A Regular Meeting of Council was held on MONDAY, the FOURTH day of
AfRI~ 1960, at EIGHT o'clock in the evening.

Qµssell A. Dixon advises he proposes to build a "Go-Kart" track on
his 44 acres in B.F.R. 3, Lot 31, and operate five ItKarts" and can
find no Township By-Law that would stop such an operation.
Rt.yJsell Hore, Concession 1, Lot 35, wishes to operate a "Go-Kart"
Msiness on his 75 acres.

Mr. W~ll. Ritchie stated the Recreation comm~ttee had promised to
assisti Wfiitevale in building a dam for swimm1ng.
Councillor LaYCOK stated he had prepared waivers f'or parents' sig-
nature so that any accident would not be the responsibility of land
owner or Township, and same were not returned.

9. Messrs, C'rmin£s and TriDD asked for approval of a wrecking yard
at Lot IS, Concession 4, or Concession 3, Lot 22.
By-law Enf'orcement Officer would not recommend either location and
he had three objections to latter site. See Resolution No. 132/60
10. Allan RQ~rt,on, who operates a machine shop 1n East Rouge I stated
he proposed to build a new plant of 20,000 square f'eet on5 to 10
acres in Liverpool Area and asked for Tax consideration.

The following PERSONS, on MOTION, were heard.
1. David Brundle objected to the location of' the proposed Sewage
Disposal Plant, stating it was in the centre of a ~lt up area,
that people would object to swimming and picnicking near the plant
and there would be a certain amount of odour.
Reeve Scott agreed to contact the Engineers and advise ~. Brundle.
2. Alex Picov stated the agreement with Consolidated Building Corp-
oration was very bad for Township; that it would draw a poor class
of resident and that many would be on Welf'are í causing excessively
high taxes so that farmers would be forced out, Council felt that
it was a good agreement and the project would proceed.

1959 more than his neighbours. Directed to contact Asse ssment
Department.
4. Mr. R. Hackl of Plan 330, Lot 7, requested that a dead tree on
road allowance in front of his property be removed and that the
natural watercourse through his property be contained in a straight
channe 1 ,

5. Wm. Fair.e::rieves made some comments re Sewer and Water By...laws
passed by Council.
RESOLUTION NUMBER 128/60
MOVED by Mr. Hawthorne, seconded by Mr. laycox,
THAT WHEREAS By-laW Number 2497 passed March 21st expropriated about
one-half acre in B.F. R 3, Lot 35, for a Water Tower;
AND WHEREAS Council wish to proceed with the erection of a Water Tower
on such tands immediately;
BE IT THEREFORE RESOLVED THAT
(1) Our Solicitors be directed to apply to the Courts to expropri~te
sucq lands.
(2) That the Township Treasurer be directed to issue a cheque for·
$3,500.00 to lodge with such Court in this connection.
(3) And that the Township employees, agents, contractors or others
be directed to enter onto such lands as required to do those
things required by this Council. CARRIED

MOVED by Mr. James, seconded by Mr. Spang, that our Fire Ch1.ef be
authorized to attend Training Courses for Municipal Fire Chiefs at the
University of Toronto April 27 - 29~ and that the Municipality pay the.

RESOLUTION NUMBER 135/60
MOVED by Mr. Deakin, seconded by Mr. Boyes, that a "lean-to" type of
extension be built on the Fire Hall in Area No.2. The cost of materials
not to exceed One Hundred Dollars ($100.00). The labour to be done by
the volunteer firemen. CARRIED

appreciation to the volunteer firemen in Fire Area No.2 for the
proteot.1on the residents have received at no remuneration to the
firemen, a sum of money should be granted. This money to be used for
an evening our with their ladies. The date and place to be set by

Mr. Boyes" seconded by Mr. Deakin, moves for leave to introduce a By-
Law of' the~ Township of Pickering regulating the use of public and private
sewers an~ drains, private sewage disposal, the installation and connect-
ion of' building sewers, and the discharge of waters and waste s into the
public sewer system; and providing penalties for violations thereof;
in the Township of' Pickering, in the County of Ontario, and that same
now be read a first time.
Mr. Boyes, seconded by Mr. James, moves that By-law Number 2505 regulating
the use of public and private sewers and drains, private sewage disposal,
the installation and connection of building sewers, and the discharge of
waters and wastes into the public sewer system; and providing penalties
for violations thereof; in the Township of Pickering, in the County øf
Ontario, bø now read a second time, and that Council go into committee
of' the Whole thereon. .

The Commiiitee of the Whole arises and reports the By-Law as read.

of the Whole on By-Law No. 2505 be adopted, and,that the said By-Law be
now read·'8, Third time and PASSED; that the Reeve and Clerk sign the same,
and the Seal of the Corpora tion be affixe d the re to. CARRIED

BY-LAW NUMBER 2506
Mr. Deakin, seconded by Mr. Boyes, moves for leave to introduce a By-
Law of the Township of Pickering to regulate, manage and control the
Waterworks System in the Township of Pickering, and that same now be
read a first time.
Mr. Deakin, seconded by Mr. Hawthorne, moves that By-Law Number 2506
to regulate manage and control the Waterworks System in the Township
of Pickering be now read a second time, and that Council go into
Committee of the Whole thereon.
The Committee of the Whole arises and reports the By-law as read.
Mr. Deakin, seconded by Mr. Spang, moves that the report of the Committee
of the Whole on By-law No. 2506 be adopted, and that the said By-law
be now read a Third time and PASSED; that the Reeve and Clerk sign
the same, and the Seal of theCorporation be affixed thereto.

INSTRUCT IONS
1. Mr. Ashton report in writing to Council his views of controlling
ttGo-Kart" projects.
2. Mr. Cane notify Recreation Members that all meetings are changed
from first to second Wednesday of each month.

adjourn to meet again on Monday, May 2nd" 1960, at the hour of 8 P. M.
