A meeting of Pickering Township Council
was held on WEDNESDAY, the TWENTY-EIGHTH
day of SEPTEMBER, 1966, at EIGHT o'clock
p. m.

A special meeting of Council was called to consider a
draft by-law to amend the provisions of By-law 3037.
Mr. Faulkner outlined briefly the purpose of this meeting.
By-law 3037 was discussed at considerable length pertaining
to the amendments to the zoning of the Greenbelt Conservation
Zone uG" designations in Lots 11 and 12, Concession 5 to
read Rural Agricultural Zone A.
WIn. G. Lawson submitted his argument on behalf of
Mrs. Barclay, owner of land affected by the new zoning.
The same by-law and the proposed altering of parts of
the Rural Agricultural Zone "A" designations in Lot 13, 14,
15, and 16, Concession 5 and Pt. Lot 22, Concession 4, to
read pit and Quarry Zone "0" was also discussed at great
length by Council and the various Pit and ouarry operators
whose land will be directly affected by this new zoning.
The following persons appeared before Council:
Mr. Milton Mowbray, representing J. B. Regan & Company.
J. B. Regan.
Mr. D. Schmeigelow, representing Highland Creek Sand
and Gravel Company.
Mr. Laughrin, representing Aztecana Corporation.
All the above noted persons representing the various
Pit and Ouarry operators presented their arguments as to
why they felt their holdings of approximately 600 acres
should be zoned "Q" rather than only those portions now
used for this purpose.
POINTS OF ARGUMENT
1. The proper time to zone this area as "0" is now, before
residential development takes place, which if it was
allowed could result in these areas becoming lost to
the industries.

2. ~ revenue fromP and Q operations would yield a better
tax revenue.
3. Township can control the condition of worked pits by
its regulatory By-law.#30l0.
4. Potentional market for the aggregate in this area is
growing rapidly, the convenience to the area is important
and the time to .~ gravel is now.
5. The industry provides emplpyment of local residents,
both labour and truck drivers.
6. Properties are to valuable to be allowed to remain in
a worked out pit appearance. The land will be rehabilitated
to a cond1tion suitable for other development ego
agricultural, residential or industrial sites.
The Council convened into Committee of the Whole at 9:45
p. m.t and again at 11:25 p. m. in order to discuss the
problems as presented.
Resolution #416
MOVED by Councillor B. Spang, seconded by Councillor
D. Beer, that the Council of the Corporation of the
Township of Pickering zone the areas designated on
map Schedule nc" 5/13-16 and 4/21-24 dated September
27th, 1966. "Q" and "BO" be zoned "0" except for a 200
foot buffer strip adjacent to road allowances, ,with
the buffer strip retaining its nA" designation,
subject to ~ediate negotiations on abutting roads.

Mr. W. G. Lawson submitted his argument requesting that
lands owned by his client Mrs. Barclay be zoned "An
agriculture and not greenbelt as recommended by the
Planning Board.

MOVED by Councillor J. Williams, seconded by Councillor
R. Chatten that the re~ommendation of the Township
Pl~nnin~ Board dated ~dut2~2e~ ~7G 1965 he and is
adopted, that By-law 3037 be amended by altering the
Greenbelt "G" designation in Lots 11 and 12. Concession
5 to read Rural Agricultural "A" as shown on ~chedule
"c" l>-1ap 5/9-1~ dated ::;eptern'\Jer?7. 1966~ the line being
established as the flooq. J,ine as determined by the

Resolution #418
MOVED by Councillor J. Williams, seconded by Councillor
R. Chatten, that the Council of the Corporation of the
Township of Pickering reconunends to the Township
Planning Board reconsider their reconunendation of Sept.
27th, 1966 relating specifically to Lots 11 and 12,
Concession 5, and further that particular consideration
of the 75 foot buffer strip required by the Township
both a view to either reducing or eliminating this
requirement specific instances.
CARRIED.
