A meeting of Pickering Towns~~p council was held
on MONDAY, the ~ day or ~ffiRCH. 1966, at the
Municipal Building, Brougham, at 8:00 o'clock p.m.

The following CORRESPONDENCE was considered:
1.
Mrs. F. Wisebrot, Pickering Township Museum Board, has con-
tacted Professor Charles T. Morey, of Pickering, who has agreed
to paint a picture of the Pickering Township Museum to hang
in the halls of the new municipal building. See resolution
#130, also Clerk's instructions.
Pickering Horticultural Society donates $50.00 towards land-
scaping of new municipal building. They would prefer the
planting of a Centennial tree, and a suitable plaque to be
placed on same. See Clerk's instructions.
Municipality of Metropolitan Toronto presents copies of the
Official Plan of Metropolitan Toronto Planning Area. Official
Plan distributed to members of Council.
2.
Association of Ontario Mayors and Reeves request membership
for 1966, ask that resolutions be in by April 30th, and advise
that conference this year is in Sarnia from June 26th to
June 29th, 1966.
Association of Ontario Mayors and Reeves advises that applica-
for approval of Municipal Development and Loan Board for a
project must be in prior to March 31st, 1966.
A.C. Pickard resigns from Fairport Beach and Dunbarton Shores
Recreation Association. See Clerk's instructions.
Hydro-Electric Power Commission of Ontario suggests meeting
with Council so they can outline some of the important factors
in rate change proposal, and pr6vide answers to problems that
are of concern to Council.
Committee of the Whole - Council to meet with Ontario Hydro
representatives to discuss hydro rates and a hydro utility
for the township on April 13th, 1966 at 8:00 p.m., in Brougham.
8. School Area 2 advises it is willing to discuss with Council
the formation of a Board of Education.
Committee of the Whole - Coun~il to meet with representatives
of School Boards Area #1 and #2, to discuss formation of a
Board of Education. Clerk to arrange meeting for April 21st,
1966 and to have a representative from Deloitte, Plender,
Haskins and Sells, Township Auditors in attendance.
9. Deloitt~, Plender, Haskins & Sells will send representative to
attend proposed meeting about formation of Board of Education.

10. School Area 2 assures Council that they will take such action
as deemed desirable with regard to Resolution No. $5 re walls
of Dunbarton Public School.
11. Ontario Department of Education explains what is required for
formation of Board of Education. See letter.
12. Ontario Department of Education advises that the matter of
Dunbarton Public School walls (Resolution No. 85/66) will be
investigated.
13. Allen L. Litherland, Cherrvwood, complains of taxpayer who
collects debris on his property, resides in undersized
dwelling, obstructs water run-off, undermines road because
of absence of culvert. He wishes to know why this is permitted.
Mr. P. Poulsson to investigate and report on complaint made
by Mr. Litherland.
14. Department of Economics and Development announces a conference
for founding regional development assocation for Halton, Peel,
York and Ontario, on Thursday, March 31st, at $:00 p.m.,
Bayview Secondary School, Richmond Hill.
Mr. J .vlilliams and !-'1r. D. Beer will attend meeting. See
Resolution No. 131/66.
15. H.R. Illing, Conciliation Officer, Department of Labour,
will convene a meeting of Township parties on Thursday,
April 7th, 1966, at 9:30 a.m., Municipal Building, Brougham.
16. Planning Board recommends no further changes in By-law 3044
and 3045 subsequent to joint meeting of Planning Board and
Council on February 24th, 1966.
17. By-law Enforcement Officer advises Murdoch A. Brown resigned
as part-time Dog Control Officer, and Mr. William Picke~ will
replace him. Mr. Pickett will also assist Warble Fly Inspector.

1$. Wolseley-Jordan Limited advertise that Electrothanator (for
destruction of dogs, Humane Society approved) costs $$15.$5,
including sales tax. No Action.
19. Township of North York presents a proposed Code of Ethics
and asks for endorsement. TABLED.
20. Laughlin, Wyllie, U.F.N.A.L. and Damas and Smith Limited,
Consulting Engineers would be willing to attend a Council
meeting or Road Committee meeting to discuss a Roads Need
Study. Referred to Road Committee for report to Council.
21. Rockport Holdings - Reeve Laycox reports that an agreement
has been reached between the Township of Pickering and Rockport
Holding on the lifting of Stop Work Orders on Lots 9, 10, 14,
37 and 39, Plan M-36 and Lots 21, 22, 23, 24, 26, 27, 30, 31,
33, Plan M-37. The agreement was worded in such a way as not
to hold the Township of Pickering responsible for damages
which Rockport may have suffered during the period the
Stop Work Orders were in effect.

Messrs. M.G. Crawford and A.K. Ferguson submitted a proposal
to the Township of Pickering in reference to Salvage Rights
and Maintenance of the Township Dump, which would ,cost the
municipality $1,200.00 per year. See Resolution #138/66

MOVED by Councillor Campbell, seconded by Deputy Reeve McPherson,
that this Council accepts with gratitude Professor Charles T.
Morey's undertaking of a painting of the Pickering Township Museum
to embellish the walls of the new municipal building.

