A meeting of Pickering Township Council
was held on TUESDAY the SECOND day of
AUGUST, 1966, at EIGHT o'clock p. m.

The following PERSONS, on MOTION, were heard:
1. MOVED by Deputy Reeve, J. L. McPherson, seconded by Councillor
Harvey Spang that Mr. W. Waddell be heard.
Mr. Waddell represented a group of rate payer residents Who
live on the Pickering Markham Township line road, and Who
were here protesting the deplorable condition of this
boundary road. They are asking for gravel, grading and
calc ium.
It was explained by Deputy Reeve J. L. McPherson that a
meeting had taken place on July 28th, 1966, between the
Road Committee's of both Townships and their respective
engineers, with the result that Markham had consented to
apply some gravel and a good coat of calcium and promised
this work would be completed the following day. This
work was not done as promised and Mt's. McPherson is to
investigate.
2. MOVED by Deputy Reeve J. L. McPherson, seconded by Councillor
H. Spang that Mrs. Draper be heard.
A petition of the rate payers living on lands abutting
side line road 28, 29 Concession 8 was submitted to Council
protesting the heavy trucks using this road and also the
dust condition created by this heavy traffic.
Reeve Laycox explained that the Township has attempted to
work along with certain gravel companies for their
co-operation in the maintenance of this road, however,
we have met with absolutely no response.

3. MOVED by Councillor John Williams, seconded by councillor
D. Beer, that Mr. A. D. Pizzell (Canada Post Office) be
heard.
Mr. Fizzell was present to obtain from Council their
approval on a proposal to extend door to door postal
delivery to all home owners from the Seoond Concession
south, Wtl9t from Ajax to the Rouge River. The
Counoil were quite enthusiastio with the proposal.
Mr. Fizzell also explained that the servioe would be out
of the pickering P. 01t with the possibility of a new Post
Offioe being built in the area of the new Munioipal Building.

4. Mrs. May Winters did not appear however, Reeve Laycox
explained that a temporary crossing over the C. P. R.
tracks was being arranged for and it was expected to be
completed without further delay.
CORRESPONDENCE
1. Department of Lands and Forest suggest a three day open
season for deer, with shot guns only and no dogs. The
Clerk is to contact the Pickering Township Game Commission
to have a meeting arranged with other interested
Municipalities.
2. Councillor R. Chatten suggests Township approach C. N. R.
and, Conservation Authority to take measures to correct
a dangerous situation on the C. N. R. and Conservation
properties on the mouth of the Rouge River. I twas
recommended that all member of Council arrange a date on
which they could visit and inspect the Rouge River,
Rosebank area for a possible solution to the existing
dangerous situation in this area. The date of meeting is
to be arranged preferably after August 16, 1966.
3. Mr. Poulin of Ferguson, Montgomery, Cassels & Mitchell
submits accout re: Professional services rendered dealing
with the settlement between the Township of Pickering and
the Canadian Union Public Employees in the amount of
$230.05, also submits an esttmated fee of $300.00
re: The drafting of one collective agreement.

4. D. V. Bishop, wishes to know wbat Council intend to do
on the matter of contrevention of various By-laws by
the Burton Woodworking Plant. The By-law Enforcement
Officer is to investigate and report to Council.
INFORMATION
1. Department of Municipal Affairs - advises loan arrangement
made by the Township to the Municipal Works Assistance
Program has been finalized - $131,463.85, and wish to
convey to Council the ministerJs pleasure that our
municipality has been able to take advantage of their
assistance.
2. Harry A. Newman asks for further extension of time re:
Transfer of road allowance to Crooks, pedrick and htmself.
He has not received a draft agreement from Crooks with
respect to a right-of-way for the congregation of
St. PaulJs on-the-Hill. See By-law 3188.
3. Mr. C. H. Robinson submits a request seeking approval
for the construction of a 1400 sq. ft. home on a 10 acre
parcel of land on part of Lot 21, Concession 7.
4. Association of Ontario Land Surveyors advise that the
charges submitted by Mr. MacIntosh completing the survey
on part of Lot 24, Broken front Ran<J~ 3 (Risk), is in
accordance with the minimum tariffs as set by the
Aø soe: iation.

5. James A. Taylor advises on Davidson re: Lot 57, Plan
350. Resolution Tabled Clerk to investigate whether
the $500.00 residential lot fee is refundable to Mr. Davidson.

MOVED by Councillor D. Beer, seconded by Deputy Reeve
J. L. McPherson, that Water Consumer's requests to have
their meters checked be met after the Consumer deposits
$5.00 with the Township and that such deposit be refundable
only if the meter was found defective, as recommended by
the Public Utilities Committee at their meeting of July
20, 1966.

