A Special meeting òf Council was held on FRIDAY, the EIGHTEENTH day of
SEPl'EtfBER, 1959, at EIGHT o'elock in the evening.

This meeting was called for the express purpose of discussing the
proposed By-law to zone all lands south of the Third Concession Line,
with ~.bers of our Planning Board and their Planning Consultant and
the rollowing were present:
George T. Todd
Wells Ritchie
David Lennox
W. Hardy Craig
K. H. J. Clarke
John Mansell
Wm. G. Newman
T.C.W. Little
Messrs. 1tI. Newman and We:¡'ls Ritohie asked C01D1cil if the Planning
Board had the confidence of the Counèil -members and if each Council
member would explain his or he~ opinion of the Planning Board's work.
Reeve Scott - has confidence in Planning Board.
DeDuty Reeve Mrs. McPherson - not dissatisfied with Board but recommends
changes in proposed zoning By-law.
þ.~c~lor Ashton - Council should not be too hasty in passing zoning By-
laws until it is satisfied with all the clauses as it
is di~ficult to change and the ratepayers are misled
if changes made after two readings.
Mr. Ritchie asked for Council members' general opinion of zoning.
Councillor ~~s - believed in zoning all of Township but would go along
with south of Concession 3 at present. Not in favour
of spot zoning.
Councillor SDan~ - no o....nt.
DeDut~ Reeve Mrs. McPherson - favours spot zoning but if this is not done
. all the Township shoùld be zoned.
C.1ID~tl~.r ... Swan -. favours overall zoning.
Councillor Ashton - favours overall zoning; not against zoning south of
Concession 3 at present.
Chai~~ Todd - believed proposed zoning By-law good and well prepared
with assistance of Mr. Little.
Mr. Craig - felt the zoning By-law was good and should be given two reaclings
illlllediately.
Mr. Lennox - thought the need for zoning south of Concession 3 more urgent
and when this done they would start work on zoning balance of
TOWllship.

Mr. Little gaye a history of present spot zoning By-Eaws and the need
for an overall plan and zoning.
As all aembers had oopies of the proposed zoning By-law and had studied
it, the Reeve went through the eniire By-law where changes were recommended
by .abers and as the Planning Board and Council agreed to all changes
Councñl expressed their opinion that the By-law would reoeive the firat.
tvò readings as soon as Mr. Little had made the suggested changes.
. Hr. Little also agreed to re-write the brief which goes with an
erri.1al Plan as the ,last such brief was written two years ago.
On MOTION of Miss Swan, the meeting adjourned.
