A Meeting of Council was held on MONDAY, the FIFTEENTH day of
AUGUST, 1960, at EIGHT o'clock in the evening.

MOVED by Hr. James, seconded by Mr. Hawthorne, that Minutes of
meeting held July 4, 1960, be adopted. CARRIED
MOVED by Mr. laycox, seconded by Mr. Spang, that Minutes of
meeting held July 11, 1960, be adopted. cARBlED

The rollowing CORRESPONDENCE was read:
1. Our Solicitors submit amending By-laws ror By-laws Numbers
2526 and 2527, Whih are requirements of Ontario Municipal
Board tor their approval of debentures covering West Rouge
watermain extensions.
2. Our Solicitors submit a copy of letter sent W. O. Bennett
requiring him to remove an obstruction on a Township right-of-
way.
3. Petition of 288 names of ratepayers in West Rouge stating they
feel that Pickering Township taxes are "unjust, unreasonable,
and unfair".
The following PERSONS, on MOTION, were heard:
1. W. G. lawson, representing his client, C. Wilcox, asked that
his client be granted a Wrecking Yard License 700 feet north of
Highway 401 on west side of Station Road. This property
contains about ten acres, has 328 feet frontage, with depth of
about 1300 feet, and that if license granted he requested
that this ten acre s be zoned for this use. Mr. Wilcox would
comply with all by-laws and give assurances that the main
business would be moved from No.2 Highway to this location
and possibly the No. 2 Highway location would be used as a
service station.
It was AGREED that By-law Enforcement Officer submit a report
on new location and that the Planning Board be approached for
their decision on the zoning.
2. Mr. Irven Mclean asked why sideline between his two farms,
being Lots 8 and 9, Concession 5, had been blocked off to
traffic. He is anxious to sell 15 acres and now there is no
outlet to south. The Township has blocked off the road so
that they can remove gravel from road bed and now have a
face of 30 fee t.
Councillor James agreed to contact Mr. Chapman and advise Mr.
Mclean.

MOVED by Mr. laycox, seconded by Mr. Boyes, that the attached list
or Waterworks accounts for Water Area No. I, amounting to $6,193.55,
be paid. CARRIED

MOVED by Mr. Laycox, seconded by Mr. Boyes, that an itemized account
of mileage travelled and charged to Recreation, as per July cheque
No. 1517, in the amount of $54.90, be submitted. CARRIED

the Clerk to engage our Solicitors to assist our Assessment Com-
missioner at the Ontario Municipal Board Hearing of Lorne Puckrin's
appeal, Wednesday~ August 17th, 1960. CARRIED
RESOLUTION NUMBER 288
MOVED by Mr. James, seconded by Mr. Spang: Be it and it is hereby
resolved that the Township file application to the Minister of
Municipal Affairs requesting that he refuse approval and refer to
the Ontario Municipal Board the question of approval, of a proposed
plan of subdivision of lands within the Town of Ajax fronting on
Pickering Beach Road and known as the Duffin's Creek Estates sub-
division, so that the interests of the Township of Pickering may be
protected in respect to such proposed plan, and that the Township
Solicitors be instructed to proceed accordingly. CARRIED

MOVED by Mr. Laycox, seconded by Mr. James, that By-Law to desig-
nate a Township Officer to permit ratepayers to mine gravel or sand
from their own property for their own use, be prepared, as provided
in Paragraph 3 of the Beach Prote ction Act. C!RRIED
RESOLUTION NUMBER 290
MOVED by Mr. laycox, seconded by Mr. Boyes, that the By-law be
repealed to permit the removal of "Stop" sign on Ridgewood Road
at East Avenue and replace same in original location on East Avenue.

~OVED by Mr. James, seconded by Mr. Spang, that Mr. Cane be asked
to provide two men on Welfare to clean up some abandoned Cemeteries
owned by the Township, under supervision of a foreman secured by
the Chairman of the Ceœtery Committee. CARRIED
RESOLUTION NUMBER 292
MOVED by Mr, Hawthorne, seconded by Mr. Boyes, that the Reeve be
authorized to engage an appraiser, if deemed necessary by our
Solicitors, in the action of appealing the 1960 County of Ontario
Asse ssment. CARRIED
RESOLUTION NUMBER 293
MOVED by Mr. laycox, seconded by Mr. Boyes, that Petition of West
Rouge ratepayers be accepted and filed by the Clerk. CARRIED
AGREED that Council make no change in length of time between
nomination and voting.
BY-LAW NUMBER 2535
Mr. Laycox secon4ed by Mr. Spang, moves for leave to introduce a
By-law of the To1lftship of Pickering to amend By-law Number 2526 of
the Corporation of the Township of Pickering, Which authorizes the
borrowing of $17)737.60 upon debenture for a watermain extension
in Water Area Number 1, and that same now be read a first time.
Mr. laycox" seconded by Mr. James" moves that By-law Number 2535 to
amend By-taw Number 2526 of the Corporation of the Township of
Pickering, Which authorizes the borrowing of $17,737.60 upon
debenture for a watermain extension in Water Area No.1, be now
read a second time, and that Counoil go into Committee of the Whole
thereon.

The Committee of the Whole on By-Law Number 2535 arises and reports
the By-Law as read.
Mr. Laycox, seconded by Mr. Boyes, moves that the report of the
Committee of the Whole on By-law No. 2535 be adopted, ani that the
said By-law be now read a Third time and PASSED; that the Reeve
and Clerk sign the same, and the Seal of the Corporation be affixed
the re to. CARRIED
BY-LAW NUMBER 2536
Mr. Iaycox,seconded by Mr. Boyes, moves for leave to introduce a
By-Law of the Township of Pickering to amend By-law Number 2527 of
the Township of Pickering, which authorizes the borrowing of $2,350.71,
upon debenture, for the extension of a watermain in Water Area No.1,
and that same now be read a first time.
Mr. Iaycox, seconded by Mr. Spang, moves that By-law Number 2536
to amend By-law Number 2527 of the Township of Pickering, which auth-
orizes the borrowing of $2,350.71 upon debenture for the extension of
a watermain in Water Area No.1, be now read a second time, and that
Council go into Committee of the Whole thereon.
The Committee of the Whole arises and reports the By-Law as read.

By-law of the Township of Pickering to designate a Township Officer

designate a Township Officer to permit ratepayers to mine gravel or
sand from their own property for their own use, be now read a second
time, and that Council go into Committee of the Whole thereon.

By-law of the Township of Pickering to set maximum salaries for
various members of the staff, and that same now be read a first time.

set maximum salaries for various members of the staff, be now read
a second time, and that Council go into Committee of the Whole
thereon.

Mr. Jàmes, seconded by Mr. Spang, moves for leave to introduce a
By-law of the Township of Pickering to designate various departments

within the municipal office, to name heads of such departments, and
to set out the duties assigned to each department, and to repeal
By-laws Numbers 2473 and 2487, and that same now be read a First time.

to designate various departments within the municipal office, to name
heads of such departments, and to set out the duties assigned to

now read a second time, and that Council go into Committee of the
Whole thereon.
CIERK advise Mr. Peterf$, of Claremont, that his proposed "White
Paper" on taxes, was not acceptable to Township.
