Parrish, Head of the Department of History at the Pickering District High School, pl'8sented his Grade lGA class of 33 pupils for a study of the workings of a Municipal Council. Reeve Scott welcomed the class, gave a history of the Township, explained how work was done with Committee Chairmen, and proceeded with general work, explaining in each case why it was necessary to proceed in such a manner. Pearce, Secretary of the Planning Board, submitted tñe following resolution, as passed by the Planning Board on ~ovember 4th last: MOVED by Mr. Lennox, seconded by Mr. Mansell, that Council be advised that this Planning Board has given preliminary approval to a zoning by-law known as the Hi~hway No. 2 Area Zonin~ By-Law, and recommends to Council that two readings be now given this By-Law. CARRIED. ~ssessment Commissioner valued Tres~ass Road within Jos. Amos ~roperty, Concession I, Lot 35, as $439.90, for .46 acres. 9. The following PERSONS, on MOTION, were heard: 1. r. and Mrs W. Field and Mr. Deroz, who live east of Gerald owan in Plan 4l8, again asked Council to improve their private road. Reeve Scott stated that our Planning Consult- ~nt had viewed the property but was not ready to make a r.ecommendation. Mr. D. Furnis, Bay Road South, stated that the property ~butting his is zoned Residential, that a cement mixing plant is now being built on it contrary to By-Law, and asked that the operation be stopped. William Fair~rieve asked Council to endeavour to get speed limit on No. 2 Highway opposite Dunbarton School reduced from present 40 - 45 to 30 miles per hour. AGREED that the proper authorities would be consulted. Mrs. Ethel Hull submitted a petition of 196 names of rate- payers and asked Council to pass the necessary by-law to provide for a vote of the ratepayers on the establishment of ~ Township of Pickering Public Library. Robert Clarke again spoke on the right-of-way at Fairport 4nd Reeve Scott again stated that the matter was in the hands qf the Township Solicitor. Purdy be engaged by the Townshi~ of Pickering at a yearly salary of Sixty- Five Hundred Dollars ('6500.00) commencing October 1 1960, that he act as Works Inspector under the direction of T. O. Jefferson, Engineer, and that the Treasurer claim against Land Resources Co-Operative Corporation for the full amount of his salary, as set out in the Township agreement with them. The Committee of the Whole arises and reports the By-Law as read. CARRIED BY-LAW NUMBER 2547 (Third Reading) Mr. Deakin, seconded by Mr. Hawthorne, moves that the report of the Committee of the Whole on By-Law No. 2547, to appoint places for receiving votes and Deputy Returning Officers to preside thereat for the 1960 Municipal Elections, be now read a Third time and PASSED; that the Reeve and Clerk sign the same and the Seal of the Corporation be affixed thereto. Mr. Hawthorne, seconded by Mr. Deakin, moves that By-Law Number 2549 to amend By-Law Number 2428 relative to "Stop" streets be pow read a second time, and that Council go into Committee of the. Whole thereon. The Committee of the Whole arises and reports the By-Law as read. Mr. Hawthorne, seconded by Mr. Laycox, moves that the report of the Committee of the Whole on By-Law No. 2549 be adopted, and tÞat the said By-Law be now read a Third time and PASSED; that the Reeve and Clerk sign the same, and the Seal of the Corporation be ~ffixed thereto. Reeye Scott reported that Mr. Jefferson and he had met with the Wor~s Committee and Clerk of the Township of Scarboroua, that tÞe Wor~s Committee would recommend to Scarborough Council that they pay Pickering Township $25 000.00 for the oversizing of Pickering Township culverts, etc. so that When the Scarborough area around Higbway ~Ql is built up, the increased run-off will be providedHf-or.
