Sherman Scott, in the Chair Mrs. Jean McPherson Harvey Spang Edgar James Harry Ashton H. Ross Hawthorne Miss Violet Swan L. T. Johnston, Clerk The following CORRESPONDENCE was read: 1. Town or Ajax brief re representation on Metro Planning Board. 2. Chief Parker recommends no 30 mile speed limit on Concession 2 east of Altona Road, but to use "Drive Slowly" signs. ·3. Metro Clerk advises Grant Messer appointment approved by Minister. 4. W. H. Westney thanks Council for naming sideline between Lots 10 and 11 the "Westney Road" as reported in the press last year. 5. Mr. Archibald advises School Section No. 17 annexation of part of School Seetion No.6 in Township of Uxbridge will be heard at Court House, Whitby, Wednesday, June 10th, at 2:00 P. M. Council may submit brief. No Action. 6. Geo. P. Kru~er requests a Kennel License at his 10 acres in North half Lot 19, Concession 6. Approved by By-Law Enforcement Officer. Petition of owners at Dunbarton objecting to any change in C. N. R. By-pass from present route. '"I . . 8. Mrs. Co~urne of Dunbarton objected to South West Pickering Ratepayers' Association holding up finalizing of present C. N. R. route. She and her daughter, who owns an adjoining house, have made satisfactory sales to C. N. R. but sales cannot be closed until route is settled on. 2. Mr. Forrest of Dunbarton also wished the C. N. R. By-pass to take his lands or abandon the scheme as the lands have been frozen for three months. 3. Mr. J. E. CamDbellof South West Pickering Ratepayers' Association stated their Engineers, Messrs. Bozak, Merritt, John Mills and Prof. Dunbar had met Mr. Cann of C. N. R. who refused to discuss alternate routes but did supply them with a large map of levels of the area. ./ / .I v .I ./ " J ..¡ .¡ - 2 - 3 . (Con tinued ) He stated the C. N. R. wished a closed meeting of Council to discuss / alternate routes and that their engineers would have such routes located in 10 days or less. The Reeve stated t.hat a meeting of Council would be held for this purpose but any action taken would be done at an open meeting. Mr. Campbell asked that reports from Fire, Police, Assessment, Planning and Engineering Departments be presented to the C. N. R., stating what effects this By-pass would have on their departments. 4. Professor Theal asked Council members to clarify their position on C. N. R. By-pass present route which they refused to do until they had all the information. / 5. Trust,es and rateDayerS affected discussed change of School boundaries north of Concession 3. After several changes. Messrs. McTaggart of Greenwood, Knox of Brougham, Disney of Mt.Zion, Hedge of Audley, McDowell of Atha and Wagg of Kinsale all agreed to the By-Law. Mr. Will Brown of Greenwood Op'pOSéd in general. 6. A number of agents for various Grader manufacturers discussed their products. RESOLUTION NUMBER 141 . MOVED by Mr. Hawthorne, seconded by Miss Swan, that ~ickering Township Council take no action on Ajax brief re Metro Planning Board. CARRIED ./ YEA: Messrs. Hawthorne, Scott, Spang, Miss Swan and Mrs. McPherson. NAY: Messrs. Ashton and James. RESOLUTION NUMBER 142 MOYED by Mr. Hawthorne, seconded by Mr. Ashton, that the Township purchase from J. Burrow's Garage, Brougham, one B-174 Int. Cab. Chassis 171 in. w. B. Cab & Axle 102" as specified in tender dated May 23/59 less 55.00 verbal agreement re Montreal delivery. Total price $4,695.00. CARRIED RESOLUTION NUMBER 143 MOVED by Mr. Hawthorne, seconded by Mr. Ashton, that the Clerk and Reeve be authorized to purchase Sicard Sanivan SM4 to be mo~ted on the chassis of our choice selected by tender and be not more than 5,843.00 mounted and delivered at Brougham under full warranty. CARRIED RESOLUTION NUMBER 144 MOVED by Mr. Hawthorne, seconded by Mr. Spang, that Mr. A. S. Johnson be granted a license to operate one cab in Pickering Township. MOTION LOST v v v RESO:LUTION NUMBER 145 MOVED by Mr. Ashton, seconded by Mr. Öawthorne, thßt the Resolution of the Planning Board passed May 13, 1959, reading "That roject Planning Assoc- iates be authorized to layout on the street plan they recommend, a lot plan yielding approximately the same number of lots for similar percentages of single family, semi-detached, and multi-family houses, as the March 17, 1959, revision of the Crusader