Select Committee on Conservation Authorities invites briefs and ~ubmissions from conservation authorities, municipalities, associations and individuals, to be forwarded to secretary by October IS, 1965. See Instructions. 2. Ontario Water Resources Commission reports re Consolidated Sand and Gravel industrial waste disp~sa1. Favourable. 3. Report on tree planting ~olicies. for all members of Counc~l. Wishart, Attorney General, supplies copy of Emergency Measures Act, which requires the formulation of a plan to provide for the continued functioning of municipal government and the necessary services in the event of an emergency, either wartime or peacetime. Copies of The Emergency Measures Act, 1962-63. for council members and Miss C. Gentles. B. A. M. Sunter and compan~ quotes rate of insurance on new municipal building - 15 ~er $160.00 . $750.00 for value of $500,000.00 (Phoenix of London Insurance). This will be up for tender. 9. Report on Waterfront Development Proposal - Pickering-Ajax Sector plan. 10. Department of Highways approves in part By-Law No. 3031. supplementary road expenditures of $227.200.00. $169,200.00 construction approved. Maintenance portion to be considered for approval at a later date. Amount of $500.00 for land acquisition to connect dead-end streets not. approved. ll. Should Council look into the matter or passing a by-law to levy charges for water and sewer service against industrial lands which are not in a subdivision area? This policy is presently being enforced by Resolution No. 197/64 re residential and commercial properties. Referred to Public Utilities Committee. 12. Hr. R. W. Hiebert, advising of three or four gravel deposits in PickerIng Township, would be pleased to provide technicalÅ“ta on these deposits. Referred to Road Committee. 13. Mr. G. D. Hepditch requests accommodation in new municipal building for staff member to handle inquiries. Recommends two desks and counter. Advise that space is available. .. 2 or The following PERSONS, on MOTION, were heard: 1. Although an anticipated delegation of ratepayers from the Pickering-Markham Town Line did not appear, Councillor Harvey Spang indicated that they would quite probably wish to appear at the next regular council meeting. þ Reeve Laycox confirmed to members of council that he had driven over the road in question, and concluded that it is in need of repair. He noted that he had met the Markham Road Engineer, at which time the road condition was discussed, and a further meeting between the Toronto and York Suburban Roads Committee would be held with the Township of Pickering to try to resolve the condition of the road. No date was set. 2. MOVED by Mr. Waring, seconded by Mr. Campbell, that Mr. Bryan Lowe be heard. CARRIED The particular item for discussion was the re-zoning of certain residential lands in the north-easterly part of Frenchman's Bay. Mr. Lowe was speaking against the planned re-zoning of residentially zoned land to the 02 or 03 zoning for marina purposes. Messrs. D. Selwyn and Mr. Boon also spoke against the zoning change. Reeve Laycox and concerned ratepayers, together with Mr. D. Lennox, Planning Board Chairman, and Mr. Rex Merritt, Planning Board member, discussed the whole situation, revealling Planning Board's opinion in recommending the change in zoning, emphasizing parking areas, fencing, the access road and buffer zone-in the Marina development. Mr. J. Ross Raymond, of Triton Engineering Services Limited, assisted in the discussion, clarifying many questions the Council, Planning Board members and ratepayers had doubts about. See Resolution No. 314/65 and By-Laws 30~4 and 3045. 3. MOVED by Mr. Waring, seconded by Mr. Spang, that Mrs. Beckstead be heard. CARRIED , Mrs. Gladys Beckstead inquired as to when the Township proposes to instruct the engineer to proceed with the forced local improvement for water and sewers in that part of Frenchman's Bay west of Liverpool Road and north of Wharf Street. Mr. Laycox explained that the council is waiting for more substantial information on the part of the Ontario Health Unit before making the necessary approach to the Ontario Municipal Board. Stronger substantiation is expected from Dr. M. Braund, Medical Officer of Health, Ontario County He al t h Un it. þ Mr. Laycox further explained that the project has not been included in our capital expenditure forecast for 1965, and therefore should be planned for 1966. In any event, Mr. Laycox assured Mrs. Beckstead that the matter has not been dropped, and that it will receive attention. See Resolution 313/65. Mrs. Beckstead then presented a brief to Council in regard to the obtaining by the Township of the professional services of Dr. H. C. Grant, of the firm of Deloitte, Plender, Haskins and Sells, the municipal auditing firm, who will be conducting a classification, job evaluation, and salary schedule. It was Mrs. Beckstead's feeling that the Township was overspending its budget and committing next year's Council to expenses which they did not incur. - 3 - Mr. Laycox explained that this was necessary since previous councils and our present council could not prepare a proper wage schedule and job evaluation, and further, since it is a requirement of the present Union Agreement to have this prepared it was felt that this matter should receive immediate professional