Resolution #330
MOVED by Councillor Harvey Spang, seconded by Councillor
J. Williams, that West Rouge Sewer Rates be kept as close
as possible to the original estimated rates by applying
the collectable Rougedale Acres Subdivision Grant towards
the capital cost and that the sewer rate be changed from
the present 40 cents per foot frontage per year and 50
percent of water rates to 40 cents per foot frontage per
year and a millrate, since the 50 percent of water rates
has been found only partly collectable. Further that the
Township Solicitor be authorized to apply to the Ontario
Municipal Board for this rate change and the Treasurer be
authorized to apply the Rougedale Acres Grant towards the
West Rouge Sewer project, as recommended by the Public
Utilities Committee at their meeting of July 20, 1966.

Resolution #331
MOVED by Councillor J. Williams, seconded by Councillor
H. Spang, that the residents on Ridgewood Road, where not
covered by the Local Improvement, be required to pay the
same charges paid by the residents covered by the Local
Improvement Area but that these charges be repaid by cash
or by a Special Agreement registered against title of their
property for a period not exceeding 20 years, as recommended
by the Public Utilities Committee at their meeting of
July 20, 1966.

H. Spang, that this Council does accept the design of the
plaques to honour past and present Reeves, Councillors and
Clerks as submitted by the architects and that they be
authorized to proceed with ordering same.

MOVED by councillor D. Beer, seconded by Councillor
H. Spang, that the Fire Committee recommend to Council
that the Clerk be instructed to contact the Town of Ajax
to initiate an agreement with Ajax to provide Fire
Protection for Pickering Beach either on an annual fee
basis or on a per call basis. to incompass old Fire Area 2.

H. Spang, that this Council retain the services of
Ferguson, Montgomery, Cassels and Mitchell to prepare

Resolution #339

MOVED by Councillor J. Williams, seconded by Deputy Reeve
Mrs. J. L. McPherson, that the Council of the Township
of Pickering does hereby endorse the proposal as outlined
by Mr. A. D. Fizzell as follows: (Canada Post Office)
1. That areas South of the 2nd Concession and west from
the westerly limits of pickering Village be served
with door to door delivery in the very near future.
2. That a new Post Office be constructed in the vicinity
of the New Municipal Building, such new office to
serve all the area of the Township south of the
2nd Concession subject to approval of the postmaster
General and in the near future.

MOVED by Deputy Reeve Mrs. J. L. McPherson, seconded by
Councillor H. Spang, that this Council pass a By-law
requiring all truck operators hauling gravel etc., and
using Twp. Class "B" roads to operate under a permit issued
by the Township as provided by the Hwy' s. Traffic Act.

Reeve Mrs. J. L. McPherson, that the Pickering Township
Council urgently request enforcement of Sections 52 and 53
of the Highway Traffic..Act, In particular
on that portion of the Township Al tona Road and the Markham
Pickering Town Line.

Resolution #342
MOVED by Deputy Reeve Mrs. J. L. McPherson, seconded by
Councillor H. Spang, that this Council authorize the
Township Works Department to pick up all brush and logs
from Roadsand Private Streets from fallen trees as a result
of the hurricane in the Frenchman's Bay Area.

Resolution #343
MOVED by Councillor H. Spang, seconded by Councillor
D. Beer, that this Council does hereby endorse the
recommendation of the Pickering Township Planñiing Board
of July 14, 1966: and hereby directs that the application
(A 11/66) on Part of Lot 33, Concession 7 for the operation
of a dog kennel be approved and the necessary amending by-
law be prepared accordingly.

Resolution #344
MOVED by Deputy Reeve J. L. McPherson, seconded by
Councillor D. Beer, that this Council does hereby endorse
the recommendation of the Pickering Township Planning
Board of June 30, 1966: and hereby directs that the Green-
belt Agriculture zone boundary line along the Greenwood
Road, betw~en Concessions Five and Six, be established
as the flood line, determined by the Metropolitan Toronto
and Region Conservation Authority, plus a 75 foot
horizontal buffer, and that the necessary amending By-law
be prepa~ed accordingly.

By-Law Number 3152
Councillor H. Spang, seconded by Councillor J. williams
moves for leave to int rœuce a By-Law of the Township of

Pickering to authorize the purchase of 20 acres of land,
being composed of part of Lot 19, Range 3, for the purpose
of establishing sites for the carrying on of industries
and industrial operations, at, total estimated price
of $61,500.00 and to authorize the borrowing of that
amount, for that purpose. and that same now be read a
first time.
Councillor H. Spang, seconded by Councillor R. Chatten
moves that By-Law Number 3152 to authorizd the purchase

of Pickering to amend By-law Number 1909 by adding, thereto
certain streets on which parking is prohibited and that
same now be read a first time.

D. Beer moves that By-Law Number 3187 to amend by-law
number 1909 by adding, thereto certain streets on which
parking is prohibited be now read a second time, and that
Council go into Committee of the Whole thereon.

Reeve Laycox read a letter addressed to Council from a
Mr. WIn. Petts, 225 Ridgewood Rd. West Rouge. This letter
praises the Pickering Township Police on their efficient manor
in responding to urgent calls. In this case they were
instrumental inn saving the life of a 3 year old child.
