Lashley, Director, Department of Agriculture, asks for full Iirormation as to the cost of developing the proposed Greenweed Park.....then he will view with local officials. 2. 4. Policeehief Parker claims the parking on both sides of Liverpool Road at Bay Ridges Sales Office on week ends is a hazard, and asks for a "No Parkingn By-Law on bot~ sides of Liverpool Road at this point. Ontario School Trustees and Ratepayers' Associations ask Township to join their Association for fee of $25.00. Township has never been a member. Turned over to Finance committee. 10. Fred Gostiek, Con. 7, Lot 24, ask Council to ban hunting in Pickering Township, as he has had a horse and chickens shot by huntets and his barn roof pelted full of holes. Turned over te Game ommittee. Minister of Municipal Affairs asks Council to inspect all municipal buildings regularly for safety and not just for snow removal on roofs. 11. 12. A. H. Bird, Campaign Chai1"'lDn for the Ajax, Piekering and Whitby Association for Retarded Children, aeke4 for; (a) Continued monthly grants for Township children attending school. (Last year Township made grant of $1,800.00 for 9 children. Township help re capital costs of new school. (b) (c) Council to endorse resolution to Ontario Government re grants. (Referred to Finance Committee) Ontario Water Resources Commission submit preliminary certificates of approval for construeting sanitary sewers in West Rouge at cost of $510,000.00. 13. 14. Mr. S. Frost and delegatiøn or 27 members of West Rouge Rate- payers' Association, asked that as a new assessment was now being made, that an experienced professional assessor, possibly from the Provincial Assessment Department, be engaged, and that buildings as well as land be re-assessed. Reeve Scott stated that the Township Assessment Department had not sufficient help to re-assess both land and buildings in 1961 and that former resolution called for re-assessing of land only; also that Mr. Goslin would submit, on February 20th, ~is formula for re-assessing land. See Resolution No. 29/61. Mr. Howard E. Lowry, of East Rouge, again asked when East Rouge would have munícìpa~ water. Reeve Scott explained that Urnal and Laughlin, Consulting Engineersr are now preparing a water report for East Rouge with our Mr. Jerferson, that if the report were favourable and a petition or, say 60% of ratepayers requested water under Local Improvement and the Municipal Board approved the expenditure, then water would be installed. ~. 3. !fa¡ Bird submitted a brief' on the work for Retarded Children, asked Towmship to continue to pay the $200.00 per child for 12 ehildren attending, now compared to 9 last year. He stated the building in Ajax, built in 1959, cost $67 000.00, on which there is a balance owing of $23 000.00 guaranteed to the Bank or Montreal by interested persons and asked that it be paid off in three years by the rour municipalities on a per capita basis of children attending. William Fertile, of Fairport Ratepayers" Association; brou~ht before Council the following questions: (a) Wells on east side or Liverpool Road in Fairport have gone dry and O. W. R. C. claim this has been caused by C. B. C. installing seW8rs packed with gravel, asked Council to intercede for ratepayers. Reeve agreed to take up with solicitors. (b) Sew.,e Plant on Liverpool Road will operate in an open ta~ ~~etfluent re.oved by truck for a period between first UlérB and final completion of sewage system. O. W. R. C. has not approved this proposal and Fairport ratepayers have sent a letter to O. W. R. C. asking them not to pe~it such use, and asked Council to endorse their letter. At Couneilts request Mr. Fertile agreed to forward Township a copy of ,their letter to O. W. R. C. (c) The School Board in Area 2 are building the first school in Bay Ridges in north east part of subdivision when it could have been built on a site near Liverpool Road closer to Fairport. Mr. Fertile felt the Liverpool site would be more central. 4. 5. Ronny Haekl. of Fairport Road North, asked that a tree ' on the road opposite his house be removed as it was dead and falling limbs could cut off his Hydro. 6. Mr,~ J. McPherson stated that Robert Stewart, who was appointed by resolution to the Court of Revision, could not legally sit as his taxes were unpaid. Clerk write Township solicitors. 7. Mr. Mowr~, of Ajax, applied for a Township Taxi License stating ne wished to operate from Concession 1, Lot 6, and that Chief Parker had approved his application. See Resolution No. 28/61. ..- - 4 - 8. Mr. Fred Bunt, Chairman of School Area 2, asked for a $490,000.00 debenture to build a 22 room school in Bay Ridges. Be stated ground tests showed the north and south school sites were better than the central site, and it is possible with, say 10% Catholic children attending other schools that central site would not be required. He stated that Fairport children would continue to use their present Bay Road School, and they are calculating their school population on three quarters of a child per home. The school would accommodate 500 to 600 pupils. Reeve Scott estimated there would be at least 500 homes built in Bay Ridges in a year. See By-Law No. 2573. 9~ Mr. Devine, of Bell Gouinlock and Company, had a bid for our t490,OOO.00 debentures but as Council agreed the debentures should be sold by tender, the bid was not disclosed. RESOLUTION NUMBER 25/61 MOVED by Mr. Laycox seconded by Mr. Deakin, that a $15.00 fee be paid to the Ontario Association of Rural Municipalities for membership. CARRIED RESOLUTION NUMBER 26/61 MOVED by Mr. Deakin, seconded by Mr. Mowbray, Department purchase from Imperial Oil Company tank truck with load capacity of 2200 gallons not exceeding $1500.00. that Brougham Fire an International for the price CARRIED RESOLUTION NUMBER 27/61 MOVED by Mr. Deakin, seconded by Mr. Laycox, that it is hereby resolved that all residential dwelling permits except those under subdivision agreement, should not be issued until the signature of the Engineer, Road Superintendent Health Unit and Building Inspector appear on the said permit. CARRIED RESOLUTION NUMBER 28/61 MOVED by Mr. Deakin, seconded by Mr. Boyes, that Don's Taxi be granted a license to pick up in Pickering Township and to operate the Taxi Stand on the south west corner of Lot 6, Con. 1 (Mont- gomery's Service Station), according to the Pickering Township By-Law. CARRIED RESOLUTION NUMBER 31/61 MOVED by 'Mr. Deakin, seconded by Mr. Boyes that the resolution passed by the Public Relations Committee on January 26th reading, "That the Public Relations Committee recommend to Council that a Township Dinner be held on Friday February 24th, 1961", be approved. Mr. Laycox seconded by Mr. Deakin moves that By-Law Number 2573 to authorize the borrowing of $490,000.00 upon debentures for Public School purposes, be now read a second time, and that Council go into Committee of the Whole thereon. - 7 - IT WAS AGREED that the Clerk prepare a By-Law to change the boundary line between Wards 3 and 4 sÐuth o:t Highway 4O'1 from between Lots 21 and 22 12 between Lots 24 and 25, that Poll 18 extend westerly only to west limit of Lot 20, that Polling Subdivision 19 comprise all of Lots 21 and 22 south of Highway 401 and Polling SUbdivision 20 comprise all of Lots 23 and 24 south of Highway 401 and former Polling Subdivisions 23 and 24 be cancelled. INSTRUCTIONS 1.. Clerk find out if parking can be permitted :tor three hours in front of a church on Sundays on a street where parking is prohibited. 2. Treasurer have all aceounts from Little Theatre Group channelled through Recreation Committee.
