HomeMy WebLinkAboutDecember 4, 1951 MUNICIPAL BUILDING BROUGHAM A meeting of Co,mncil was Held on TUESDAY, the Fourth day of December 1951, commencing at TEN o,clock in the morning. PRESENT: Reeve W. H. Westney, in the Chair Deputy-Reeve N. E. McEwen Councillor C. A. Balsdon Councillor M. B. Burk and Councillor F. E. Zinkke. The MINUTES of the meeting held on November 5, 1951, were read, and on MOTION of Mr. Burk, seconded by Dr. McEwen, ADOPTED. The MINUTES or. the meeting held on November 21, 1951, were read, and on MOTION of Mr. Balsdo~seconded by Mr. Burk, ADOPTED. The following CORRESPONDENCE was read: 1.. NOVEMBER POLICE REPORT Housebreaking, 10 ' By-Laws, 3 Shopbreaking, 2 Summonses Issued, 28 Accidental Death, 1 SUmmonses Served, ~7 Drumk Driving, 1 Stolen, $1,287.00 Breach Liquor Control Act, 6 Recovered, $1,200.00 Juvenile Delinquency, 9 Fines, $270.00 Highway Traffic Act, 8 Complaints, 109. Warrants Served, ~ "November has been exceptionally busy, Many serious crimes have been committed. Housebreaking, Shopbreaking, and Thefts predominate, and the area has suffered at the hands of destruc- tive vandals, who can commit their acts of destruction and theft with apparent disregard, due~to our lack of personnel. We have been fortunate in some instances of apprehending the guilty parties, but with adequate patrols I am sure these offences could be eliminated. ~ "The work of all members of the Staff has been exceptional, and many ex~ra hours have been~served with successful conclusion to some of these offences. The revenue is down but is very com- parable with previous months, and Shows that the efforts of your Department in curbing speeding and other traffic offences is beginning to have effect. Respectfully submitted, "L. W. Trinnell" Chief Constable" 2. Seraphin Falco complained about Township damaging mail box (Spruce Hill Road). Road Superintendent to investigate. 3. Colin Pegg and George Minshull asked that their private North- South road be taken over by the Township. The Clerk advised that road needs more gravel and when this is done to the satis- faction of the Road Superintendent, Council will then give con- sideration. 4- Dunbarton Home and School Association as~ that a check be made and that no child under sixteen be permitted to purchase tobacco. Clerk to forward copy to Police Chief. ~ 5- Mr. Silcox, who has bought "The Elms" in Concession l, Lot 17,· asked for a Wrecking License, and also a used car lot which was turned over to the Planning Board. 6. F.J. Prouse reported 1951 Building to date - $~930,~75.00 Building for Nov. ~5,850.00 - 2 - 7. Complaint re watercourse, Rosebank Road North. 8. Request Township take over roads in Guild Subdivision. The following persons, on MOTION were heard: 1. W. C. Willson recommended that'S 500.00 flock damage be paid Alex Gray for 1951. 2. M~. James YounsmaD submi~edlsamples of a new wall construction for hoUsing. It was about 2~" fibre glass between 8' x ~' Johns-Manville siding set in grooved 2" x 4" - for approval. 3. M~. Carwa~dine in Plan 350'asked that his land bl drained by the Town's~'~p. He could do the work with his bulldozer. _ by Mr. Zinkie, seconded by Dr. McEwen that Police Chief Trinnell vised to enforce By-Law 1786 relative to operation of Junk and Wrecking Yards. CARRIED MOVED by Mr. Balsdon, seconded by Mr. Burk, that no Wrecking License be grated Mr. Silcox in Concession l, Lot l?. ' CARRIED MOVED by Mr. Bu~k, seconded by Mr. Balsdon, that the Canadian Pacific Ra--~ay be contacted and requested to gravel approaches to their over- head crossing of Fourth Concession in Lot 17, as they have raised the bridge and now approaches are dangerous. Council have placed three loads of grav$1 here but more is required. CARRIED MOVED by Mr. Burk, seconded by Dr. McEwen, that approval be granted Mr. Youngman to erect one hguse with wall material as submitted, pro- viding that studs be placed each two feet on wall, and such studs be at least 3" x 4"- CARRIED MOVED by Mr, Balsdon, seconded by Dr. McEwen that Mr. Carwardine ditch the road in front of his property to give an outlet south at a price of $4.00 per hour with his bulldozer, and Township pay for not more than six hours. CARRIED MOVED by M~. Balsdon, seconded by M~. Burk, that Road Superintendent fill hbles on ~ltona Road pavement. CARRIED MOVED by Mr. Bu~k, seconded by Mr. Balsdon, that $2~0.00 flock damage be--~lowed Alex Gray on his 1951 sheep losses. CARRNED MOVED by Mr. Zinkie, seconded by Dr. McEgen, that December 26th, 1951 ~-~Clared Boxing Day in picketing Township, and as such a Civic Holiday. CARRIED MOVED by Dr. McEWen, seco~ded ~y Mr. Zinkie, that an inventory of all o~ship-owned property, equipment and supplies - tools, etc., be taken as of December 31, 19~l, and valued by three persons who are agreeable to Council, possibly William Knox, Clifford Barrett, and the Reeve. MOTION LOST Yeas - Mr. Zinkie and Dr. McEwen Neys - Mr. Burk , Mr. Balsdon and Mr. Westney. BY-LAW NUMBER 1880 Mr. F. Zinkie, seconded by Mr. M. Burk, moves for leav~ to introduce a By-Law to issue Debentures for the purchase of fire-fighting equipmsnt, a Fire- Hall and a lot for same in the South-West part of the Township of Picking. Mr. F. Zinkie, seconded by Mr. C. A. Balsdon, moves that By-Law Number 1880 to issue Debentures for the purchase of fire-fighting e~uipment, a Fire Hall and a lot for same in.the South-West part of the Township of ?ickering, be read a second time, and that the Council go into Committee of the whole.thereon. By-Law read a second time and passed. .
