Sherman Scott, in the Chair Edgar James Harvey Spang Milton Mowbray Harry Boyes Ross Deakin Clifford Laycox Lloyd T. Johnston, Clerk The following CORRESPONDENCE was considered: B R 0 UGH A M 2. Mrs.R. Adamson presented a petition of over 60 owners asking that a vote of electors be taken on question: "Are you in favour of a Public Library for Pickering Township?" W. G. Lawson, solicitor for Pickering District High School Board asks that Council deed to the Board the road allowance to their Dunbarton School and take in return a road allowance some 150 feet to south. They claim this is necessary to provide for the new techical school. See Resolution No. 324/61. 1. 3. Metro Toronto has applied to the Legislature to have all Metro Toronto and Region Conservation Authority lands tax free and recommends that all municipalities outside their borders do the same. See Resolution No. 325/61. West Rou~e community Parks Board has graded its park and ask Counc~l or $150.00, "be~ng the amount of money subscribed by the local organizations." See ResolutionNo. 323/61. 4. 5. The Friendl¥ Bible Class of St. John's United Church, Brougham, ask perm~ss~on to ~nsta1 an essotane gas stove in the Township Hall. and that they be permitted to remove same if other quarters are built. AGREED that Recreation Committee get outside equipment to do work. 8. Our solicitors submit a summary of all applications brought before The Ontario Municipal Board at hearing of By-Law Nos. 2511 and 2627 on October 4, 1961. AGREED that letter be handed to the Planning Board for considar- at~on. 9. Six Planning Board Resolutions - applications to O. M. B. 10. Clerk submitted a report re Benham Park operations - Con. 3, Lot 12, in year 1955. 11. Mrs. A. Corry submitted a petition of seven names asking that: 1) Owner of Hi Lo Park erect a screen along side of property, so that golf balls will not endanger anyone on road or adjoining property. 2) Swimming pool not properly supervised. 3) Have property properly fenced and gated so Park cannot be used when owner absent. 4) That the owner be prohibited from further development. Clerk have fence around pool inspected by Health Unit. 13. Treasurer submitted a report showing current tax collections 2.24~ better than 1960 collections. Arrears somewhat behind 1960. The following PERSONS, on MOTION, were heard: 1. MOVED by Mr. Deakin, seconded by Mr. Laycox, that Mrs. Adamson be heard. CARRIED . Mrs. R. Adamson submitted a petition for a Library Vote. 2. Mr. Jack Chapman submitted the crushing tenders, stated that the lowest tenderer had done considerable satisfactory work tor the County, and answered a number of general questions pertaining to roads. RESOLUTION NUMBER 323/61 MOVED by Mr. Laycox, seconded by Mr. Deakin, that $150.00 be granted to the West Rouge Community Parks Board under existing policy of matching dollar for dollar, monies raised and expended by interested parties, $150.00 having been raised and expended by Park Board as, their 50%. CARRIED RESOLUTION NUMBER 324/61 MOVED by Mr~ James, seconded by Mr. spang, THAT WHEREAS the Pickering District High School Board secured for the Township a deed for a road into their Dunbarton School from Mr. A. Gourlie on October 5, 1959; AND WHEREAS the High School Board now require this land for the erection of a new school, and the Board proposes to have deeded to the Township a road allowance some 150 feet southerly; THEREFORE BE IT RESOLVED that the Reeve and Clerk be and they are hereby authorized to deed the old road allowance to the Pickering District High School Board. CARRIED RESOLUTION NUMBER 325/61 MOVED by Mr. Boyes, seconded by Mr. James, that no action be taken re application to have Toronto and Region Conservation Authority lands tax free. CARRIED RESOLUTION NUMBER 326/61 MOVED by Mr. Deak1n. seconded by Mr. Spang, that the cutting of weeds for the year 1961 be discontinued. CARRIED RESOLUTION NUMBER 327/61 MOVED by Mr. Deakin, seconded by Mr. James, that to deal in second hand goods to Arbour and Scott yard or shop in the Township. a licence be granted Company with no CARRIED - - 3 - RESOLUTION NUMBER 328/61 MOVED by Mr. James, seconded by Mr. ·sþang, that Motion No. 311/61 passed on October 2nd setting hours that the Polling Booths be opened, be rescinded. CARRIED RESOLUTION NUMBER 329/61 MOVED by Mr. Deakin, seconded by Mr. Laycox, that the Road Superin- tendent be authorized to estimate the cost of establishing a Winter Road Department Depot on Township property at Liverpool and No. 2 Highway, to be presented to Council at the next meeting. CARRIED RESOLUTION NUMBER 330/61 MOVED by Mr. Deak~n, seconded by Mr. James, that the Reeve shall attend at the office of the Clerk on Thursday, December 7th, at the hour of 10 o'clock a. m. for the purpose of appointing, if required, two persons to attend the final summing up of the votes on the Library question, by the Clerk - one person for the question, and one person against. CARRIED RESOLUTION NUMBER 331/61 MOVED by Mr. James, seconded by Mr. Laycox, that the tender of Frank I Coyle be accepted to crush 20,000 tons of 2" gravel at price of r .23¢ per ton, and 5000 yards of sand at .23¢ per ton. CARRIED RESOLUTION NUMBER 332/61 MOVED by Mr. Laycox, seconded by Mr. Deakin, that this Council make appl~cation to The Ontario Municipal Board for approval in principle of consents for Consolidated Building Corporation to convey the 39 individual parcels (typical parcel, 