A meeting of Pickering Township Council was held on TUESDAY, the
SEVENTH day of SEPTEMBER, 1965, at EIGHT o'clock p. m.

MOVED by Mr. Campbell, seconded by Mr. Wank, that minutes of
meeting held August 3, 1965. be adopted. CARRIED

The following CORRESPONDENCE was considered:
¡. Mr. Melville Wright complains of condition of sewers, parks and
roads in Bay Ridges.
2. School Area 2 reports on Canadian National Railway footbridge,
Spruce Hill Road. C.N.R. will not bear expense of any changes
of maintenance. See instructions.
3. Deloitte, Plender. Haskins & Sells advise that Dr. H. C. Grant's
job evaluation does not include foremen. semi-skilled and skilled
workers, according to their terms in letter of August 6th.
~. Cherry Downs Golf Club reports condition of Concession 7 unsatis-
factory, and promises regarding this road have not been kept.

5. Pickering Township Museum Committee invites members of Council to
participate in History in Action Day, Saturday, September 18, 1965,
at the Museum grounds.
6. Department of Lands and Forests asks consideration of a three-day
open deer season. See Resolution No. 317/65.
7. Office of Superintendent of Insurance
advises Armstrong and Taylor must dispose of all interest in
insurance policy. See Resolution No, 318/65.

8. Performance Bond #48487 for $1,000.00 has been deposited with the
Township of Pickering by Highland Creek Sand & Gravel Co. Ltd.
as a condition in the agreement between the two parties, to
ensure fulfillment of the agreement with regard to the gravel
operation in part of Lot 20, Concession 4.
9. Commercial-Industrial Development Co. Ltd. requests that copies of
by-laws amending zoning by-laws with regard to marinas be sent
to Pickering Harbour Co. Ltd. and to Frenchman's Bay Harbour and
Marine Service Co. Ltd. They may wish to file objections.
10. Bell Gouinlock & Co. Ltd. has placed $380,000 debentures dated
December 1, 1965. to net the Township 97.52 and accrued interest.

11. Copy of letter from Ontario Water Resources Commission to
Mr. George Butcher re suspected pollution of Rouge River.
No evidence of pollution of river - possible malfunction of
septic tank at 583 Rouge Hill Drive brought to attention of
health authorities.
12. Department of Highways approval of $6,000 supplementary road
expenditure By-Law No. 3035, for construction.
13. Report on Tree Planting Policies - information forwarded to
Engineer tor study and consideration by Public Utilities
Committee.

15. Minister of Highways advises continuation of training program
for municipal employees. Six courses offered in March, 1966.
16. Board of Transport Commissioners for Canada decline approval
of By-Law No. 300¡, anti-whistlIng by-law for Woodview crossing.
17. Owners of property in south half of Lot 23, Range 3 (Lot 20-254-
123), corner of Front and Browning (Alice Holmes Estate) wish
to repair fence but road now covers spot where corner post
stood. Post has been knocked over or broken by vehicles
on several occasions.
18. Bay Ridges Ratepayers' Association request progress report on
Water study and recommend that Provincial aid be sought.
19. Centennial Grants Programme - Risk property. Clerk ask
Council's direction re:
(a) Capital cost of the project
(b) Identifying plaque
(c) Method of financing
(d) Plans for maintenance See Instruction No. (4).
20. Mr. E. Crooks gives assurance of access across old No. 2
Highway to St. Paul's Church, and is willing to sign
agreement for same.
21. Mr. Hunter, 1428 Colmar Avenue, Bay Ridges, complains about
storm sewer drainage and catch basins.
22. Copies of Emergency, Measures Act, 1962-63. for distribution
to Council.
23. Ontario Water Resources Commission states that complaint has
Deen received re West Rouge Golf and Country Club refuse
disposal site. Mr. Dand, proprietor, has indicated there
will be no more dumping, and O.W.R.C. asks that corrective action
be taken for any infraction of By-Law No. 2350. Referred to
By-Law Committee.
24. Mr. S. J. Purdy, Manager, Oshawa & District Construction
Èxchange. requests honorary membership of same for "Township

