See Resolution No. 57/61. Pickerin~ Township and Villa~e Branch. Red Cross Soci~ty, advise they have two vacant rooms at Red Cross Building which may be rented by day or month. W. G. Lawson asks Council to consider M2 classification for west side Station Road, Pickering, rather than M1 and states that he will apply for a Wrecking License for Charles Wilcox in this area. See Resolution No. 54/61. Solieitor for Ross Heron, who owns 300 acres in Claremont Area asks .~bat the discharge of firearms be not permitted in Pickering Town~ip except under a licensed gun club. Mr. Heron will have 100 head of cattle this year and feels there are too many irresponsible people firing guns in the area. Will be cons1de~d. West 'ftou~e C~nity Association thank Council for their Hearing on February 6th last re re-assessment of Pickering Township, but still feel that t.he Township Assessment COIUIissioner should wel~ professional assistance. City of Oshawa thank Township Fire Departaents for service at recent Oshawa fire. 14. Rou e Hills Commuø1t Park Board submitted a cheque from Rouge H lIs Lions Club for 250,OOþ and asked Council to donate a like amount to renovate the interior of the Hall. See Resolution No. 55/61. 15. Ed~erton Pe~~. of Con. 6, Lot 11, asked that the discharge of fire arms in Pickering Township be bannedþ as his live stock had been hit by gun shot. On MOTION, the following PERSONS were heard: 1. Mrs. F. Beckstead asked Council what efforts were being made to secure industry tor the Township, and if money would be allocated in the budget for advertising. Reeve Scott explained that in the past a number of Industrial Committees had been formed, but as the Township could not provide services, little could be done. However, now that services will soon be available to the industrial areal he fully expected that our industrial lands would be well advertised in trade papers this year, but did not think brochures would be as effective. 2. Mr, William Fair~rieve stated that if no Master Plumbing Inspector has been appointed all building in Bay Ridges should be stopped, as our Engineer was not qualified to inspect and pass our plumbing installations. Mr. Fairgrieve also asked that a sports arena be built on Township property at Liverpool and that such arena house the Police and Fire Departments. Reeve Scott stated there was no intention to build fire or police buildings this year. 3. Mr. Waddell, of West Rouge Ratepayerst Association, stated that some one in the Assessment Department had stated taxes would be doubled in West Rouge under the new assessment. As Mr. Waddell could not name the person who was alleged to have made the statementþ the matter rested. 4. Mr. Robert Stewart objected to the statement made by Mrs. Jean McPherson at a recent Council meeting that he was not eligible to sit on the Court of Revision when he had never been appointed by by-law and would not accept the position. 5. Mr. W. G. Lawson applied for a Wreoking Yard License ror his client, Charles Wilcox on the Station Road. He felt that this area should be zoned for M2, not Mlþ so as to permit light industry and as the pattern is set for such industries in the area, with a lumber yard and three other non conforming Uses tor MI, then M2 would permit a wrecking yard and permit the other non conforming industries to expand. Council agreed to refer the zoning to the Planning Board tor further study. See Resolution No. 5~61. 6. Mr. Goslin. Assessment Commissioner, submitted to Council the formula for re-assessment of lands in the Township. He based his proposed land assessMent on 30% of the average sales prices of land over the past five years. The basic assessment rates for land: in subdivisions south of Concession 3 run from $4.50 to $15.00 per foot frontage, with bulk lands from $267.00 to $760.00 per acre. - 3 ... 