A Meeting of Council was held on THURSDAY, the FIFTEENTH day of JANUARY,
1959, at EIGHT o'clock in the evening.

The following CORRESPONDENCE was read:
1.
Bell. Gouinlock and COmDany aslÅ’d for a thirty day option on $95,000.00
5~% -20 year debentures at a price of 9ô~ to yield 6.2% and to be
appointed agent for the disposal of our future debentures.
Mr. E. G. Baker asked that he be relieved of signing cheques on behalf
of the Corporation.
AGREED Mr. Baker meet Council next Monday night and explain why he so
wishes.

~. Our Solicitors think Council should direct them to proceed with the
Stowe and Gould Mandamus appeal; they believe there is a ~oorl chance of
windr~.
4. MetroDolitan Toronto Industrial Commission advise they would like a
member of Council to attend their annual meeting Wednesday, January 21st,
at 11 A.M. in Board of Trade quarters.
AGREED H. Ross Hawthorne attend.
~. Richard Puckrin, owner of a farm, Concession 3, Lot 6, applied for a
Wrecking License. Mr. Thompson inspected and approved subject to a
proper fence or two sides with barn forming other sirles.
R. Mr. Piitz, Treasurer, requests a full time female assistant. Referred
to Finance Committee.

Mr. Cane, Welfare Officer, requests a Polaroid Camera for use in his
work. Referred to Finance Committee.

Hr. Jefferson asked for membership in two sewage ard waterworks Associations.
Clerk submitted a report on 19[18 Dog Licenses and asked for dîrection on

Mr. Geri~s, Dog Catcher, suggested means of contr~(f dogs which was

following PERSONS, on MOTION, were heard:

Mr. John Graham, re sale of debentures.

Messrs. MacDoral~ ard Tims of Crusader Development Company discussed their
proposed subdivisior.
They agreed that if they designed the sewer plant and laid the trunk
mains, all sub ;ect to approval of TOWI1Ship engineers, they would ~ay
for all en~ine. erirg including over-sizil':i' so that if plar:t cost $400,000.00
and oversizing of all trunks cost extra ,130,000.00, they would pay these
sums as they became due and the $530,000.00 would be a charge against the
first 1515 lots sold, assuming that thegrar1t to the Township is $350.00
per lot for services.

Crusader representatives also agreed that when contracts let for
i1stallatior of sewage plant and trunk mains the lowest terder would be
accepted unless Council by resolution requested that another be accepted.
They stated they were negotiating for 70 acres Crom Mrs. Huggins.
That of the present 670 acres, Industrial 60 acres; eommercial 43 acres;
Schools and Churches 38 acres; Park 9R acres; leaving 431 acres for
residential less 108 acres for roads, balance 323 acres. They argued that
20% Cor semi attached anrl masorettes on 431 acres would be 86 acres and
20% or 323 acres would be 65 acres, so asked that approximately 86 acres
maximum be permitted for semi attached and masonettes, which was agreed
by Council.
Mr. MacDonald stated they had ten basic types of houses and that they
wou11 be well mixed up. Lhere would be larger lots and garages around
presert home of W. G. Newman. The avera~e sales price of house and lots
of detached homes would be about $14,000.00.
Council agreed in principle to ahove and agreed to pass such a
resolution January 19th when prepared by Township solicitors.

appointed as Fox Bounty Officer. CARRIED

MOVED by Mrs. McPherson, seconded by Mr. James. that the Township Road
Superintendent proceed with the Collowing work subject to the approval
of the District Municipal Engireer, Department of Highways:

MOVED by Mrs. McPherson, seconded by Mr. Spang, that the membership fees
OF Engineer T. O. Jefferson in the Canadian Institute on Sewage and San-
itatior and Caradian Section of American Waterworks Association, amounting
to $32.50 per year, be paid by the Municipality.

MOVED by Miss Swan, seconded by Mrs. McPherson, that on the recommendation
of the Assessme'nt Commissioner Mrs. Jacqueline McManus be employed on the
permanent staff of the 1'ownship of Pickering as of January 8th, 1959.

MOVED by Mr. Hawthorne, seconded by ~1r. Ashton, that a more rigid issuance
anl i1~spectior of buildir1; permits be initiated in the Township and that a
teMporary committee meet with the Builrling Inspector.

MOVED by Mrs. McPherson, seconded by 1-1r. Spang, that Richard Puckrin be

concurs to the a~reemeT1t in principle recgardiT1~ the Crusader Development
as ori,q;inally expressed it' Resolutior #230 passed by the 1958 Council.

The Committee of the Whole arises and reports the By-Law as read.
Mr. Ashton, secorded by Miss Swall, moves that the report of the Committee
of the Whole 01' By-Law No. 2372 be adopted, and that the saiil By-Law be now
reaiJ a Third t.ime ard PASSED; that the Reeve and Clerk sign the same, and
the Seal of the Corporation be affixe~ thereto. CAHRIED

1. Ask Mr. Baker to meet Council on January 19th.
