Township of Thorold asks Council "to endorse their resolution ~o have attendance made a"t public hearings on rates or policies ef the Bell Telephone Company or other public utilities, or ~ppoint a public utility Ombudsman to represent the public at ~uch hearings. MOVED by Mrs. McPherson, seconded by Mr. Waring, that Mr. Wm. Stenabaugh of Fairport Road North, R. R. 3, Pickering. be heard. CARRIED Mr. Stenabaugh requested that the Township of Pickering take the necessary action to correct a drainage problem which is causing contamination of his well water. It was recommended that this problem be referred to the Roads Committee and further suggested by Mrs. McPherson that she and Mr. Laycox, together with the Engineer (Mr. Poulsson) visit and examine the situation that exists with possibility of correcting same. 3 RESOLUTION NUMBER 140/65 MOVED by Mrs. McPherson, seconded by Mr. Waring, that this Council endorses the following petition addressed to the Honourable Members of the Legislative Assembly of the Province of Ontario by the Corporation of the Township of Saltfleet: The Petition of the undersigned, the Corporation ~f the Township of Saltfleet, HUMBLY SHEWETH:- 1. THAT the operation of Polic~ Services within a municiþality in accordance with the Po~ice Act. R.S.O. 1960. Chap. 298, is an essential service. 2. THAT the Province of Ontario. in accordance with the various Acts of the Legislative Assembly of Ontaric¡ pr~vides grants to Municipalities for the maintenance and upke~p ?f ~ther essential services such as schools, roads, libraries, welfare, recreation programmes, etc. 3. THAT the provision of grants in aid of the maintenance and upkeep of Municipal Police Forces within the,Province of Ontario by the Legislative Assembly of the Province of Ontario will benefit the whole population of the Province as follows: (a) By standardizing the level of Police Services throughout the Province. (b) By enabling municipalities to provide better Police facilities and equipment. WHEREFORE your Petitioner humbly prays that the Honourable Members of the Legislative Assembly of the Province of Ontario may be pleased to consider the provision of grants in aid of the maintenance and upkeep of Municipal Police Forces throughout the Province of Ontario and. as in duty bound, your Petitioner will ever pray. CARRIED RESOLUTION NUMBER 141/65 MOVÉD by Mr. Spang, seconded by Mr. Newman. that this Council endorses the following resolution passed by the Township of Thorold.on March 22, 1965: WHEREAS the Board of Transport Commissioners for Canada have regulatory powers in certain provinces over capital investment policies, permissive level of earnings, and rate structure of the Bell Telephone Company and. by request or upon its own initiative, hold public hearings from time to time to consider revision of these matters, and, WHEREAS the Board hears evidence from interested parties bµt does not, itself prepare and submit evidence and analyse company demands, and WHEREAS the burden of protecting the public interest at such hearings is thus left largely to the various municipalities and their assoc- i ati ons. and WHEREAS this creates difficult problems of effective organization and financing for adequate defense of the public interest while, in contrast. the Bell Telephone Company has almost unlimited resources, to retain a large staff of lawyers, accountants and other experts to prosecute its side of the case, and WHEREAS this means that decisions unfair to the public can be made because the full facts were not brought forward due to inadequate available municipal resources, and WHEREAS other nations and many states of the U.S. do themselves take responsibility, directly or indirectly, in preparing and presen ting the case for the public; continued. . 4 Resolution No. 11 .1/65 - cont' d We urge the Government of Canada to: 1. Direct the Board of Transport Commissioners to engage the necessary staff so that it can analyse the demands of the Company, prepare and submit evidence. and appear as witnesses on behalf of the public at any hearings involving rates and/or policies of the Bell Telephone Company or any other public utilities subject to the jurisdiction of the Gover~ment of Canada. or preferably 2. Appoint a public utility Ombudsman with sufficient funds and staff whose duty it will be to represent the puhlic at any such rate cases or hearings. CARRIED RESOLUTION NUMBER 142/65 MOVED by Mr~ Waring, seconded by M~, Campbell, that this Cou~cil consents to the canvass for funds by the West-Pickering Branch and the North- Pickering Branch of the Ontario County Unit of the Canadian Cancer Society in the respective areas of the said Branches, during the month of April. 