'A Meeting of Council was held on TUESDAY, the NINTH day of September,
1952, c~encing at SEVEN o,clo~ck 'in the' eveni~-~.

On MOTION, Mr. R. B. Wells was heard, who stated that their Fire
B~igade in A~ea 1 was very active, as they have had 80 calls this
year, with a loss of $100,000.00. He asked that the Fire Company
be pex~mitted to instal a Fire Siren buzzer in the Police office so
that all fire calls for this a~ea could be directed to the Police
office, and that the officer on duty will operate.
As Mr. Wells had previously made much application to the Police
Commission, and they have turned the application over to the Town-
ship Council for them to deal with, it was MOVED by Mr. Balsdon,
secbnded by Mr. Newman, that the South-West Fire Area C~ttee be
permitted to instal a fire siren button in the Police office for
$1.00 per year, and that officer on duty operate.CARRIED
WI~ at a meeting of the' Municipal Council of the Township of
· Picketing held at the Township Hall, Brougham, on the 13th day of
August, '1952, the question of dispensing with the services of Police
Chief Trinnell was discussed and the following unanfmous (3 Coun-
cillors, Deputy-Reeve) Motion was passed - "that Council ask the
Police Commission for the resignation of Police Chief Trinnell due
to lack of enforcement of Township By-Laws and' lack of co-operation
within his force and with the Township Council."
AND WHEREAS at the meeting of the Police Cow-mission, with members
of the Council invited, all of whom were present except Deputy.-
Reeve Burk, held at the Court House, Whitby, on Thursday, the ~th
day of September, 1952, at 7:30 P. M., the Police Commission of
the said Township, with His Honour Judge MacRae presiding, advised
' the~ ~ou~c~il' that th'ey~ had~ no 'Jurisdiction to dispense with the
services of the Chief of Police, and that the proper way to deal
with the Police Chief, if any proper complaints were forthcoming,
would be for the Council to pass a resolution recommending to the
Police Commission that the services of the Police Chief be dispensed
with for reasons to be stated, and that the said reasons must have
ample proof in the foEn of affidavits by persons knowing the facts
or witnesses produced to back up or prove any complaints in regard
to the Chief that the Council may have had brought to its attention.

there was no proper material before the Commission, that it would be
better to withdraw the Motion of Council passed on the 13th day of
August, 1952, and thereafter, if the Council saw fit to request the
Commission to deal with the question of dispensing with the services
of the Police Chief, and the proper material was filed, the Commission
would deal ~ith the matters disclosed promptly thereafter.
In view of the reco~endation of His Honour Judge MacRae and the lack
of understanding of the proper procedure on the part of the members
of the Council in passing the original motion, it was decided by
members of Council, in the absence of Deputy-Reeve Burk, at the said
meeting of the Police Commission that the motion passed on the 13th
day of August, 1952, would be rescinded, and thereafter if the
Council wished to deal with the question of the services of Police
Chief Trinnell, the Council would be free to do so in their sole
discretion, and thereafter ask the Police Commission of Picketing
Township to deal with the retention or dismissal of ~ief Trinnell
after all evidence has been heard.
Under the circumstances, I move that the resolution passed on the
13th day of August, 1~52, be rescinded for the reasons aforementioned.

MOVED by M~. Newman,, seconded by M~. Balsdon, that Council recommend
t~--~e Police Commission that they increase the salaries of Constables
Higgins and Channing $300.00 each from $2600.00 to $2900.00 and that
of Sergeant ~hite from $2750.00 to $3050.00, all as of Jan. 1, 1952.
MOVED by Mr. Newman, seconded by Mr, Bu~k, that the Clerk be dl~-
ect~ to request the Police Chief to:
(1) Issue summons to all owners ~f p~op~erty on which trailers
a~e being lived in.
(2) Enforce Junk Yard By-Law.
(3) Em~orce By-Law whereby no' person may live in A t~nt more than
15 .days. .
(4) Enforce By-Law whereby the speed on certain Township roads is
limited to 3~0 miles per hour. CARRIED
MOVED by M~. Bu~k, seconded by Mr. Newman, that the Road Superinten-
~-~--be asked to deliver gravel at minimum cost to Messrs. Solmau,
Steward, New and Hewson, of Fairport Beach, for a new road to be used
by these men as their old road has been washed away by the lake.erosion.
CARRIED
AGREED that Road Superintendent ditch Base Line south side opposite
the DOn Annans and James Mitchell farms. Mr. Mitchell has agreed to
remove his fence so that work can be done.
MOVED by Mr. Burk, seconded by Mr. Balsdon, that the T~easurer be
~ted to make application to the Department of Highways for Grant
on the road expenditures for period, January 1st to August 31st, 1952,
amounting, to $89,162.90 CARRIED
