As Mr. P. A. Deacon, of Deacon, Arnett anfl Murray ha(l been
engagerl. by Council to offer an unbiased opinion on placement
of railroarl line on alternative route or ori~inal route as affecting
the Hunicipality of tho Tmmship of Pickering and that their answer
he in the hanns of Council at the latest (late, January 15th, HJ60,
Mr. Deacon presented anrl read his report.
Mr. Deacon stated he obtainen his information from work
on the~roun(l, the Municipal Office, one telephone call to Mr. Cann
of the C. N. R., and several briefs submitted by Ratepayer Assoc-
iations, but dirl not discuss matter with Metro Planning Board.
Mr. Deacon's report show that both routes, that is,
Route A, ~200 feet north of Corœssion 1 and Houte C, GOO feet north
of Concession 2, are extremely ball for present and future plamÜng
of the Township. He therefore recommended that a new route be
proposed which starts three quarters of a mile north of Concession 1
at Scarborough Town Line, then runs south easterly and crosses the
Altona Hoar] about fWO feet north of Petticoat bridge, thence, south
easterly crossing Concession 1 about 800 feet east of Hosebank
Road and IIigh\vay'2 at \~hi te Hoad amI Highway 401, 40 rods \vest of
Fairport Beach Roarl, anf] connects with C. :J. H. Hajnline ~vhere
sho\m on Route A. Hr. Deacon state.l he had tak(>n leVf~ls and that
this route shown in the report as Route B would have a gradient
equal to or better than either Route A or C.
NessI's. IU tchic and Clarke, of the Planning Hoarel, thought
'veIl of the report, as dirl í~. .J. Thompson. However, NessI's. Theall
and Edmund did not express an opinion.
Heeve Scott stated the terms of reference h:¡ t not been
followédin the report and Mr. Deacon stated that as ~oth proposed
routes ,vcrp so bail, he could not say which was the least detrimental