1965. CARRIED RESOLUTION NUMBER 143/65 MOVED by Mr. Campbell, seconded by Mr. Waring, that the Council of the Township of Pickering instruct the Township Engineer to take necessary actipn to endeavour to improve the main thoroughfares in Fairport Beach so tþat they are passable and that ratepayers may drive to within reasonable distance of their homes. (i.e. Tripp Construction) CARRIED RESOLUTION NUMBER 144/65 MOVED by Mr. Newman, seconded by Mr. Spang, that this Council does hereþy authorize the Planning Board to sub-allocate the approved budg~t funds as deemed appropriate to accomodate the altered respon- sibilities and department requirements occassioned by the re-allocation of duties by the Province of Ontario with respect to the Planning Board and Committee of Adjustment. effective from May 1. 1965. CARRIED RESOLUTION NUMBER 145/65 MOVE by Mr. Waring, seconded by Mr. Campbell, that whereas a sum of 3.000.00 has been set aside in the budgets of 1965, for the implement- ation' and maintenanceof "School Crossing Guards" in the Township Police Area:, BE IT RESOLVED that (a) The Township Police Commission be informed of this arrangement, and (b) that the said Commission implement this "Guard" service immediately. CARRIED RESOLUTION NUMBER l46/65 MOVED by Mr. Campbell, seconded by Mr. Newman. that the Council of the Town~hip of Pickering contact Consolidated Building Corporation and instruct them to bring Fairport Beach Road South up to a safe, drivable standard immediately. Failure to comply will result in the Township Road Department doing the necessary work and billing C.B.C. CARRIED RESOLUTION NUMBER 15l/65 MOVED by Mr. Campbell. seconded by Mr. Spang, that the Engineer be authorized to call tenders for Liquid and Flake C~l~ium Chloride for the 1965 requirements; subject to apprúvtil of the Department of Highways of Ontario. CARRIED RESOLUTION NUMBER l53/65 MOVED by Mr. Newman, seconded by Mrs. McPherson, that due to Township action re pending expropriation of Lot 80, Plan M-37, Rougedale plans, for a road allowance.did prevent Mr. McIntosh from selling this lot, and it is therefore agreed that the municipality forego the taxes for the year 1964. Such taxes being paid. to be credited to 'the 1965 tax account for this lot. CARRIED RESOLUTION NUMBER 154/65 MOVED by Mr. Newman, seconded by Mrs. McPherson, that Mr. Taylor be instructed to take necessary steps to defend Township stand re Howe. Mr. Waring, seconded by Mr. Newman, moves that By-Law N~lmber 3010 to regulate the operation of Pits and Quarries be now read a second time. and that Council go into Committee of the Whole thereon. By-Law _ to license cartage vehicles - tabled and refer back to Mr. Ashton. Have Mr. Ashton explain sections 6, 7 and 8 and how related to Police Act. By-Law _ to establish certain areas where trailers may be permitted. Send copy to solicitor for opinion. Reeve C. W. La¥cox took a few minutes to explain to the Council and press comments made at a Pickering Township Council meeting on Monday, AprilS, 1965, and added that he had two partial retractions to make. (1) His criticism of adverse publicity which caused withdrawal of prospective industrialist from completing a land deal. However he still maintains adverse publicity caused the land deal to fall through but that the newspapers have every right to print what they hear at an open meeting of Council. (2) His criticism of the lack of liaison between Pickering Township and Metro Toronto Planning Board. urging a better link between the two boards. Now that the facts are known. Mr. Laycox took back his remarks but still felt better liaison between 'the two boards is needed. Mr. Laycox reported on the requirements of a road leading into land Deing developed for industry and suggested that this road be installed by the Township on a Local Improvement basis to be charged over a period of five years. Part Lot 18, Concession 1. The Engineer is to prepare an agreement to build a road and cost not to exceed $5,000.00. Mr. Newman commented on Bay-View Road, Frenchman's Bay, requesting Council provide gravel for this road. Referred to Road C.ommittee. ~ Mrs. McPherson reported on right-of-way leading north of Concession 2 approximately 350 feet to the Calvert plan of subdivision, suggesting 66' road allowance to be maintained if land deeded to Township. Referred to Road Committee for report. 8 MOVED by Mr. Spang, seconded by Mr. Newman, that the report of the Standing Committee on SANITATION. recommending payment of accounts amounting to $4,329.5l, be adopted. CARRIED '" INSTRUCTIONS 1. Advise Police Commission of amount of money set aside by Council in the 1965 estimat~s for School Crossing Guards ($3,000.00) 2. Advise School Area 2 Board re crossing guards, parking and speed limit. 3. Write Mrs. B. Agg to contact Mr. K. D. Munroe 2rd Mr. John Williams to attend next Police Commission meeting with regard to hiring school crossing guards. 4. Prepare - "No Parking" by-laws (in front of schools) and contact Engineer. 5~ Prepare - "Speed Limit" by-laws to reduce speeds inæhool zones.