The following PERSONS, on MOTION. were heard:
1. MOVED by Mr. Campbell, seconded by Mrs. McPherson, that Mr.
Robert Calladine be heard. CARRIED
The subject fo r discussion was the condition of the Pickering
-Markham Town Line running north 3 1/2 miles from No. 7 Highway.
Mr. Calladine, acting as spokesman for the residents living
on this road, expressed the general feeling by showing a
letter addressed to the Township Engineer and signed by a large
number of the ratepayers who use this road.
He expressed the hope that this council would do something to
bring this road up to a state of good repair, as the present
road. during certain times of the year, is impassable; other
times so pot-holed that it creates extremely dangerous
driving conditions. Mr. Calladine went on to explain that they
had been promised for a number of years that the road would be
put into proper condition. and now that the area is becoming
more developed with the construction of high-priced homes, there
is all the more reason this council should strive to gat "this
road into a more desirable condition.
Mr. Laycox advised the ratepayers that a meeting between
the Reeve, Deputy Reeve and the Township Engineer and
officials of Markham Township, together with members of the
Toronto and York Suburban Roads Committee, was being arranged,
at which time this road was going to be fully discussed; also
recommended that Mr. Calladine should appear before "the
Ontario County Council to explain the plight the ratepayers
are faced with due to the condition of their road. (County of
Ontario is. scheduled to assume the road in 1969).
2. MOVED by Mr. Newman, seconded by Mr. Spang, that Mr. Wayne
Danby, Department of Lands and Forests, be heard with regard
to a proposed three-day deer hunting season. CARRIED
It was suggested that if the township is opened that possibly
it should cover the area north of No. 7 Highway. However
it would only be advisable to open the area if the neighbouring
Townships. Uxbridge, Reach and Scott, joined togethe r to
provide a larger area for hunting.
It was "therefore recommended that the Department of Lands
and Forests arrange to have a meeting between the officials
of the various other municipalities, and Pickering Township,
to come to some agreement on this matter. Councillors
Newman and Spang were agreeable to represent the Township of
Pickering in this regard.
The reason for the suggested open season on deer was due to
the fact of the tremendous increase in the deer population
resulting in increased crop damage and highway traffic
accidents. Mr. Danby went on to explain that the hunte~
would be approximately 90% residents of the Townships
involved, and also that the hunter would only be allowed to
use a shot gun, and no dogs.

A. Gallagher be heard. CARRIED

Mr. Gallagher (Mrs. Gallagher's son) spoke on her behalf.
He explained that Mrs. Gallagher is the owner of a lot at
602 Lakevièw Avenue, Fairport Beach, Lot 48, Plan 31l, and
proceeded to advise of the bad flooding conditions which
exist, and which he feels are a result of the changing road
drainage and increased levels. Mr. Gallagher was asked
to submit a written report and agreed to do so. See
Ins t ru c t i on W 0 . ( 2 ) .

4. Mrs. J. McPherson expressed her concern with respect to the
over expenditure of the Road Budget. It was suggested that
the Township seek approval from the Department of Highways
of Ontario for further supplementary assistance.
RESOLUTION NUMBER 317/65
MOVED by Mr. Newman, seconded by Mr. Spang, that this Council get
together with the officials of Scott Township and discuss with the
officials of the Townships of Reach and Uxbridge the organization
of a ~hree-day open season to hunt deer, from No. 7 Highway and
north. This recommendation is made by the Department of Lands and
Forests in an effort to reduce the deer population which will in
turn reduce the crop damages in the agricultural areas of these
Townships and also reduce the increasing number of road accidents
caused by deer in the area. CARRIED

MOVED by Mr. Newman, seconded by Mr. Spang, that this Council
endorse the recommendation of the County Council that a flasher
light be installed at the intersection of the new Brock Road
by-pass and No. 7 Highway and that the Department of Highways be
requested to install same. CARRIED
RESOLUTION NUMBER 320/65
MOVE}) by Mrs. McPherson, seconded by Mr. Spang, that this Council
authorize the Reeve and Clerk of the Township of Pickering to
sign a petition of Council directed to the Lieutenant-Governorm
Council and in support of By-Law No. 3016, being a by-law to
stop up that portion of the road allowance between Lots 20 and 21,
Broken Front Concession, Range II, Township of Pickering, as
described in Schedule "A" of said by-law. CARRIED
RESOLUTION NUMBER 321/65
MOVED by Mr. Wank, seconded by Mr. Spang, that this Council does
hereby endorse the purchase by the Pickering Township Museum
Committee, of two acres, more or less, of lands owned by Mr.
~harles Killey, lying directly to the west of the Pickering Township
Museum grounds, subject to a survey by an Ontario Land Surveyor, and
to the approval of the Veterans' Land Act, for the sum of $3.500.00.

