Todd, in the Chair Clare A. Balsdon Hugh G. Michell William G. Newman William G. Lawson Lloyd T. Johnston The MINUTES of the previous Meeting, held Qn May 4th, 1953 were read, and on MOTION of Mr. Balsdon, SECONDED by Mr. Lawson. CARRIED The MINUTES of a later Meeting, held on May 13th, 1953, ~were read, and on MOTION of Mr. Balsdon, SECONDED by Mr. Michell. CARRIED The following CORRESPONDENCE was read:. 1. Mr. W.A. Price - advising that they would shortly hold a Meeting to consider the Village paying 100% for the cost of Street~ ~ Lighting. 2. Canadian General Electric -,thanks for advertising Road Closing. 3- Mr. W.G. Murr- C.N.R. - advising they are studying our_prgposed Industrial Site. Fines - April, 1953 - $149.76. 5- Centennial Community Association - re paving Scarboro Town Line - Clerk advise 1953 funds ali~cated, and awaiting Scarboro decision. 6. Mr. P.W.J. Loos - Sanitar~y Inspector - advising .that Mr. Wm. Jackson property at Broken Front, Range 3, Lot 34 is quite sanitary. 7- Mr. P.W.J. Loos -~Sanitary Inspector - advising thatlMr. Larabee in Plan 316 is quite sanitary with 12 people in house.. Copy for Mr. Waddell. ~ 8. Clerk of the Township of Markha~ - enclosing a copy of Restrictive Piggery and Salvage By-Law. 9. Mr. F.J. Prouse: Permits, May - $ 203,650.00 Year to date -$ 9~1,400.00 10. Attorney General - advising report of seizure of Ajax Legion Beer by our police will be forwarded to our Police Commission. 13. Miss A.E. Hemmenwa~ - submitting a further 29 names of residents~ of Picketing Beach who favour a new School Section at Picketing Beach. - 2 - 16. Mr. Edgar James - reporting that he had delivered 26 trees to local" Schools for Coronation Day. 17. Mr. Eric Newall - stating that he had a Culvert from the sideline in Concessi'bn 6, Lot 2. It was taken out by our Road Department, and 'he wanted a new one. The Clerk advise that there was no culvert. 18. Mr. E.K. Belt - West Point Crescent, R. R. #3, Picketing, Ontario- complaining about no calcium, (now on), CGngratulating Council on Road Signs for a start, and asking tha~st Point Crescent be changed on one side of the Rouge, as ~it is confusing for deliveries. 19. Frenchman's Bay Ratepayers Association ~- completed Petition to take over roads in Plan 404 at the prince of $400.00, given September 26, 1952 - Nr. Ward now claims the price about $650.00. 20. Mrs. Eva D. Newall - enclosed account for Car Damage on road in Plan 40~', and requested that the Road be inxnediately taken over. 21. Mrs. W. Smer~y - Picketing Beach - complaining about Water going through the back of her Lot. C~e rk advise that this is a natural Watercourse, and it is the only way that water can go. 22. Mr. Walter Allen at Picketing Beach - asked for a Loa~ ~f ~ravel~ so that he would have a better approach to the Township Road from their private road, west of the Community Hall. AGREED that Mr. * Allen get a load of gravel for $1.00. 23. Mr. S. Stephenson - asked for coPies of.the .MinUtes free..Council AGREED he must pay the regular rates. · 2~. L.W. Church of Highbush Trail - complained about one Duncanson p~rmitting soapy water to flow 'into a trench and as a Mr. Hill claims that it is not a Natural Watercours&, he has blocked it s? that t~ie Stagnant Water draws flies. AGREED that M~r. Ward inspect and report. ~ 2. Mr. C.E. Morle~ of Picketing Village - asked for an Easement over ~Church Street from Base Line tb Village, and from the Vil~lage to the High School. ~. Robert Balsdon- asked Council to take over his Broadview Avende '~n BrO~ken ~'ront, Range 3, Lot 22. AGREED that Nr. Ward investigate and report. . P~.eE¢.. Davidson and Delegation - reported that they considered ~at-soUth of No, 7 Highwa~a~ Green River on~ Creek wo~ld be an ideal location for a North Picketing Township Park. Failing this, the McCullough property ~West of Claremont might do. Council consider. 