A Meeting of Council was held on MONDAY, the NINTH day of MARCH, 1959, at
EIGHT o'clock in the evening.

The following CORHESPONDENCE was read:
1. W. P. Watson, Live Stock Commissioner, advises there is no provision to I
repeal Warble-Fly By-Law.
2. Ontario Fire Marshall's Office - remove snow from roofs of public buildings. ~
3. Minist.r of Municiual Affairs - Telegram - Alert Township to flood
possibilities.
4. F. S. Watton, Civil Defense Co-Ordinator for County of Ontario. Recommend
meeting all Township heads.
5. Andrew Dand advised he would object to Council passing a B,y-Law to put ~
12" water main on Island Road East.
6. Deuartment of Plannin2 and Develoument asked Council and Planning Board
to meet them and other departments at their offices Tuesday, March 17th
at 2:30 P. M. to discuss Crusader Development.

The fellowing PERSONS, On MOTION, were heard:
1. Mr. Phili» Holland, Old Rosebank Road South, objected to Township increasing
the amount of water flow through his property and that road culverts were
plugged. He was assured that Rosebank Road South would be listed for improve-
ment during 1959.
2. Mr. Franklin, neighbour of Mr. Holland, also objected to drainage and conditi<
of Old Ro..bank Road South and also objected to the remarks of the Township
By-Law Enforcement Officer made to his wi.. re his dog running at large
without a license.
3. Mr. Bailey, otSpruce Hill Road, objected to ~-Law Enforcement Officer's
attitude re dogs.
4. ~. V. Ballik, or Spruce Hill Road, øbjected to By-Law Enforcement Ortieerls
attitude re dogs. He admitted he had been fined in Court for permitting his
dog to ~ at large, but stated the charge that his garbage was untidy was
dismissed.

5. Mrs. Burneit of Spruce Hill Road, objected to By-Law Enforcement Officer's
attitude and said that her dog was less than six months old and believed a
license was not necessary at that age.
6. Mr. and Mrs. JoseDh Amos, Concession 1, Lot 35, asked if Council had any
rights to the old corduroy road for 660 feet south of Concession 2. This
road has not been used for many years and is a diversion from the original
survey which has been closed. Engineer make report to Council.
7. Mr. Fred Ward asked that an adjustment be made on assessment or taxes of the
Claremont Bowling Green Club. They now have only 9 active members and
cannot raise '58.00 in taxes. Clerk contact seliei.ðr for advice.

8. Mr. Dand objected to 12" watermain extension on Island Road east to
Rivercourt Drive.
9. Mr. William Fair~rieve asked about:
1. A & M Realty assessment appeal. Not completed.
2. Dog Catcher full time. Yes, but he is permitted to work for Pickering
Village and Ajax.
3. Heat in Dog Pound. Yes.
10. Mr. Redfern of PrÐctor and Redfern reported that he would recommend a water
area comprising 4~80 acres, taking in all lands within 300 feet of Brock
Road, Concession 2, Moore Road and Lake Ontario. This area has at present
an assessment of '1,057,645.00. He assumed there would be 400 houses
built a year with an assessment of '3,800.00 each; hence the following charges:

As there would be a cash payment of '150,000.00 towards water, he recommended that
Mill Rate t"or area should not exceed 5 Mills and amount required above this t"igure
be taken t"rom the $150,000.00 t"und.
11. Dr. Lord. Mr. Kenne~h Hi~~s and Mr. Henderson, representing the Metro Toronto
Conservation Authority explained a proposal to spend $39,500,000 over a 10
year period in area. Pickering Township would get two 82-~cre dams for t"lood
control and recreation - one at Audley and other at Green River - a quite
considerable amount of flood lands would be purchased in Duffin's Creek and
Highland Creek. The estimated cost would be 37!¢ per person for 10 year.¡
They asked t"or a resolution of approval.
12. Mr. and Mrs. Crichton spoke about flooding at Riverside.

of new Provincial Hospital Plan as of January 1, 1959, and that present .rrange~

Mr. Spang, seconded by Mr. James, moves for leaye to introduce a By-Law of-the
Township of Piokering to prohibit the running at large or dogs within the Township
of Pickering, to appoint a Dog Catcher, to establish a Deg Pound and provide ror
regulations required in connection therewith, and to repeal By-Laws Number 2306
and 2333, and that same now be read a first time. '
Mr. Spang, seconded by Mrs. McPherson, moves that By-Law Number 2379 to prohibit
the running at large of dogs within the Township of Pickering, to appoint a Dog
Catcher, to establish a Dog Pound and provide for regulations required in connec~~~
therewith, and to repeal B,y-Laws Numbers 2306 and 2333, be now read a second ti..,
and that Council go into Committee of the Whole thereon.
T'heCommittee of the Whole arises and reports the B7-Lavas read.
Mr. Spang, seconded by Mr. Ashton, moves that the report of the Committee of the
Whole on By-Law Number 2379 be adopted, and that the said By-Law be now read a Th1~
time and PASSED; that the Reeve and Clerk sign the same, and the Seal of the
Corporation be affixed thereto. CARRIED
CLERK'S INSTRUCTIONS
1. Change By-Law re Island Road Water Ma~n extension so that it would serve V'
last house on north side of Island Road only.
2. Mr. Ashton gave notice that he would ask Council at next meeting to conside
a ditch from Range Line to Lake in Ajax to carry off drainage from Ajax.
