HomeMy WebLinkAboutJuly 27, 1953 MUNICIPAL BUILDING BROUGHAM An Emergent Meetin~ of Council was held on~MONDAY, the TWENTY-SEVENTH day of JULY, 1953. PRESENT: George T. Todd, in the Chair Clare A. Balsdon Hugh G. Michell William G. Newman William G. Lawson Lloyd T. Johns ton On MOTION, the following persons were heard: 1. Messrs. White~ Fertile and McKay - Trustees of S.S. #2 discussed the' addition of one room to ~chool at the Corner of Brock Road and the Base Line. For about $12,000.00 they~claimed they could erect a temporary building on foundation, instal new heating and plumbing throughout, then use approximately $3,000.00 to buy a School site north of No. 2 Highway. Application was made for a $16,000.00 Debenture. ~ 2. Mr..Cully and two (2) neighbours of Frenchman's Bay complained ab out: 1.Surface water running over his lot on Bay Street East. He wante~ it to go down ~oad to the Lake. 2. Water from four, (4) sinks drained into this open ditch. Clerk get Sanitary Inspector to investigate. Council agreed to investigate the ditch. 3. Mr. William Fertile again asked that Peter Brown be permitted to gravel the Taylor Road under supervision of the Road Super- intendent at a price of $350.00. The following CORRESPONDENCE was read: 1. Mr. Reid Scott - Solicitor for Mr. A.C. Ashworth advised that his client Was ho'~ now interested in a Wrecking Yard on Concession 4, Lot 8. Letters of objection to this Wrecking Yard signed by: 1. Mr. F.M. Chapman: 2. G.M. Brown: 3. Jean Wonnacott: 4. J.R. Davidson: 5. Urban Blake: 6. Richard Winter, Jr. Brief-Canadian Trailer Coach Associatio.n recommending that COuncils permit Trailers and that they pay a reasonable Township Tax. 3. Mr. H.A. Newman notification that he is appealinE his 1952 - 1953 Assessment on the lots used for Tarm purposes to the Munic~p al Board. 4. Proctor~ Redfern & Laughlin - advising that they will recommend plans and costs of ~aterw0rks of White Subdivision in Broken Front, Range 2,.I~ot 34. 5. Scarboro Public Utilities Commission - advising that they feel that they 'cannot give water service to the Rouge Area this year, and next year the Metropolitan Area will retail water. 6. .Fine.s., June 1953~- $48.74.: 7. Ajax - advising that they have erected a "STOP" sign at Base Line and Picketing Beach Road. 8. Picketing Village advising that they have released all claim on P'ickering Village Well on the Fifth Concession. 9. Fire Marshall - report on Jensen house in RosebAnk. 10. G. White Real Estate - letter re proposed Subd~ivision at Broken Front, Range 2,"L'o~""34 - Agreeing to s~ign the Agreement. 1. Lay water on Subdivision at no* cost to the Township. 2. Gravel Roads on Subdivision at n& cost to the Township. 3- Build houses - minimum of 960 square feet - one storey. 4. Requ~r~ purchasers of Lots to complete houses before moving in. 5. Give. any required bond for proposed work. MOVED by Mr. Newman, SECONDED by Mr. Michell that a Bond of $2,500.00 be taken from Mr. Robert Martin, Concession 2, Lot 33, to assure the Township that the Road and Bridge in his proposed Plan will be completed to our satisfaction. CARRIED~ MOVED 9y Mr. Newman, SECONDED by Mr. Lawson that Mr. Lewis, of Con- cession 2, Lot 27 be required to Deposit a Bond of $1,500.00 to assure the Township that all roads in his proposed subdivision will be built to~ Township requirements. CARRIED, CLERK' S INSTRUCTIONS 1. Have Dr. Loos investigate 4 sinks opening into an open drain in the Balsdon Subdivision. 2. Write the Department of Highway~ (Mr. Harrison) what action they are taking re Ashworth Wrecking Y~rd. If none, have Police take action. 3. Write Peter Brown, c/0 Mer~ingersJ, Frenchmans Bay - to g~avel the Taylor Road, '8 inches deep, 14 feet wide - good gravel under the Road Superintendent's direction for $350.00. 4. Have the Road Superintendent grade Taylor Road immediately, and try to have both maintainers work full ~time gradihg' t~h~ To, ship Roads. Hire maintainer for Dunbarton new Road. 5. Advise Walter, .Sw, ift, 51 Saulter Street, Toronto, to have some one meet Council August 4th next, to Discuss "Dog Trials". 6. Send R.W.G. Crosier, Fairport Ratepayers Association - map of the Fairport Beach Culverts. 7- Bill Col. Stephenson for the cost of 5 months minutes.' 8. Con. Thompson - starts Police Force about August 4th, 1953 as a~ Third Class Constable at $2,800.00 pe? year. BY- AW 1 65 Mr. W.G. La~wson, SECONDED by Mr. H.G. Michell moves for leave to introduce a By-Law of the Corporation of the Township of Picketing to authorize the Borrowing of $15,000.00 upon Debentures for School Purposes, and that same now be read a Fir§t Time. -3- Mr. W.G. Lawson, SECONDED by Mr. H.G. Michell moves that By-Law No. 1965, of the Corporation of the Township of Pick, ring to authorize the borrowing of $16,000.00 upon Debentures for School Purposes, be now read a Second Time, and that the Council go into Committee of the Whole thereon. The Committee of the Whole then arose and reported. BY-LAW READ A FIRST AND SECOND TIME THIS 27th DAY OF JULY, 1953. BY-LAW 1966 Mr. Clare Balsdon, SECONDED by Mr. William Lawson moves for leave to introduce a By-Law of the Municipality of the Township of Pick.ring to license and regulate the keeping and garbage-feeding of swine, and that same now be read a First Time. Mr. Clare Balsdon, SECONDED by Mr. William Newman moves that By-Law No. 1966 of the Municipality of the Township of Pickering to license and regulate the keeping and garbage-feeding of swine, be now read a Second Time, and that the Council go into Co,w, ittee of the Whole thereon. The Cow,~ittee of the Whole then arose and reported. Mr. Clare Balsdon, SECONDED by Mr. Hugh Michell moves that the Report of the Committee of the Whole on By-Law No. 1966 be adopted, and that the said By-Law be now read a Third Time and PASSED: That the Reeve and Clerk sign the same, and that the Seal of the Corporation be affixed thereto. CARRIED (Performance Bonds cost $3,75 per $1,000.00, including one year m~intalnance, 'With a minimum fee of $10.00). On MOTION of Mr. Newman, the Meeting then adjourned. Michell moves for leave to intro- duce a By-Law of the Municipality .of the Township of Pickering to alter certain Boundaries of Polling Sub-Divisions, and that same now be read a First Time. Mr. W.G. Newman, SECONDED b~ Mr. W.G. Lawson moves that By-Law No. 1967 of the Municipality of the 'fownship of Pick.ring to alter certain Boundaries of Polling Sub-divisions, and it be now read a Second A'ime, and that the Council go into Committee of the '#hole thereon. The Committee of the Whole then arose and reported. Mr. W.G. Newman, SECONDED by Mr. C.A. Balsdon moves that the Report of the Committee of the Whole on By-Law No. 1967 be adopted, and that the said By-Law be now read a Third Time and PASSED: That the Reeve and Clerk sign the same, and that the Seal of the Corporation be affixed there to.
