Referred to Road Committee. Letter left with Mrs. McPherson. On MOTION, the following PERSONS were heard: 1. MOVED by Mrs. McPherson, seconded by Mr. Waring, that Mr. Byron Lowe be heard. CARRIED As spokesman for the Bay Ridges Ratepayers' Association, Mr. Lowe. through a prepared brief, expressed their objection to a proposal submitted by the Park Board members requesting payment of $10. per meeting to a maxiumum of $lOO. per year. See Resolution No. 91. A second brief with regard to farm fire rates, special exemption. Strong objection t090% exemption for farm lands was discussed. Mr. Laycox reported on request for industrial property at Highway 2 and Liverpool Road, Lot 22, Concession 1, 4.994 acres. He explained to council the proposed offer made to the Township by Cor-nor Investment Limited. Suggested price, $25,000, plus $7.000 for local improvements. It was pointed out that the need for good commercial assessment is desirable and that steps should be taken to encourage this type of development. See Resolutions 95/65 and 96/65. Mr. Laycox reporwdon his meeting with Hydro representatives with regard to roads and services provided by the township to the proposed Nuclear Plant. Brock Road to be rebuilt by H.E.P.C. from Base Line to Range Line, west to Sandy Beach Road. RESOLUTION NUMBER 80/65 MOVED by Mr. Wank. seconded by Mr. Campbell, that no further action be taken against McIntosh regarding the water arrears reg- istered against the property he obtained his meter from but that the Treasurer register the arrears against that property, as recommended by the Public Utilities Committee on February 17, 1965. CARRIED RESOLUTION NUMBER 81/65 MOVED by Mr. Wank, seconded by Mr. Newman, that connections of private lands to the Rougedale Acres Subdivision Sewers be not approved. since these sewers have not yet been assumed by the Township; as recommended by the Public Utilities Committee on February 17, 1965. CARRIED RESOLUTION NUMBER 82/65 MOVED by Mr. Campbell, seconded by Mr. Waring, that the Municipal Council of the Township of Pickering does hereby endorse the appointment of Mr. Douglas J. PIitz, Clerk of the Township, as an issuer of Marriage Licences. CARRIED RESOLUTION NUMBER 83/65 MOVED by Mr. Campbell, seconded prepared to include Plan 585 in Garbage Area. by Mr. Waring, that a by-law be Concession 3, Lot 19. in the CARRIED RESOLUTION NUMBER 84/65 MOVED by Mr. Newman, seconded by Mr. Campbell, that the Treasurer De authorized to pay Tripp Construction the amount of $50,730.51, a payment now due in accordance with the terms for payment contained in the contract for Fairport Beach Water and Sewers. CARRIED ~ 3 - RESOLUTION NUMBER 85/65 MOVED by Mr. Campbell, seconded by Mr. Spang, that the amount of $309.28 be paid to Mrs. J. McPherson to reimburse her for expenses paid by her for the Testimonial Dinner for L. T. Johnston, as recommended by the Finance Committee on March 4, 1965. CARRIED RESOLUTION NUMBER 86/65 MOVED by Mr. Newman, seconded by Mr. Waring, that the salary of the Deputy Treasurer (Ronald Mitchell) be increased by $400.00, subject to experience and work record at a date prior to his anniversary date of November 1, 1965, as recommended by the Finance Committee on March 4, 1965. CARRIED RESOLUTION NUMBER 87/65 MOVED by Mr. Waring, seconded by Mr. Newman, that the annual grant to the Pickering Village Library be increased from $75.00 to $100.00, as recommended by the Finance Committee on March 4, 1965. CARRIED RESOLUTION NUMBER 88/65 MOVED by Mr. Waring, seconded by Mr. Spang, that a grant of $2,000. be made to the Ajax-Pickering Retarded Children f s Education Authority, as recommended by the Finance Committee on March 4, 1965. CARRIED RESOLUTION NUMBER 89/65 MOVED by Mr. Waring, seconded by Mr. Spang, that a be made to the Canadian Mental Health Association, by the Finance Committee on March 1 ., 1965. grant of $50.00 as recommended CARRIED RESOLUTION NUMBER 90/65 MOVED by Mr. Waring, seconded by Mrs. McPherson, that an additional grant of $100.00 be made to the Pickering Branch of the Canadian Red Cross, and that such grant be allocated to the Homemakers' Service: Total grant, $200.00, as recommended by the Finance Committee on March 4, 1965. CARRIED RESOLUTION NUMBER 91/65 MOVED by Mr. Waring, seconded by Mr. Newman, that no honorarium be paid to the members of the Parks and Recreation Committee and also that this apply to all other voluntary committees: Parks and Recreation Committee Game Committee Industrial Committee Museum Committee as recommended by the Finance Committee at their meeting of March 4, 1965. CARRIED RESOLUTION NUMBER 92/65 MOVED by Mrs. McPherson, seconded by Mr. Spang, that Dr. LaForrest be permitted to lease the section of Sideline 