A Meeting of Council was held on MONDAY the THIRTEENTH day of SEPTEMBER
1954, commencing at EIGHT o'clock in the evening.
PRESENT: G. T. Tod.d, in the Chair

H. G. Michell
L. T. Johnston
The following PERSONS, on MOTION, were heard:
1. Ralph Larabee asked for a third. taxi license to operate from Rouge
area.
AGREED that third license be granted.
2. Mr. Wadsworth of J. L. Graham and Company re debentures.
3. MPs9-Bishop and Mr. Venchiarutti, explaining their proposed contract
for zoning and preparing a Master Plan for the Township.
4. Mr. Fairgrieves, of Spruce Hill Road, re his house. Complained about
his neighbour Smith having three or four old wrecked cars on his (own)
lot.
The
followißg CORRESPONDENCE was read:
Tenders for Debentures; $ 45,000.00 - 4% - 10 year;
- 4% - 20 year, and ~80,OOO.00 - 4~ - 20 year.
$ 68,000.00
MOVED by Mr. Balsdon, seconded by Mr. Newman, that Council accept
Tender of Gairdner and Company Limited of 100.583 for our $ 193,000.00
debentures and conditions attached thereto. CARRIED
2. J. E. Turnbull, Trade and Industry Branch of the Department of
Planning, expressing his private opinion that the installing of
water at this time would not draw industry to Pickering Township
over the next several years.
3. Application of Samuel Back, owner of twelve acres in Concession 1,
Lot 32, asking for a Kennel License.
MOVED by Mr. Newman, seconded by Mr. Balsdon, that Samuel Back be
not granted a Kennel License. CARRIED
MOVED by Mr. Michel¡ seconded by Mr. Newmani,that a grant of $ 50.00
be given the South Ontario Junior Farmers for year 1954. CARRIED
MOVED by Mr. Balsdon, seconded by Mr. Newman, that application be made
to the Department of Highways for grant on expenditures made by our
Road Department for period January 1, 1954, to August 31, 1954, amounting
to $ 66,964.43. CARRIED

MOVED by Mr. Newman, seconded by Mr. Michell, that Venchiarutti and
Venchiarutti be employed as Planning Consultants to prepare a Master
Plan and Zoning By-Laws for Pickering Township for the sum of $ 3000.00,
this sum to be based on the work being done in one year, and if it
requires longer, due to local opposition, an extension of this amount
on a monthly basis. Additional fees of up to $ :ßoOO per hour may be
charged for advice on other planning matters. CARRIED

AGREED paths or sidewalks on Fairport Road, Altona Road and Harwood
Drive be four feet wide rather than three feet.
Clerk phone L. A. Boucher for a reply to letter asking about increased
road appropriation as he recommends new gravel pit be paid for in 1954.
BY-LAW NUMBER 2004 (Third Reading)
Mr. Newman, seconded by Mr. Balsdon, moves that the Report of the
Committee of the Whole on By-Law No. 2004 to authorize the borrowing
of $80,000.00 upon debentures for school purposes (SchoQl Section
No.1) be adopted, and that the said By-Law be now read a Third time
and passed; that the Reeve and Clerk sign the same, and that the Seal
of the Corporation be affixed thereto. CARRIED
On MOTION of Mr. Balsdon the meeting adjourned.
