A meeting of Pickering Township Council was held on MONDAY, the
FOURTH day of OCTOBER, 1965, at EIGHT o'clock p. m.

Bay Ridges Softball Championship
Reeve Laycox took the first few minutes of this Council meeting to
congratulate the Softball team of Bay Ridges~ winners of the O.R.S.A.
championship for Pickering. Mr. Laycox introduced each of the team
members to the Township Council~ praising them for their good
sportsmanship and their win. The members were: Jim Hunt. Dave
Cranston. John Hardy, Gordon Fellows (Captain) Ron Sluyters.
Martin Burnie, Dave Burnie, Tom Wilcox, John Burke, and Vic
Anthony.
MINUTES
MOVED by Mrs. McPherson, seconded by Mr. Waring, that minutes of
meeting held September 7, 1965, be adopted. CARRIED
MOVED by Mr. Wank, seconded by Mr. Campbell, that minutes of
meeting held September 20, 1965, be adopted. CARRIED

The following CORRESPONDENCE was considered:
1. A brief, outlining certain Pickering Township ideas on how our
municipality should be included in the MetroPolitan Toronto and
Region Transportation system was submitted to Council for their
comments and suggestions. All members of Council were mailed
copies of this brief in order to give them an opportunity to
study same before approving th is report for submission to the
Metropolitan Toronto and Region Transportation Study Committee.
Mr. Laycox, with the assistance of maps, outlined generally
what and how the road systems should be developed and integrated
with the Metro system and to fit in with present and future
expansion of this Township. All members in Council were in
agreement that the brief covered the subject matter quite
adequately, and without any changes suggested it be submitted as
presented to Council.
2. The subject pertaining to the subdivision application of G.
Klima, part of Block L, Plan 4l8, was discussed briefly wTth
the result that no action was taken, and with the suggestion
that Council have an opportunity to study the report submitted
by the Planning Board on this particular application. TABLED
3. The Planning Board submitted a plan of the proposed Township of
Pickering Industrial Park and requested Council to endorse
Planning Board's recommendation. See Resolution No. 346/65.
Mr. Laycox commented on the zoning of Brock Road area, suggesting
it be changed from the present M2 to Hl zoning.
4. The report on road signs, Bay Ridges, submitted to Council.

5. Mrs. A. Gallagher submitted report on the drainage problems
affecting her property at 602 Lakeview. It was recommended
that the matter be referred to the Road Committee for their
recommendations.
6. Plannin~ Board recommends to Council that this Township should
consider adopting a standard form of subdivision agreement, and
that a committee should be formed to draft this form of
agreement.
Mr. Laycox advises that Planning Board has an excellent copy of
such an agreement and suggests this should be made available
to members of Council for study purposes.
7. Planning Board advises that F. Benn. part Lot 26, Concession 5.
has been permitted to build an 1150 square foot house, since in
the opinion of the Board, he is a bona fide farmer.
8. Game Committee recommends that Council re-open Valley Farm
gravel pit area for target practice and hunting under proper
control. Referred to By-Law Committee.
9. J. D. Mairs. of J. L. Mairs & Son Ltd., submits an offer to
purchase a portion of Union Street adjacent to west of his store.
Referred to Road Committee.
lOt A Dand submits letter re certain employee's conflict of interest.
Clerk contact Mr. Dand and request that he appear before Council
in Committee of the Whole on Tuesday, October 12th, 1965, to
air this particular situation involving municipalœployee.

15. Tenders for construction of sidewalk - East Avenue.
Only one tender was received. However, Miller Paving
Limited did pick up tender forms and due to the heavy backlog of
work regretted to advise the Township that they would be
unable to quote on this job at the present time. Council
received the tender of Dagmar Construction but did not
initiate any action. It was suggested that probably the
area should be polled to determine if a sidewalk is desired
on this particular street. Referred to Road Committee:

RESOLUTION NUMBER 339/65
MOVED by Mr. Waring, seconded by Mr. Newman, that the Reeve of the
Township of Pickering declare the week of October 3 to 9, 1965, as
Fire Prevention Week within the Township, requesting all ratepayers
to govern "themselves accordingly, and further that it be publicly
announced through the local press. CARRIED
RESOLUTION NUMBER 31.0/65
MOVED by Mr. Newman, seconded by Mr. Spang, that the Reeve and Clerk
be authorized to sign an Offer to Purchase by the Pickering Township
Museum Committee land owned by C. Killey lying immediately to the
west of the Museum grounds. CARRIED
RESOLUTION NUMBER 341/65
MOVED by Mrs. McPherson, seconded by Mr. Spang, that this Council
authorize the Engineer to call for tenders for the supply of salt
and the screening of sand for winter control, 1965-1966, subject to
the approval of the Department of Highways of Ontario. CARRIED

RESOLUTION NUMBER 343/65
MOVED by Mr. Campbell, seconded by Mrs. McPherson, that Resolution
No. 318/65 be amended from "that the Council of the Township of
Pickering re-tender for liability insurance' to "that the Council
of the Township of Pickering re-tender for fleet and non-owned
auto insurance." CARRIED
RESOLUTION NUMBER 344/65
M)VED by Mr. Newman, seconded by Mr. Spang, that the Royal Canadian
Legion, Branch 606, be permitted to sell poppies on the evening of
Friday, November 5, and Saturday, November 6, 1965, in the Township
of Pickering. CARRIED
RESOLUTION NUMBER 345/65
MOVED by Mr. Campbell, seconded by Mr. Waring, that this Council pay
the fee in advance, in the amount of One Huñdred and Fifty Dollars
($150.00), for the two subjects to be taken by the Welfare
Administrator, Mr. Harry Pearce, in 1965-1966; and that it is
understood that where the municipality pays the cost of the fees,
the Province will subsidize this cost to the extent of 50 per cent.

MOVED by Mr. Wank, seconded by Mr. Waring, that this Council does
hereby endorse the recommendation of the Planning Board on
September 30, 1965, Item 5, and hereby approves the zoning as
indicated on the map entitled 'Pickering Township Industrial Park'
dated June 3. 1965; and directs that the necessary amending by-law be