attention. RESOLUTION NUMBER 306/65 MOVED BY Mr. Waring, seconded by Mr. Wank, that Resolution No. 287/65 be rescinded and that the following is hereby substituted: THAT the Council direct the Architects of the new municipal building to contract the necessary contractors and supervise the preparation of the site for the new municipal building. CARRIED RESOLUTION NUMBER 307/65 MOVED by Mr. Campbell, seconded by Mr. Spang, that Mr. H. Desjardins be granted a license to operate a Service Station at Liverpool and Krosno Blvd., Bay Ridges, Ontario, building permit having been granted, and building now completed. CARRIED RESOLUTION NUMBER 308/65 MOVED by Mr. Wank, seconded by Mr. Newman, that this Council does hereby endorse the recommendation of the Planning Board on August 12, 1965 and directs that By-law No. 2520 be amended from 'R4' to '03A' on property known as: Lots 5, 6, 7 and 8, Plan 811; subject to the entering into of a registerable agreement by the Frenchman's Bay Yacht Club Incorporated with the Township of Pickering to contain all the conditions and provisions previously agreed upon in the various Planning Board and Committee meetings regarding this application. RESOLUTION NUMBER 309/65 MOVED by Mr. Wank, seconded by Mr. Spang, that the Reeve and Clerk be authorized to sign gravel pit operation agreement between J. Fitzpatrick and Highland Creek Sand & Gravel Co. Ltd. and the Township of Pickering, in Lot 20, Concession 4. CARRIED RESOLUTION NUMBER 310/65 MOVED by Mr. Wank, seconded by Mr. Campbell, that this Council does hereby endorse the recommendation of the Township of Pickering Committee of Adjustment of Thursday August 5. 1965 and hereby authorizes the issuance of a Letter of Tolerance, that no action will be taken by the Township of Pickering for reasons of variance from Zoning By-law No. 3036 on property known as Lot 20..Plan 250 to permit the conversion and enlargement of the existing dwelling to a permanent residence. notwithstanding a lot area of 8,671 square feet, whereas a minimum of 15,000 square feet in lot area is required; subject to the approval of the Medical Officer of Health and the Building In- spector. CARRIED RESOLUTION NUMBER 311/65 MOVED by Mr. Campbell, seconded by Mr. Waring, that this Council accepts the price of $2,000.00 per acre of land for closed road allowances, being the suggested value recommended by the Hydro- Electric Power Commission of Ontario. 1. Closed road allowance between Range 2 and 3, Broken Front Concession, Township lots 21 and 22, consisting of 3.05 acres. more or less. 2. Closed road allowance between lots 20 and 2l, Broken Front Concession, Range 2, consisting of 2.64 acres, more or less. CARRIED .. 4 - RESOLUTION NUMBER 312/65 MDVED by Mrs. :McPherson, seconded by Mr. Waring, that the Pickering Beach Community Centres Board be allowed to erect a hockey cushion on the unopened road allowance east of Lot 19, Plan 250, in orderw remove said rink from the Paradise School Yard, as requested by School Area No.1, and to connect on to the Hydro Service beside Tulk's store at the Fire Hall. CARRIED RESOLUTION NUMBER 313/65 Ý MOVED by Mr. Waring, seconded by Mr. Campbell, that this Council do hereby take the necessary steps to institute the action of a Forced Local for the installation of Municipal Water, Sewerage services in that area of Frenchman's Bay lying west of Liverpool Road. Mr. Newman RESOLUTION NUMBER 314/65 MOVED by Mr. Wank, seconded by Mr. Waring, that this Council does hereby endorse the recommendation of the Planning Board on August 10, 1965, items 1 and 4, and directs that By-law No. 2511 be amended from 'R4' and '02' to '03B' as follows: Part Lot 24, Range 3, part of Fairport Street, Lots 1 to 48, Plan 239, excluding part of Lots 4 to 7; subject to the applicant entering into a development agreement to include phasing and all other conditions as contained in the minutes of the previous Board and Committee meetings regarding this application. CARRIED YEA: Mr. Newman, Mr. Spang, Mrs. McPherson, Mr. Laycox, Mr. Wank, Mr. Campbell and Mr. Waring. NAY: Non e . * See addendum RESOLUTION NUMBER 3l6/65 MOVED by Mr. Campbell, seconded by Mr. Waring. that the Township Engineer be authorized to proceed with tenders for Water and Sewers at the Fairport Beach School. CARRIED RESOLUTION MOVED by Mr. Newman, seconded by Mrs. McPherson, that this Council enter into negotiations to purchase land as offered by Canadian National Railways at their cost - $2,741.50. The land consisting of a 55 by 660 feet strip north side of the diversion road servicing Spruce Hill Road. TABLED MOVED by Mr. Waring, seconded by Mr. Newman, that the report of the Standing Committee on POLICE, recommending payment of accounts in the amount of $10,882.66, be adopted. Mrs. McPherson, seconded by Mr. Newman, moves that By-Law Number 3043 to take over Oakwood Drive in Plan 350 as a public road, and to repeal By-Law No. 1798. be now read a second time, and that Council go into Committee of the Whole thereon. CARRIED INSTRUCTIONS Prepare a preliminary report for Council with respect to the provisions of the Conservation Authorities Act and such other Acts of this legislature relevant to the powers exercised by Conservation Authorities as the Committee may deem appropriate; to be a joint effort on the part of Department Heads.