draft plan" be approved by this Council. CARRIED RESOLUTION NUMBER 146 MOVED by·Mrs. McPherson, seconded by Mr. ttawthorne, that whereas the cost of the Sandy Beach Bridge is $16,105.37 and Council have approved $13,975.00; v BE IT THEREFORE RESOLVED by the Municipal Council of the Township of Pickering that Council grant approval for the added cost of $2,130.37. RESOLUTION NUMBER 154 ~VEDby Mr. James, seconded by Mr. Spang, that notwithstanding Resolution No. 57, the Womens' Institute of Brougham and Joy Rebekah Lodge, örougham, and W. M. S. be permitted the use of the Township Hall at the rate of Four Dollars (4.00) per day, due to each organization owning some of the equip- ment in the hall. CARRIED v RESOLUTION NUMBER 155 MOVED by Mr. Hawthorne, seoonded by Mr. Ashton, that after receiving approval from the O. W. R. C. Messrs. ~roctor and Redfern be instructed to call for tenders for the following extension of watermains in Water Area No.1: (a) 8" diameter main on East Avenue from Rouge Hills Drive North to Highway 2 and West on Highway 2 to new motel site. (b) 8" diameter main on Ridgewood Road East to existing 8" diameter main on Rouge Hills Drive. 1/ 4 Resolution No. 155 - Continued. (c) 6" diameter main on Island Road East from Rouge Hills Drive to serve new houses on Island Road. (d) 12" diameter main from intersection of East Avenue and Island Road to site of proposed elevated storage tank at East Avenue and High- way 401. THAT these works will be supervised by the Township Engineer, Mr. T. O. Jefferson, and that (a) and (c) be constructed under local improvement and (b) and (d) be constructed with funds from levy rrom Rouge Highland sub- division. CARRIED RESOLUTION NUMBER 156 . MOVED by Mr. Hawthorne, seconded by Mr. Ashton, that it is impossible at this time that any of the departments concerned can provide a realistic appraisal of the request made by the South West Pickering Ratepayers' Association regarding the proposed railway by-pass. RESOLUTION NUMßER 157 MOVED by Mr. Hawthorne, seconded by Miss Swan, that this Council request Proctor and Redfern, Consulting Engineers, to proceed with design of a water pumping plant near end of Brock Road and ~e Ontario, together with ~ a watermain from such plant to a poi.nt at South -East corner of Lot 20, Broken Front, Range 3, similar in capacity as outlined by them to Council. CARRIED BY-LAW NUMBER 2413 Mrs. McPherson, seconded by Miss V. Swan, moves for leave to introduce a By-Law of the Township of Pickering to take over Donnalea Drive and Orchard Heights in Plan 530 as Township Roads, and that same now be read a first time. Mrs. McPherson, seconded by Mr. James, moves that B,y-Law Number 2413 to ta~e over Donnalea Drive and Orchard Heights in Plan 530 as rownship Roads be now read a second time, and that Council go into Committee of the Whole ~ thereon. The Committee of the Whole arises and reports the B~-Law as read. Mrs. McPherson, seconded by Mr. Spang, moves that the report of the Committee of the Whole on By-Law No. 2413 be adopted, and that the said By-Law be now read a Third time and PASSED; that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED BY~IAW NUMBER 2414 Miss Swan, seconded by Mr. Hawthorne, moves for leave to introduce a By-Law of the Township of Pickering to adjust the boundaries of certain Public School Areas, Sections and Union Sections in the Township of Pickering, and that same now be read a first time. Miss Swan, seconded by Mrs. McPherson, moves that By-~w Number 2414 to adjust the boundaries of certain Public School Areas, ~ections and Union Sections in the Township of Pickering be now read a seCond time, and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-Law as read. Miss Swan, seconded by Mr. Spang, moves that the report of the Committee of the Whole on By-Law No. 2414 be adopted, and that the said By-~w be now read a Third time and PASSED; that the Reeve and Clerk sign the same, and t~e Seal of the Corporation be affixed thereto. CARRIED v 5 CLERK'S INSTRUCTIONS 1. Clerk advise J. E. Campbell Council will do no Township business at a closed meeting. 2. Councillor Spang advise Mr. Gerigs to use proper receipt forms supplied to him for all payments of monies. 3. Clerk remove Island Road from "Through Streets" By-Law prepared. 4.