RESOLUTION NUMBER 131/66
MOVED by Councillor Williams, seconded by Councillor Campbell,
that Pickering Township agrees and hereby authorizes the
delegates (members of Council) to the Central Lake Ontario Æegional
Development Association that on March 31st at the C.L.O.R.D.A.
meeting commit the municipality to an expenditure to a maximum of
$1,250.00 as the municipality's dues for membership in the Central
Lake Ontario Regional Development Association for the year 1966.

MOVED by Councillor Williams, seconded by Councillor Campbell,
that Mr. Morton of vfuarf Street shall be permitted a water and
sewer connection the wnarf Street services subject to an agreement
registered against title whereby lÆr. Morton agrees to repay the
corporàti6n over a period of 20 years at the final rates set for
the cost of sewers and watermains and hose connections within the
Frenchman's Bay Local Improvement Area as recommended by Public
Utilities Committee on ~mrch 17th, 1966.

RESOLUTION NUMBER 134/66
MOVED by Councillor Williams, seconded by Councillor Campbell,
that the Engineer be authorized to re-construct Chesterhill Road,
easterly to the east limit of Township owned industrial land.
Profits from the sale of Township industrial land for this purpose.
(7.8 acres).

RESOLUTION NUMBER 135/66
MOVED by Deputy. Reeve McPherson, seconded by Councillor Spang,
that this Council ask the County Council to authorize their
Engineer to make an application to the Board of Transport for the
installation of traffic lights at the intersection of Liverpool
and Base Line Roads; as recommended by the Road Committee on
March 2nd, 1966.

RESOLUTION NUMBER 136/66
MOVED by £ouncillor Williams, seconded by Councillor Campbell,
that the Township of Pickering hereby -requests that the County
Council reduce the sp~ed limit on the Base Line Road from
Liverpool Road easterly to Station Road in the Township of Pickering.
In addition this Council requests that Traffic Lights be installed
at Liverpool Road and Highway #2, Harwood Avenue and Highway #2,
and Sb~pherd Avenueand Highway #2, as recommended by the Pickering
Township Police Commission.

RESOLUTION NUMBER 137/66
MOVED by Councillor Williams, seconded by Councillor Campbell,
that the Township of Pickering requests that Railway Express .
Pick-up and delivery service be provided to the Municipality of
The Corporation of the Township of Pickering. The present
system of picking up at the railway station goods sent~by C.N.
or C.P. Express is antiquated, costly and not in keeping with
the Commercial and Industrial enterprises located and proposed
for the municipality.

MOVED by Councillor Beer, seconded by Councillor Williams, that
this Council accept the highest ~ender for salvage rights at the
Township Dump and that the proposition of M.G. Crawford and
A.K. Ferguson be accepted subject to the engineers report and
recommendations.

MOVED by Deputy Reeve McPherson, seconded by Councillor Beer, that
the Township Engineer be authorized to call tenders for the
following:
1. Liquid Calcium Chloride
2. Flake Calcium Chloride
3. Cold Mix Asphalt
4. Crushing Gravel
5. Surface Treatment.

RESOLUTION NUMBER 140/66
MOVED by Deputy Reeve McPherson, seconded by Councillor Spang,
that the Department of Highways of Ontario be requested to approve
the following transfers within the approved limits of 1965 Normal
By-law No. 2994:
$1,900.00 from B & C Mtce. to Rd. Mtce.
$23,000.00 from Rd. Const. to Rd. Mtce.

RESOLUTION NUMBER 141/66
MOVED by Councillor Williams, seconded by Councillor Campbell,
that Resolution Number 117/66 to appoint an acting plumbi~
inspector be changed from, Hand that the rate per hour be $4.4091,
to nand that the rate per hour be $5.05.11
AND THAT Council agrees to pay $7.00 per hour for the period
Mr. Edwards worked on emergency calls prior to him being advised
of Council's decision reported to him Tuesday noon, March 22nd, 1966.

RESOLUTION NUMBER 142/66
MOVED by Councillor Williams, seconded by Councillor Campbell, that
the Reeve and Clerk be authorized to sign an agreement for the
purchase of approximately 4.$25 acres of land in Part of Lot 24,
Concession 1, at a price of $4,000. per acr.e; Agreement dated
March 29th, 1966. This land to be resold to Rootes Motors (Canàda)
Limited for the same value.

MOVED by Councillor Williams, seconded by Councillor Campbell,
that the Reeve and Clerk be authorized to sign the offer to
purchase and sale of the remaining industrial land held by the
township in West Rouge area and that this tand be sold at the
price of $4,000.00 per acre.

the By-law to appoint members to the West Shore(Fairport Beach
Dunbarton Shores) Recreation Committee for the year 1966 be

MOVED by Deputy Reeve McPherson, seconded by Councillor Spang,
that the Council of the Township of Pickering accept with thanks
the donation of $50.00 made to the Council for landscaping purposes
to the new'municípal building and that a letter of appreciation be
forwarded to the Pickering Horticultural Society for their donation..

4. Advise architects of new municipal building of meeting with
Council at the building site on April 2nd, 1966 at the hour of
10:30 a.m.. Progress chart should be made available.
5. Supply Council on furniture requirements for new municipal
building.
6. Check on legality of members of various committees sitting on
two or more boards or committees.
