An Emergent Meeting of CcaAncil was held on WEDNESDAY, the THIRTEENTH
day of MA_y, 1953.
PRESENT: George T. Todd, in the Chair

MOVED by Mr. Newman, SECONDED by Mr. "awson that Council accept the
Tender of Mills, Spence and Company for $90,000.00 - 5% - 20 year
Debenture at $100.639. CARRIED
Tenders were opened for our $90~000 - 5% - 20 year Debenture for
S.S. 3East, and resulted as follows:
1. Mills, Spence and Co. $ 100.639
2. Dominion Securities Co. 100.3
Harrison and Co. 100. 297
Anderson and Co. 99.651
5. Fry and Company. 99.37
6. Gairdner and Co. 99.27
7. J.L. Graham and Co. 99.14
8. Bell Bouinlock and Co. 99.
9. R.A. Daly and Co. 99.
The following PERSONS on MOTION were heard:
1. Mr. Routle.y and Delegation of 21 from Picketing Beach asked
that the Township Lots, '~-and 6, in Broken Front, Range 2 and
3 be formed into a New School Section and break away from Area 1.
2. Mr. Archibald - the Public School Inspector discussed the advis-
ability of this area breaking away, and recommended that permis-'
sion be granted, he also stated that the Area l, Board gave
its approval.
3. Ma~' ~mer~ - Range Line and Powell Road complained about a
ditch- Council see,
Don Turnbull - presented on behalf of Rouge Port Union Association
a proposed Zoning By-Law for the ~Rouge, West of Creek.
Mr. Livesa~ - for G. White and Company - advised that they had
bought 75 acres from Wellington Chester - would apply for consent
for a Plan June 1st. Would lay waker on from Scarboro, wanted
lots 60 x 125 = 7,500 square feet. Would meet Planning Board
at next Meeting - wanted a road or right of way through Lot 35,
opposite the J.S. Scott property, and would give 3 3/4 acres
for a school site.
6. Mr. J..$. Scott opposed rec°mm~ended 11,250 square feet for each
Lot with water - would give road' right of way 40 rods, but could
not pay for developing it now.
7. Mr. and Mrs. Sarg.ent - would give the road the right of way
through their 40 rods if the road was located to their satis-
faction, but would not pay for the building of such a road.
8. Mr. Faulkner - appeared aa requested to do part time assessing

A B~ll of Audle~y asking the Road Department to apply 2 tons around
Audley Corners as specified, and they will pay for one ton.
Mr.~ T.M. Moore requested that Council close a portion 'of the Brock
Road, south of Concession 2, so that the road may be straightened.
MOVED by Mr. Balsdon, SECONDED by Mr, Newmah that the Road Superin-
tendent put calcium on the Brock Road from n~orth of Mrs. Ruttle to
the Base Line. CARRIED
MOVED by Mr. Newman, SECONDED hy Mr. Lawson that the Road Superin-
tendent put calcium chloride around Audley four ~Corners in accordance
with the petition presented by Mr. C~e,~,M~s.f~ CARRIED
MOVED by Mr. Newman, SECONDED by Mr. Lawson that Edwai~d Jones work
on Saturday's at his regular pay - ($12.22). CARRIED
AGREED that the Clerk advertise to close a portion of the Brock ~Road
be~o~' Concession 2. This is a small wedge shaped piece which would
be deeded to Clarke in return for a like piec~ from Clarke in Lot 19
to straighten the. road.
MOVED by Mr. Newman, SECONDED by Mr. Balsdon that the Clerk request
the Attorney General to forward his report on the investigation re
Police~Township. C .AR~IED
AGREED that the Road Superintendent grade th& Ball Parks from time to~
~-~me as requested by Frenchman' s Bay. '
CLERK' S INSTRUCTIONS
1. Advise all owners in the proposed new School Section #1, aSout
the formation of a new School ' Section. The Third Reading of the
By-Law on June 1st.
2. Messrs. Livesay and Scott attend the next Planning Board Meeting~
3. Notify the Department of Highways that car wrecks are still
being brought on the Cr'onkwright property, Con. Broken Front,
Range 3, Lot 31.
BY-LAW NO.
Mr. Cla~e Balsdon, SECONDED by Mr. William Lawson moves for leave to
introduce a By-Law to create a new School Section to be called "School
Section No. 1", of the Township of Picketing from School Area No. 1,
and that same now be read a first time.
Mr. Clare Balsdon, SECONDED by Mr. William Newman moves that By-Law
No. to create a new School 'Section to be called "School Section
No. 1", of the Township of Picketing from School Area No. 1, be now
read a Second time, and that the Council go into committee of the
Whole thereon.