17.8' X 193') according to site plan 61-12(1) for 39 units of Garden Court housing, Block U, Plan M-15, approved by the Township of Pickering Planning Board August 4th, 1961; it being understood that a further approval would be required for each unit; as recommended by the Township of Pickering Planning Board October 6, 1961. CARRIED RESOLUTION NUMBER 333/61 MOVED by Mr. ,spang, seconded by Mr. Mowbray, that this Council make application to the Ontario Municipal Board for approval of consent for Martha B. MacKenzie. Executrix of the A. C. MacKenzie Estate. to convey to Karl Baumeister a parcel 100 feet by 250 feet in area from the north-west corner of their parcel of 54 1/2 acres, part Lot 30, Con. 1, as recommended by the Township of Pickering Planning Board October 6, 1961. CARRIED RESOLUTION NUMBER 334/61 MOVED by Mr. James. seconded by Mr. ~ang, that this Council make application to the Ontario Municipal Board for approval of consent for Lila A. White to convey to William Jordan a parcel 200 feet by 200 feet in area from the north-east corner of her 100, acre farm~ part of Lot 5, Concession 8 (Balsam Corner), as recommended by the Pickering Township Planning Board on October 6, 1961. CARRIED RESOLUTION NUMBER 335/61 ' MOVED by Mr. Boyes, seconded by Mr. Deakin, that this Council make application to The Ontario Municipal Board for approval of conserit for Norman Linton and Eva Linton to convey to Claremont Co-Operative Association a parcel with average width 145.45 feet and depth 164.48 feet, part of Township Lot 18, Concession 9, Claremont Village, as recommended by the Township of Pickering Planning Board October 6, 1961. CARRIED RESOLUTION NUMBER 336/61 MOVED by Mr, Mowbray, seconded by Mr. Spang, that this Council make appl~cation ~o the Ontario Municipal Board for approval of consent for Dorothy Mann, Executrix of the Stanley Mann Estate, to convey to Ralph G. Campbell the westerly 40 feet of Lot 2, Plan 525, to be added to Lot 3, Plan 525, under a single deed to increase holdings, but involve no residential building; as recommended by the Township of Pickering Planning Board October 6, 1961. CARRIED - 5 - BY-LAW NUMBER 2633 Mr. Boyes, seconded by Mr. James, moves for leave to introduce a By-Law of the Township of Pickering to name a date, hour and plaqe for receiving nominations for members of Council and memþers for the School Area Boards for years 1962 and 1963, and the date'and hours of elections, if necessary, and that same now be read a first time. Mr. Boyes, seconded by Mr. Mowbray, moves that By-Law Number 2633 to name a date, hour and place for receiving nominations for members of Council and members for the School Area Boards for years ¡962 and 1963, and the date and hours of elections, if necessary, be now read a second time, and that Council go into Committee ~ the Whole thereon. The Committee of the Whole arises and reports the By-Law as read. Mr. Boyes, seconded by Mr. Spang, moves that the report of the Committee of the Whole on By-Law No. 2633 be adopted, and that th~ said By-Law be now read a Third time and PASSED; that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED BY-LAW NUMBER 2634 Mr. Boyes, seconded by Mr. James, moves for leave to introduce a By-Law of the Township of Pickering to appoint members to the Court of Revision of the Assessment Rolls, and that same now be read a first time. Mr. Boyes, seconded by Mr. Spang, moves that By-Law Number 2634 to appoint members to the Court of Revision of the Assessment Rolls, be now read a second time, and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-Law as read. Mr. Boyes, seconded by Mr. Deakin, moves that the report of the Committee of the Whole on By-Law No. 2634 be adopted, and that the said By-Law be now read a Third time and PASSED; that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED (Court of Revision Members: W. H. Westney, H. E. Turner, W. K. McLean, W. Comery, J. A. Fellows) BY-LAW NUMBER 2635 Mr. Deakin, seconded by Mr. Laycox, moves for leave to introduce a By-Law of the Township of Pickering to provide for a vote being taken of the Electors on the question, "Are you in favour of the establishment of a Township of Pickering Public Library?", and that same now be read a first time. Mr. Deakin, seconded by Mr. Mowbray, moves that By-Law Number 2635 to provide for a vote being taken of the electors on the question, "Are you in favour of the establishment of a Township of Pickering Public Library?", be now read a second time, and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-Law as read. Mr. Deakin, seconded by Mr. Boyes, moves that the report of the Committee of the Whole on By-Law No. 2635 be adopted, and that the said By-Law be now read a Third time and PASSED; that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto. NAY: Mr. Spang. - 6 - BY-LAW NUMBER 2636 (Two Readings) Mr. Mowbray, seconded by Mr. Laycox, moves for leave to introduce a By-Law of the Township of Pickering to provide for the licensing and regulating of plumbers, Master Plumbers, Journeyman Plumbers, Drain Contractors, Drain Layers and Apprentices, and that same now be read a first time. Mr. Mowbray, seconded by Mr. Deakin, moves that By-Law Number 2636 to provide for the licensing and regulating of Plumbers, Master Plumbers, Journeyman Plumbers, Drain Contractors, Drain Layers, and Apprentices, be now read a second time, and that Council go into Committee of the Whole thereon.