5. M~. Pollard - representing C.~.L. Weed Spray - discussed the m~ri~s 'of"~is products. 6. Mr. W.B. ~.~ilne - asked for a $50.00 grant for Markham Fair. 7- Mr, G. Plitz Sr. - asked for a plan of residential subdivision oh Hi No. 18, Concession 1. 8.Mr. L. Livesay - presented a Plan of subdivision for 75 acres and 2~ Lgts in Broken Front, Range 2, Lot 3~- 9. Mrs. Sargsnt of Lot 35, Concession B.F.~ R 2 - was only interested ~ in proposed Livesay - White ~lan~, and the Rc~d through her property. ~ 10. Mr. E.K. ~ones. recommended that B~adma service ou~ Addressograph for $60.00 per year. 11, Mr, Dick ~iscussed proposed White Plan in Highland Creek Area - objected to Location of School - Sewage and effect on the Rate~ (tax). 12. Mr. G. Pi~t~Z - was again heard re' his subdivision. 13. Mr. Munroe and Mr. Dick were heard regarding proposed White Eubdt'~i s i ~n. MOVED by Mr, Balsdon, SECONDED by Mr. Newman that Council contract for Bradma Addressograph s.ervice at $60.00 per year. CARRIED MOVED by Mr. Newman, SECONDED by Mr. Michell that a By-Law be drafted to~ stop the erection of buildings iR natural watercourses. CARRIED MOVED by Mr. Balsdon, SECONDED by Mr. Newman that an Easement be granted Picketing Village for the~installation~of, a Watermain on the Township Road Allowance from the Base Line to the limits of Picketing Village, and from the Northerly limits of Picketing Village to the ~ High School entrance, both on a Sideline between Lots l~ - 15, and that Mr. Grant prepare such agreement. CARRIED MOVED by Mr. Newman, SECONDED by Mr. Balsdon that the Insurance on the Town Hall be increased from $4,500.00 to $6,000.00. CARRIED MOVED by Mr. Newman, SECONDED by Mr. Lawson that there be purchased one - fortY-five gallon barrel on Brush Kill, and one - forty-five gallon barrel of Weed Kill from Shell Oil Company. Lawson, SECONDED by Mr. Newman, moves for leave to introduce a By-Law to establish a New School Section to replace the Township of Picketing Lands which' formerly comprised a part of Scarboro School Area No. 2, and that same now be read a first time. Mr. Newman, SECONDED by Mr. Balsdon, moves that By-Law No. 1960, to establish a New School Section to~ replace the Township of Picketing Lands which formerly comprised a part of Scarboro School Area No. 2, be now read a Second time, and that the Council go into Committee of the Whole thereon. The Committeer of the Whole then arose and reported. Mr. Lawson, SECONDED by Mr. Michell, moves that the Report of the Committee of the Whole on By-Law No. 1960, be adopted, and that the~ said By-Law ~be now read a Third time and PASSED: that the Reeve and Clerk sign the same, and that the Seal of the Corporation be affixed there t o. Advise Mr. Smerhy that the natural Watercourse is through the back end of his lot at Picketing Beach. 5' Make an appointment for three Council Members to meet Mr. Millar, Deputy Minister of Highways re: East 80 rods - Dunbarton - By-Pass Road. 6. Mr. Allen - gets one load of gravel for $1.00. 7. Write C.N.R. - Re: Zoning Industrial Area. 8. Have Dr. ~Loos investigate Soil ~Conditions on Wellington- Chester Farm for Septic Tanks. · 9.
