A meeting of Council was held on MONDAY, the TWENTY-EIGHTH day
of DECEMBER, 1961, at EIGHT o'clock p. m.

MOVED by Mr. James, seconded by Mr. Mowbray, that Minutes of meeting
held on December 4, 1961, be adopted. CARRIED
MOVED by Mr, Deakin, seconded by Mr. Laycox, that Minutes of meeting
held on December 11, 1961, be adopted. CARRIED
Councillor Clifford La~cox expressed his regret that he would not
be with the· f962-1~63 ouncil. He thanked the Reeve, Clerk,
Councillors and Press for their co-operation, and stated that he
would be willing to act on any Board if he could be of assistance
in the future.
De~uty Reeve Edgar James stated that he would miss his association
W1 h other Members of Council. He said that he believed the 1961
Council was the best in his experience.
Councillor Harr~ Boyes said that the last two years had meant a great
deal to h1m, an that he would miss his associates. He said that he
had enjoyed the harmony among Council members, and the co-operation
of the Township staff.
Reeve J. S. Scott agreed with Mr. James that the 1961 Council was
an excellent one, vand expressed his regrets that Messrs. James,
Boyes and Laycox would not sit with them in 1962 and 1963. The
Councillors-elect all joined the Reeve in agreeing that the three
members would be missed.
Councillor Boss Deakin recommended that the 1962 Council pass a
by-iaw or reso~ution that the Township Police enforce by-laws when
the By-Law Enforcement Officer is absent.
The following CORRESPONDENCE was considered:
1. His Honour Judge R. W. Reville submits the Award of his Board
on the Union Agreement. Finds that Road Department and Work~
Department are two separate groups under one agreement, and:
that jobs are not interchangeable. Township share of costs,
$119,75 for Judge.
2. Petition against alteration of Fire Areas Nos. 1 and 3.
3. PicK~ring Village Council has no objection to new location of
Sandham race track. See Resolution No. 384/61.
4. O. W. R. C. - final approval for trunk sanitary sewers, at cost
or $243,000.00.

MO~ED by Mr: Laycox, seconded by Mr. Deakin, that the Township Clerk
forward to the Ontario Municipal Board a certified copy of the Village
of Fickering Resolution in relation to the proposed stock car race
track, as well as a certified copy of the resolution made by the
Township of Pickering in relation to same race track, for their
decision. CARRIED

MUVLÙ by Mr. Laycox, seconded by Mr. Spang, that a grant of $50.00 be
made to the South Ontario Plowmen's Association for the year 1961.

MOVED by Mr. beak1n, seconded by Mr. Mowbray, that pursuant to
Section 244 of The Assessment Act, that this Council authorize the
Tax Collector to write off the amounts of taxes as listed on the
attached schedule, in the amount of $ 760.72, as recommended by the
Court of Revision on December 27th, 1961. CARRIED
MOVED by Mr. James, seconded by Mr. Spang, that the accounts, in
the amount of $21,530.25, as submitted by the ROAD AND BRIDGE
COMMITTEE, be adopted. CARRIED
MOVED by Mr. Mowbray, seconded by Mr. Spang, that the accounts, in
the amount of $4,200.27, as presented by the WELFARE COMMITTEE, be
adopted. CARRIED
MOVED by Mr. Mowbray, seconded by Mr, Spang, that the accounts, in
the amount of $1,329.61, as presented by the BY-LAW COMMITTEE, be
approved. CARRIED
MOVED by Mr. Boyes, seconded by Mr. Laycox, that the accounts, in
the amount of $1,300.53, as presented by the WATER COMMITTEE,
be approved. CARRIED
MOVED by Mr. Boyes, seconded by Mr. Deakin, that the accounts, in
the amount of $9,309,11, as presented by the WORKS COMMITTEE, be

BY-LAW NUMBER 2644
Mr. Laycox, seconded by Mr. Boyes, moves for leave to introduce a
By-Law of th~ Township of Pickering to set a day for the first
m€eting of Council, and that same now be read a first time. (Jan. 8/62)
Mr. Laycox, seconded by Mr. Mowbray, moves that By-Law Number 2644
to set a day for the first meeting of Council, be now read a second
time, and that Council go into Committee of the Whole thereon.
The Committee of the Whole arises and reports the By-Law as read.
Mr. Laycox, seconded by Mr. Spang, moves that the report of the
Committee of the Whole on By-Law No. 2644 be adopted, and that the
said By-Law be now read a Third time and PASSED; that the Reeve and
Clerk sign the same, and the seal of the Corporation be affixed
thereto. CARRIED
INSTRUCTIONS
.
1. Mr. J. S. Chapman report on meeting with Donald Lynde re
parking trucks at Fire Hall.
2. Clerk ascertain from Ontario Municipal Board if a separate
by-law is required for change in zoning to accommodate
Sandham race track.
3. Clerk forward certified copies of Pickering Village resolution
of approval of race track, and Pickering Township Resolution
No. 37J/6l to amend By-Law No. 2511 to include the race track,
and Resolution Number 378/61 requesting comments from Pickering
Village.
4. Clerk forward petition objecting to Fire Area boundaries in
Areas 1 and 3 to Ontario Municipal Board.
