be used within the
limits approved by the Fire Underwriters Association and the Ontario
Fuel Board. Design and Installation shall comply with the Township'$
existing Building By-Law No. 2284 as amended. CARRIED
RESOLUTION NUMBER 24/63
Moved by Mr. Wank, seconded by Mr. Deakin, that the Township Solicitors
prepare a resolution to have the H.E.P.C. Act amended to permit a
municipality to purchase a Hydro system in a part of a municipality,
and resolution circulated to other municipalities concerned, and the
Ontario Municipal Association, the Association of Urban-Rural
Municipalities and the Mayors and Reeves Association and Dr. Dymond,
M.P.P., and Mr. Thomas, M.P.P. CARRIED

RESOLUTION NUMBER 27/63
AOVLD by Mrs. MCÞherson, seconded by Mr. Mowbray, that By-Law
No. 2572 be amended to permit erection of dwelling houses in areas
where residential uses are permitted on any lot which has insufficient
frontage to comply with the by-law but which does comply in all
other respects provided:
1. Such lot was under separate ownership when By-Law No. 2572
was passed;
2. The owner of such lot owns no abutting land;
3, The lots abutting on each side have already been built on;
4. The frontage of such lot is substantially similar to other
lots in the immediate vicinity which have already been built
on. CARRIED
RESOLUTION NUMBER 28/63
MOVED by Mr. Deak1n, seconded by Mr. Wank, that Council approve
the resolution of the Court of Revision passed on January 3, 1963,
whereby $80.91 arrears of taxes are written off, made up of small
amounts usually exchange or small penalties. (See schedule on

MUVED by Mr. Deak1n, seconded by Mr. Mowbray, that Council approve
the r.esolution of the Court of Revision, passed on January 3, 1963,
that $2t3l2.77.be written off the arrears of taxes ledger. CARRIED

RESOLUTION NUMBER 30163
MOVED by Mr. Wank, seconded by Mrs. McPherson, that this Council
grant a Letter of Tolerance that no action will be taken by the
Township of Pickering because of non-compliance with By-Law No,
1978 in the matter of a sideyard requirement in respect to the
existing garage located only 9 feet 10 1/4" inches from the side
lot line of a parcel comprised of parts of Lots 35 and 36, Plan 320.
whereas the by-law requires 10 ft. minimum; as recommended by the
Township of Pickering Planning Board. CARRIED
RESOLUTION NUMBER '31/63
MUV~D by Mr. Wank, seconded by Mr. Greening, that the Township
Lng1neer be allowed to make use of Oliver Lloyd and Associates to
make a preliminary engineering study of the extension of the
municipal water system to tie in the Rosebank and West Rouge
Water System to the Brock Road system.

RESOLUTION NUMBER 32/63
MOVED by Mr. Gr·eenl.ng, seconded by Mr. Spang, that this Council
make application to the Ontario Municipal Board for approval of
consent for William Elwood White, Administrator of the Estate of
Walter Gladstone White and said William Elwood White in his
personal capacity, Walter James White, Marion Grace White, and
Wilhelmina White to convey to the Pickering District High School
Board a parcel of, land 9.56 acres in area - part of Lot l5~
Concession 2, to add to the existing school site; as recommended
by the Pickering Township Planning Board January 4th, 1962.

BY-LAW NUMBER 2763
Mr. Greening, seconded by Mr. Spang, moves for leave to introduce
a By-Law of the Township of Pickering to appoint a Weed Inspector
(Harry Ashton) to carry out the provisions of the Weed Control Act
in the Township of Pickering during the year 1963, and that same
now be read a first time.
Mr. Greening, seconded by Mr. Mowbray, moves that By-Law Number
2763 to appoint a Weed Inspector to carry out the provisions of
the Weed Control Act in the Township of Pickering during the year
1963, be now read a second time, and that Council go into Committee
of the Whole thereon.
The Committee of the Whole arises and reports the By-Law as read.
Mr. Greening, seconded by Mrs. McPherson, moves that the report
of the Committee of the ~lliole on By-Law No. 2763 be adopted, and that
the said By-Law be now read a Third time and PASSED; that the Reeve
and Clerk sign the same, and the Seal of the Corporation be affixed

other livestock worried by dogs in the Township of Pickering in the
year 1963, and that same now be read a first time. (Mr. W. C.
Willson and Mr. Robert Malcolm).

appoint valuers of sheep and other livestock worried by dogs in
the Township of Pickering in the year 1963 be now read a second
time, and that Council go into Committee of the Whole thereon.

By-Law of the Township of Pickering to authorize the Corporation to
sell certain Township Industrial lands to Satok Industrial Develop-
ments Limited, and that same now be read a first time.
Mr. Deakin. seconded by Mr. Greening, moves that By-Law No. 2766 to
authorize the Corporation to sell certain Township Industrial Lands to
Satok Industrial Developments Limited, be now read a second time,
and that Council go into Committee of the Whole thereon.
The Committee of the Whole arises and reports the By-Law as read.
Mr. Deakin, seconded by Mr. Wank, moves that the report of the
Committee of the Whole on By-Law No. 2766 be adopted, and that the
said By-Law be now read a Third time and PASSED; that the Reeve and
