McPherson, seconded by Councillor H. Spang, that this Council rescind resolution #215/66 and that all future Council meetings other than the reqular Council meetings be called by the Reeve, or by the Deputy Reeve if the Reeve is not available, or at the wish of the majority of Council. Yea: Beer, Spanq, McPherson, Laycox Nay: Chatten, Williams CARRIED . Resolution 375 MOVED by Councillor R. Chatten, seconded by councillor J. Williams, that this Council does hereby endorøe the reconunendation of the Pickering Planning Board of July 28th, 1966 item 41 and hereby directs that the application (A 12/66) to amend the zoning from Single-Family Residential 'R41 to Multiple Family Residential 'RMI' to permit the construction of semi-detached and single- family dwellings thereon1 on property known as Part Lot 30. Range 2, being an irregularly shaped parcel having 4.85 acres in area, with 350 foot frontage on the north side of Rodd Avenue immediately east of the C.N.R. right-of-way 1 be refused as being premature at this time. CARRIED . Resolution 376 MOVED by Councillor D. Beer, seconded by Councillor H. Spang, that this Council does hereby instruct "the Clerk to prepare a By-law regulating the treatment of Industrial waste, as recommended by the Industrial Committee at their meeting of August 4, 1966. Instructions - Clerk to seek assistance from Township Engineer and Solicitor in preparation of this By-law. CARRIED . -2- Resolution 377 ~. MOVED by Councillor H. Spang, seconded by Councillor D. Beer, that this Council does hereby endorse the recommendation of the Pickering Township Planning Board of July 28th, 1966, item 5: and hereby directs that the application (A 7/66) to amend the zoning from Residential 'R3' and Public and Private Open Space '02' to Industrial 'Ml' for use in connection with the appli- cant's automobile operation: on property known as: Part Lot 24, Concession 1, as indicated on the enclosed sketch dated June 8th, 1966~ be approved subject to a supplementary agreement to contain the following conditions: 1) prOV1S10n of adequate fencing and tree screening along the Highway #2 frontage; 2) approval of all entrances and exits by D.H.O.: 3) satisfactory arrangements be made with Council regarding municipal servicing: 4) the owners enter into an agreement with the Town-" ship relating to the hours of operation: 5) all lighting on the site be so directed as to divert away from the surrounding residences: 6) preservation of the asethetic values of the adjacent properties. CARRIED . Resolution 378 MOVED by Councillor H. Spang, seconded by Coundillor D. Beer, that this Council does hereby endorse the recommendation of the Pickering Township Planning Board of August 11, 1966, item 6: and hereby directs that the application (A 13/66) to amend the zoning from Greenbelt to Agriculture by having the greenbelt boundary relocated to remove the table land from the Greenbelt Zoning to permit the erection of a residence: on property known as: Part Lot 33, Concession 1, as indicated on the attached survey by F. J. Donevan, dated March 21, 1958~ and further directs that the necessary amending by-law be prepared accordingly. CARRIED . Resolution 379 MOVED by Councillor R. Chatten, seconded by Councillor J. Williams, that the Resoltuion of the Town of Thorold, as amended and endorsed by the Mayors' and Reeves' Association for presentation to the Ontario Government, as set out below, be endorsed by this Council and be sub- mitted to all Municipal Councils in the Province of Ont- -3- ario for action, with the recommendation that each Council request the support of its Provincial member of Parliament in bringing it before the legislature: WHEREAS education costs are consuming a steadily in- creasing share of municipal taxes, and WHEREAS the minister has publicly .stated t:hat:_ 'the province has a responsibility to provide younq people with an education, and WHERFAS municipal taxes have now reached the saturation point and needed municipal seJ:Vices are ,often postponed or neglected, and ~ it has been intimated that the total education expenditures in ontario will double in the next decade, and WHEREAS as a matter of principle, real estate should prtmarily pay taxes for services to property only and not for social services which benefit the province and nation as a whole, and WHEREAS real estate is no longer an accurate criterion of ability to pay. THEREFORE be it resolved that we again, with increasing urgency, respectfully request the Provincial government to establish grant schedules which will assume that the major portion of at least 80 percent of the funds for elementary and secondary education comes from the higher levels of government." Spang, that the Engineering or Roads Department be instructed to notify the Fire Department of any temporary road closings, due to reconstruction'or maintenance of same, this is to assist in avoiding delays while answering emergency calls - or the temporary closing for the in- stallation of individual residence services. A by-law to amend By-law 2121 and to repeal by-law 3151 regulating taxis in the Township of Pickering. This by-law was tabled and referred back to the by-law Enforcement Office for a report re: the issuance of a taxi license to A. S. Abraham, and for Mr. Zeller to investigate the operation of said taxi from a resident on Liverpool Road. INFORMATION 1. (report circulated to members of Council, Sept. 2/66) 12. Donald W. Kitchen - Vice-President of Bay Ridges Ratepayers Association submits brief dealing with objections to development of Blk. HZ, M-13, and Blk. P, M-12, C.8.C etc. Submitted to Council September 2, 1966. 13. Poul Poulsson submits report on Sanitation Equipment recommending purchase of packer unit from Sicard etc. (See resolution) CORRESPONDENCE 1. Mr. Ken Spratley would like action taken to control speed limit on Kinsale Road. Referred to Road Committee. -10- 2. Marks and McNeely wish Township to accept conveyance of 100 ft. of road as a public highway to provide necessary access to the separate school site. Road will be located between Lots 69 and 70 shown on plan M-20. (See Map) Referred to Road committee. ~ Clerk to investigate whether the 100 feet for highway extension which the Separote School board proposes to convey to the Township will be land only, or a completed road built to D.H.O. standards. Clerk also to inquire whether the land originally proposed for a school site on Pairport Road South has been discarded by the Separate School Board as their choice of sites and if the 10 acres west of Hillcrest Road is their alternate site. 3. Maxy Pedrick - Lot 27, B.P. Range 3 - bank cut away by Mr. Pat Dunn, would like Township to correct. Referred to Road committee. 4. C. T. Muirhead objecting to gravel being removed from Township pit in Uxbridge. Advises that an appeal is before O. M. B. to prohibit this operation. INFORMATION Con' t. 14. Ltd. advise New Municipal Building will be ready for occupancy on 27th of September, fully completed by October 4th, 1966. 17. Clerk requ~eø information as to qefinate date Council wishes to have the official opening. Tenative date set Friday, the 7th of October, 1966. Council discussed the official opening of the New Municipal Building and decide that october 7th date would be to early. As a result they have left the week of OC'tober 24th open and for th& Clerk to set a date in the week which would be convenie.~t to certain FedeJSl and Provincial Government officials. It was suggested, however tbat we should try for the day of October 26th, 1966, at 2:00 otclock p. m. 18. Prices on steel shelving has been obtained. complete stock room and 2 Vaults average $1050.00. Price on wooden shelving received - for stock room only $940.00 See Resolution #388. -11- 19. Clerk suggests that a meeting of all department heads be held with all members of Council to discuss a set policy re: the administration of the Township's affairs. 20. Ontario Water Resources Commission approval received for construction of water mains and sanitary sewers, East Avenue, Lawrence Avenue East, and Chester Hill Road. ~ 21. M. J. Teevens complains on the poor condition of the roads in the West Shore Subdivision. Referred to Roads Committee. 22. Departmen~ of Municipal Affairs advises that the Governments of Canada and Ontario have authorized a joint Federal provincial Municipal Winter Works Incentive program for the winter months. 23.