7. Mr. Hepditch County Assessor, stated in general he agreed with Mr. Gosiints schedule. However, be felt West Rouge lands should be decreased because lack of full services and Fairport and Fairport Beaoh rate should be inoreased, that the public should be well informed of the assessment toraula tbat he could assist Mr. Goslin 1 to Ii days per week, and that Mr. Goslin was quite qualified to make the re-assessment. CARRIED RESOLUTION NUMBER 48/61 MOVED by Mr. Laycox seconded by Mr. Boyes, that the application of the Trustees of Pickering Township School Area No. 2 made to this Council on February 6, 1961, tor a $490,000.00 debenture to build a 22 room school at Bay Ridges be approved. CARRIED RESOLUTION NUMBER 49/61 MOVED by Mr. Laycox, seconded by Mr. Spang, that membership fee of $20.00 for the Ontario Good Roads Association, and a grant to St. Johnts Ambulance of $25.00, be authorized to be paid, as recommen- ded by the Finance Committee. CARRIED RESOLUTION NUMBER 50/61 MOVED by Mr. Laycox seconded by Mr. Mowbray, that a grant be made to the Ajax, Pickering and Whitby Association for Retarded Children tor the year 1961, of $2 4oo.00 toward the tuition cost of retarded children from Pickering..Township and $1,200.00 toward the capital cost ot the Associationts school at Ajax, as recommended by the Finance Committee. CARRIED RE~m.ION NUMBER 51/61 MOby Mr. Laycox, seconded by Mr. Deakin; BE IT RESOLVED that any delegation or ratepayers wishing to be heard by Council, give notice of such request to the Clerk at least forty-eight (48) hours prior to the meeting a~ which they wish to be heard; The notice to state the subject or sUbjects on which the delegation of ratepayer wishes to be heard and the name of the sp~kesman of the delegation. G. awson to have the zoning on the west side of Station Road changed from Ml to M2 be referred to the Planning Board, that the consider- ation of issuing a wrecking yard license be deterred until Planning Board have given this matter their consideration. CARRIED RESOLUTION NUMBER 55/61 MOVED by Mr. Laycox, seconded by Mr. Deakin, that the Township . meet, dollar for dollar, the donation received by Rouge Hill Community Park from Rouge Hill-Pickering Lions C~ub in the amount of $250.00 in accordance with Resolution No. 265/60~ CARRIED RE~UTION NUMBER 56(61 MOVED by Mr. James, seconded by Mr. Mowbray, that Council explore with other interested persons and organizations the celebration in 1961 of the l50th anniversary of Pickering Township. CARRIED RESOLUTION NUMBER 57/61 MOVED by Mr. James, seconded by Mr. Boyes, that Council refuse a wrecking license for North Wales Enterprises Limited until it meets the requirements of our By-law governing wrecking yards. CARRIED RESOLUTION NUMBER 58/61 HOVED by Mr. Deakin, seconded by Mr. James, that Pickering Township Council, having heard the formula of the Assessment Commissioner for assessing lands only in Pickering Township, feel that it is not necessary to hire an outside firm to do this work. BY-LAW NUMBER 2577 Mr. Deakin, seconded by Mr. Laycox, moves for leave to introduce a By-Law of the Township of Pickering to repeal By-Law Number 1829, which licenses Pin Ball Machines, and that same now be read a first time. ¡ " Mr. Deakin, seconded by Mr. Mowbray, moves that By-Law Number 2577 to repeal By-Law Number 1829, which licenses Pin Ball Machines~ be now read a second time, and that Council go into Committee of the Whole thereon. Mr. Deakin, seconded by Mr. Boyes, moves that the report of the Committee of the Whole on By-Law No. 2577 be adopted, and that the said By-Law be now read a Third time and PASSED; that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto. Mr. Mowbray, seconded by Mr. James, moves that By-Law Number 2579 to authorize an application to the Ontario Municipal Board for an order enlarging the defined limits of Fire Area No. 1 and decreas- ing the limits of Fire Area No. 3 all in the south part of the Township of Pickering, be now read a second time, and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-Law as read. CARRIED BY-LAW NUMBER 2580 (Two Readings) ~- Mr. James, seconded by Mr. Spang moves for leave to introduce a by-law of the Township of Pickering to close an unopened side- line in the Township of Pickering, and that same now be read a first time. Mr. James, seconded by Mr. Laycox, moves that By-Law Number 2580 to close an unopened sideline in the Township of Pickering, be now read a second time, and that Council go into Committee of the Whole thereon. INSTRUCTIONS 1. Clerk contact Department of Municipal Affairs about six installments for taxes, and highest discount allowed. 2_ Clerk advise Mr. Fleury of Wrecking Yard license requirements. 3, Mr. Jefferson report to Council monthly on progress of services. ~W.R.C.
