BROUGHAM
A meeting of Pickering Township Council was
held on MONDAY, the 6TH day of JUNE, 1966,
at the Municipal Building, Brougham, at the
hour of g o'clock p.m.
PRESENT: Reeve C.W. Laycox

The following CORRESPONDENCE was read:
1. Mrs. A.E. Taylor urges "a cleaner township for Canada's
CentennialiW and recommends control over dumping of sewage
disposal, and that garbage on rural roadsides be removed. Council
instructs By-law Enforcement Officer to. investis;ate and report.
2. J.W. Spooner, Minister of Municipal Affairs, requests that
each municipality considering adoption, amendment or repeal
of the Official Plan give notice to all other municipalities
in the planning area. Copies of this letter were distributed
to Council.
3 . ~"{est Rouge Ratepayers' Association askBi for amendment of
Fireworks by-law. Police Department suggests that none other
than Service Clubs be permitted to purchase fireworks. Refer
to Mr. G. Zeller. By-law Enforcement to investi£ate and
p'repare necessary by-law.
4. Bell Telephone Company of Canada advised that the monthly
rental for Zenith service for Claremont, I~rkham and ,
Stouffville area is $4.50. It can be put into effect within
two weeks from date of order. Council suggested that present
system of accepting charges from area ratepayers for tele~e
calls outside our local telephone area but within the Township
boundaries be continued.
5. P. Poulsson reported on draft Subdivision Agreement for
development on Block P, Plan M-12 and Block HZ, Plan M-13,
Bay Ridges. Refer to Finance Committee ( June 9th, 1966).
6. J.A. Taylor submi~copies of proposed agreements re Block P,
Plan M-12 and Block HZ, Plan M-13t Bay Ridges. Refer to
Finance Committee (June 9th, 1966).
7. Centennial Committee of School Area 2 asked if some of the
funds from National Centennial Committee could be allocated to
School Area 2 to assist in defraying the costs of its Cen-
tennial program. Clerk to contact School Board as to the
procedure involved in allocating these funds.
8. School Area #2 Board asked about sidewalk allocation,
particularly on road approaching schools. Roads Committee to
submit list of sidewalk programme in order of priority.
9. C.H. Robinson, Part Lot 21, Con. 7, asked that further con-
sideration be given to his previous submission to Planning
Board. He asks permission to build a 1400 sq. ,ft. house on
10 acres because of an agricultural use. Clerk to advise
Mr. C.H. Robinson to submit application to Planning Board.

10. Pickering Township Museum Board asked Council to authori~e
Engineer to inspect Museum grounds for drainage purposes.
Refer to En~ineering Committee.
11. ~~s. Harry Porter, Claremont, asked for grant of $150.00
for upkeep of Bethel Cemetery for 1966. Refer to By-law
Enforcement Officer. Mr._G. Zeller._ to prepare -ª~ report
on Cemetaries under township jurisdiction. Treasurer to
assist with report.
12. G.M. hlhite &. Company would like to sell the following lands
to the township for outstanding taxes:
Block E, Plan 275, Lots 140, 141 and 142, Plan 275 and
East Part Block D, Plan 319.
Roads Committee to inspect property on road tour June 18th,
1966. A map to be supplied to the committee.
13. St. Francis de Sales Church asked for Pickering Township
float in their Centennial Parade on August 2q~ 1966, 2 p.m.,
in Pickering Village. Refer ~~ommitt~e of~le.
BUSINESS
1. Committee of the ~fuole of Council to meet with IÆr. J.
Faulkner and ~~. P. Poulsson on June 14th, 1966 at 8:00 P.M.
in the Counc1llchambers.in respect to development policy

2. Decision re draft by-law to regulate fences in residential
reas. Refer to By-law Comm:lt.tee f.Qr further. stJlJ!L.
3. Tenders for Truck and Uing to be re-tendered. Only one
tender was received.
4. Finance Committee meeting to be held on June 9th, 1966 at
8:00 p.m. Subjects for discussion are as follows:
(a) Insurance - Frank Cowan &. Company Limited (E. Pulford)
(b) Planning Director
(c) Centennial Park Project.
(d) C.B.C. - Plan M-12 and Block HZ, Bay Ridges.
(e) vlard Boundaries
5. IÆr. Zeller to investigate and report on raw sewage in the
Rouge Ri væ in the area of Mrs. Margaret Moore.
6. Tenders for Bridge Construction and approaches, Westney
Road - Contract #64W52 were opened.

MOVED by Councillor Williams, seconded by Councillor Chatten, that
the tender of Stonehurst Construction Company for the Westney
Road Bridge in the amount of $101,989.68 be accepted subject to
the approval of Township Engineer, Department of Highways, B.T.C.,
C.P.R. and Totten & Sims Associates.

this Council authorize the Reeve and Clerk to sign a contract

RESOLUTION NUMBER 252/66
MOVED by Councillor Campbell, seconded by Deputy Reeve McPherson,
that the Council of the Township of Pickering accept the tendered
price of Eaton's Contract Sales 6f $6,848.35 plus 5% Provincial
Sales Tax for office furniture. This being the lowest price for
Standard Desk Furniture as per tender.

Council of Township of Pickering accept the tender of Altona
Feed and Supplies for one 30 h.p. tractor with mower attached,
being the lowest tender subject to approval of Township Engineer.

NOTE: Meeting of the Parks & Recreation Advisory Committee will
be held on June 16th, 1966, at 8:00 p.m. Committee
comprises of Reeve Laycox, Councillors Chat ten, Campbell
and Beer.
MOVED by Councillor Spang, seconded by Councillor Beer, that this
Council do now adjourn to meet again on Monday the 4th day of
July, 1966.
