Department of Economics and Development requests meeting with Council to outline their program for regional development. Meet with Industrial Committee on June 24, 1965. 6. Mrs. B. Weaver seeks relief from high taxes. and requests drainage ditch. It was suggested that Mrs. Weaver c9ntact County Assessment Department to learn why her assessment had been increased. The drainage problem was referred to the Road Department. - 2 - 7. The.Pi?kering Harbour Company Limited submits draft plan for Mar~na development of Frenêhman's Bay. 8. Mr. L. Shankman apologizes for being unable to appear on June 1st re problems between Consolidated Building Corporation and the Township of Pickering, due to prior engagement in Montreal. If Council wishes to name another date within same week or week following, advise Mr. Shankman of date selected. 9. Jesperson be heard. CARRIED Mr. Jesperson, Lot 29, Plan 373 (Clarke's Hollow) complained that he had not received a notice of hearing of By-Law No. 2790, which affected-his lot, in a Greenbelt zone, in such a way that he could not build on it, nor sell it because of this res tri cti on. 2 . ~ . Mr. Jesperson was not notified because his property was registered in the name of Bertram Realty Ltd. See By-Law No. 3021. HOVED by Mr. lIewman, seconded by Hr. CARRIED Mr. Lynde explained that he represented a group who intended to I develop a 30-acre shopping plaza in the Livel'pool Road and Highway No.2 area. He mentioned that this gròuþ, if successful in purchasing the· 4.96 acres owned by the townsbip, would then have an immediate interest Or option on approximately 21 of the required minimum 30 acres. He submitted an Offer to Purchase the township- own.ed l.and...at.:.a price of $26,500, work to coIllmence within six months and to be completed within one year, and advocated a first class development along Colonial lines, with a possible expansion oft.he..original 27.000 ·squarefeet into a shopping Mall. 3. MOVED. by Mr; Newman. seconded by Mr..: Wank. that Mr. DevonShire be heard. CARRIED Mr...D.e.vonshire objected quite strongly to· Counci 1 accepting the offer of Mr. Lynde, claiming that it was a breach ôf faith, in view-of the fact that Council had reserved its decision on his principal's offer, submitted at the last meeting on May 25, until June 7. He suggested that the area was incapable of supporting a development of this size; that such a scheme would force the Township.'íO_ .pr..o.vi.ds water,and that the existing zoning restricted the development of the 4.96 aCl'es to 20,000 square feet. He stated further that in order that there 'be no suggestion of a conflict of interest, he wished to withdraw publicly from the tran~actiœ. Lynde answered several statements made by Mr. Devonshire, stating that his prirtcipals wel'e prepared to accept the risks involvedfu a scheme such as this. He went on to say that they Were satisfied wi th the p oten ti al market in the area. See Re solu tion No. 209/65. RESOLUTION NUMBER 200/65 MOVED by Mr. Wank, seconded by Mrs. l-!cPherson, that the Deputy Clerk be authorized to accept the lowest tender foraach ·of the various types of insurance coverage for the Township. and that a wri tten summary of tenders be given to council. CARRIED - 4 - RESOLUTION NUMBER 201/65 MOVED by Mr. Newman, seconded by Mr. Waring, that the tender of D. Weir for the salvage rights of the Pickering Township dump for a period of 6 months at a tendered price of $80.00 be accepted, subject to the Engineer's approval. CARRIED ~~SOLUTION NUMBER 202/65 MQVED by Mr. Wank, seconded by Mr. Waring, that the Building By-Law Number 2223 be amended to delete the clause under the heading, "Accessory Buildings Exempted" (Page 15); as recommended by the Public Utilities Committee on May 20, 1965. CARRIED RESOLUTION NUMBER 203/65 l MOVED by Mr. Wank, seconded by Mr. Newman, that the Engineer be authorized to acquire the used sewer dragging machines to enable his department to clean gravel and deposits from the various storm and sanitary sewers; as recommended by the Public Utilities Committee on May 20, 1965. CAR~IED RESOLUTION NUMBER 204/65 MOVED by Mr. Campbell, seconded by Mr. Wank, that this Council does hereby endorse the recommendation of the Planning Board on April 22, 1965 and directs that By-Law Number 2572 be amended from zone "G" _ Greenbelt and "A" - Agricultural, to zone "Ml" - Industrial, in part of Lot 33, Concession I, as shown on the attached map for a depth of 300 feet west from the west limit of Altona Road; and that such restriction be applicable under this resolution, until incorp- orated in a general amending by-law. This approval being subject to no buildings to be erected within 25 feet of either side of the creek. CARRIED RESOLUTION NUMBER 205/65 MOVED by Mr. Newman, seconded by Mr. Campbell, that the Deputy Clerk, Mr. Noel Marshall, be appointed permanent secretary of the Industrial Committee; as recommended by the Industrial Committee on May 27, 1965. CARRIED RESOLUTION NUMBER 207/65 MOVED by Mrs. McPherson, seconded by Mr. Campbell, that the tender of Chas. Richards and Sons for I.H. Tractor at a price of $3,148.13 be accepted in principle; as recommended by the By-Law Committee on May 27th, 1965. CARRIED YEA :. Mairs & Son Ltd. for Brush-Bull mower at a price of $515.70 be accepted, provided that a letter from the manufacturer or his agent is received, stating that this equipment will cut up to 5-inch brush; as recommended by the By-Law Committee on May 27, 1965. CARRIED þ RESOLUTION NUMBER 209/65 MOVED by Mr. Campbell, seconded by Mr. Waring, that the Township of the Council of Pickering accept the offer to purchase of Brian C. Stark, subject to approval of Township Solicitors and monies received from this sale be used to purchase other location for future township use. CARRIED YEA: Messrs. CARRIED BY-LAW NUMBER 3019 Mr. Waring, seconded by Mr. Campbell, moves for leave to introduce a By-Law of the Township of Pickering to amend By-Law No. 2576 of the Corporation of the Township of Pickering, and that same now be read a first time. Mr. Waring, seconded by Mr. Spang, moves that By-Law Number 3019 to amend By-Law No! 2576 of the corporation of the Township of Pickering be now read a second time, and that Council go into Committee of the Whole thereonþ The Committee of the Whole arises and reports the By-Law as read. McPherson - Council Reeve Laycox reported that an issue of "Hydroscope" stated that. it was impossible to estimate what the grant in lieu of taxes for the Hydro Nuclear Plant would be; that grants on the land would be based on the taxes normally paid on vacant land, and that the administration buildings would be based in proportion to value. Assessment would be made by the Department of Municipal Affairs. If services were required, the Hydro would pay for them. The Reeve was of the opinion that the grant would be considerable. Councillor Newman reported on a meeting which included Reeve Laycox, Councillor Waring, the Engineer and By-Law Enforcement Officer, and the POlice, re problems with the Baytona Marina now under con- struction. By-Laws were being infracted in that the developers were building refreshment booth and swimming pool on land zoned residential, and using Township roads for heavy vehicular traffic when an agreement provided that the developers build their own road to reach their facilities. Charges were laid and work was stopped until the said road is built. INSTRUCTIONS 1. Secure copies of "Baytona Marina" minutes for Council. 2. Locate trailer by-law and expedite. 3. Obtain copies of Hydro letter of understanding for council. 4. Contact Department of Economics and Development and arrange for them to meet wi th T;:2e Indus t::." i a~.