30-31, Concession 4, between the centre line of Duffin's Creek and the north limit of the constructed pool, subject to the Township being able to enter the section without notice when the road allowance was required, as recommended by the Road Committee on March 3, 1965. CARRIED RESOLUTION NUMBER 93/65 MOVED by Mrs. McPherson. seconded by Mr. Spang, that the road running easterly from Dyson Road across the Canadian~~~¡ional Railway to the end of registered Plan 266, be named ~.ss Avenue, and that any by-law showing any section of this road as Milton Road be rescinded, as recommended by the Road Committee on March 3, 1965. CARRIED RESOLUTION NUMBER 94/65 MOVED by Mrs. Mc~herson, seconded by Mr. Waring, that Consolidated Sand and Gravel be permitted to construct and maintain a roadway on the southerly 200 feet of the Township's lands in Lot 15 and l6, - 4 .,. * Concession 4, and that they be ;ermitted to remove all gravel within this Right-of-Way necessary to construct a road with proper side slopes on the condition that they agree to deed to the Township free of encumbrances and costs, the former Forsythe lands in Lot 15, Con.1 .. consisting of approximatelY 10.5 acres. not later than Jan. 1, 1968, and that if the Township required any portion of this property. that it be conveyed to the Township prior to that date. Further, that Consolidated Sand & Gravel agree to deed to the Township, free of encumbrances and costs, the approximately 50 acres, when that property has been worked out. Further, that Consolidated Sand & Gravel agree not to interfere with Dump Buildings & operations when constructing the road. Finally. that the formal agreement be drawn by Consolidated Sand and Gravel and subjected to the Township's sOlicitors' approval. CARRIED former Car Property i 16. Con c. con s i s tin g RESOLUTION NUMBER 95/65 MOVED by Mr. Wank, seconded by Mr. Newman. that this Council authorize the Reeve and Clerk to sign an offer to purchase the Township land. Lot 22. Concession 1, for a price of $25.000 for 4.994 acres. conditional on the following: (1) that a minimum floor area of 25,000 square feet will be erected within 1 year of closing date of landæle. (2) that local improvement charges will be levied against this property-at such time as services are available. (3) subject to the necessary Municipal approvals. (4) and that this land be developed within the time specified or it reverts to the Township for the identical price as in- dicated in this offer. (5) A penalty of $2.000 be paid to the Corporation of the Municipality of the Township of Pickering if offer is declared null and void at expiration of agreement. CARRIED YEA: NAY: Messrs. RESOLUTION NUMBER 96/65 ROVED by Mr. Newman. seconded by Mr. Wank, that the Council of the Township of Pickering secure an option on approximately 5 acres of land in the general area of No. 2 Highway and Liverpool Road, as soon as possible for future Township expansion. Mrs. McPherson advised Council of joint meeting between Ajax Town Council and Pickering Township Council to discuss mutual problems. Tentative date. Tuesday, March 16, 1965, 8 p.m. If this date not suitable, Mrs. McPherson to arrange another date. 2. Mr. H. Wank advised Council ~f Public Utilities Committee meeting Wednesday, March l7th, 1965. at 8 p. m. to discuss report made by Oliver Lloyd & Associates with regard to future services. 3. Mr. Warin~ advised that all members of Council are invited to visit the new Sir John A. MacDonald school. 4. Mr. Newman spoke in regard to the purchases of certain houses in the Township of Pickering which are not fit for human habitation. He suggested that some control should be brought into force, and perhaps arrangements should be made to get co-operation between the following departments: By-Law Enforcement, Engineering (Building) and the Heålth Unit. ' 9 5. It was suggested by Mr. Laycox that the following members of Council meet with the Dunbarton Kiwanis to discuss Kiwanis land and the property which the Township proposes to buy from Mr. Risk: Mr. Laycox. Mrs. McPherson. Mr. Newman and Mr. Wanke INSTRUCTIONS 1. Clerk to arrange meeting between the Dunbarton Kiwanis and the Township committee. 2. Write Ontario Land ·Surveyo~s' Association with regard to costs submitted by W. H. Wildman re survey at Fairport. Also write W. H. Wildman that Council still feel charges per lot are high and explanation not satisfactory. 3. Have for next meeting a copy of Resolution No. 1 .57/64 passed by Council with reference to additional land purchase from Mrs. K.H.J. Clarke. re site of proposed municipal building. Send offer submitted by vendor's sOlicitor to Township solicitor for opinion, also enquire if necessary to have option drawn up. MOVED by Hr.