RESOLUTION NUMBER 322/65
MOVED by Mr. Wank, seconded by Mr. Spang, that this Council does
hereby endorse the recommendation of the Township of Pickering Committee
of Adjustment of August 19. 1965 and hereby authorizes the issuance
of a Letter of Tolerance that no action will be taken by the
Township of Pickering for reasons of variance from Zoning By-Law
No. 3037 on property known as Lot l3. Plan l2. ('Claremont Village>
to permit the erection of a residential dwelling on a lot having
13,026.75 sq. feet in lot area, whereas 15,000 square feet are
required. also to permit the existing dwelling to remain where
located on a lot having 13.026.75 square feet; subject to:
(l) Submission of a survey of the property, showing the total
holdings and the location of any existing and proposed
buildings thereon.
(2) Approval by the Medical Officer of Health as to servicing
arrangements. CARRIED

MOVED by Mr. Wank. seconded by Mr. Campbell, that the Clerk inform
Mr. Hazlett that Council accept his offer to secure the signatures
of the interested property owners that would have to be assessed
the cost of the sanitary sewer extension; as recommended by~e
Public Utilities Committee on August 25, 1965. CARRIED

MOVED by Mr. Wank, seconded by Mr. Newman. that the Engineer be
authorized to purchase the land for the Rosebank Reservoir at the
negotiated price of $20.000,00 plus cost involved in the transfer
of ownership; as recommended by the Public Utilities Committee on
August 25, 1965. CARRIED

MOVED by Mr. Wank, seconded by Mr. Campbell, that the Engineer be
authorized to increase the Utilities Establishment to 5 operators
including one working foreman in charge and to increase the main-
tenance section to 3 men including one working foreman in charge;
as recommended by the Public Utilities Committee on August 25, 1965.

MOVED hy Mr. Wank, seconded by Mr. Spang, that Council authorize
the use of the reserve fund to pay $975.00 for the repair and
entrance tube extension to the Chesterhill pumping station, this
being the amount over and beyond the O.W.R.C. original estimate
for the work; as recommended by the Public Utilities Committee on
August 25, 1965. CARRIED
RESOLUTION NUMBER 327/65
MOVED by Mrs. McPherson. seconded by Mr. Wank, that:
(1) The westerly watercourse north of Fanfare Avenue be left in
its natural state provided Block A, R.P. M-36 is deeded to the
Township. and Block B, if not already deeded to the Township;
(2) That the waterCOUr$8 between Lots 16 and 17 be piped prior
to the issuance of a building permit;
(3) That the Township permit the ditches to be seeded rather than
sodded provided the areas adjacent to the ditches also are seeded
where disturbed by the construction of the ditches;
as recommended by the Public Utilities Committee on AUgust 25, 1965.

be authorized to order Bell Telephone to relocate the poles on
Fairport Road to their proper place on the boulevard and that all
cost to the Township for such work be billed to C.B.C. and collected
prior to acceptance of the services; as recommended by the Public
Utilities Committee on August 25, 1965. CARRIED

By-Law of "the Township of Pickering to amend By-Law Number 2443
and By-Law Number 2917A to prohibit the discharge of fire arms
within a further defined area, and that same now be read a first
time.

to amend By-Law Number 24~3 and By-Law Number 29l7A to prohibit
the discharge of fire arms within a further defined area, be now
read a second time, and that Council go into Committee of the
Whole thereon.

of Spruce Hill footbridge over Canadian National Railway
By-Pass, wire to be over openings that are in excess of
7 inches in width.

respect to drainage problems affecting property at 602
Lakeview Avenue. Fairport Beach, Lot 48, Plan 311..
(3) Clerk arrange to have Mr. R. Calladine placed on County
Council agenda Sept. 2lst, 1965. preferrably at the hour
of 3 p. m.. re Pickering-Markham Town Line.
(4) Contact solicitor re progress on the land purchase for
1967 Centennial project and arrange meeting of Committee of I
the Whole with solicitor to discuss program.
(5) Clerk and Engineer to investigate Township position in
obtaining further supplementary assistance due to over
expenditures re road construction.
