BROUGHAM
A meeting of Council was~held on FRIDAY, October 12th, 1951, commencing at
Seven Forty-Five in the evening.
PRESENT: Reeve W. H. Westney, in the Chair
Deputy-Reeve N. E. McEwen
Councillor C. A. Balsdon
Councillor M. B. Burk and
Councillor F. E. Zinkie.
The following persons, on Motion, were heard: ~
1. Alex~Gray considered our Valuator had not placed a high enough price on
his sheep killed by dogs. Council recommended that he_get a Provincial
valuation. ~
2. Messrs. C~m~bell~ Lynde and D~nny, Trustees of S. S. 3 E, asked that
Council pay"lO0% cosb of school guards.
3. Delegates of interested owners in proposed Ditches and Waterways Award
headed by R. Kimura. As it was impossible for a distributor of costs,
Mr. Kimura asked for an Engineer's Award.
~. JOseph Amos asked Council to assist him in getting his lands drained
.... by-Cana~a~ ~pam~i~c~ ~lway and Hydro-Electric Power Commission.
MOVED by Mr. Balsdon, seconded by Dr. McEwen, that the request of Pickling
Beach Ratepayers to place a sign at Base Line and Powell Road, "No Parking
in Picketing Beach", be turned down as Counqil believe this not to be in
the ~nterests of the area as enforcing it would cause hardship on owners.
CARRIED
MOVED by Mr. Zinkie, seconded by Dr. McEwen, that. Council assume 50% of
cost of guards for Dunbarton School Section No. 3 E for period, September l,
1951, to December 31, 1951, providing the Secretary of S. S. No. ~ E
School Board will agree by letter to pay the other 50%. CARRIED
MOVED by Mr. Balsdon, seconded by Mr. Burk, that the Court of Revision for
1-~"i--- 1952 Assessment Roll, sit on November 6 and 7, commencing at Ten
O,clock in the morning. CARRIED
MOVED by Mr. Balsdon, seconded by Mr. Burk, that Mrs. Elsa Neal be permitted
~-~ rent the South-West room upstairs in Municipal Build~g_a~.te~porary
measure until.room is required bY the Township, at a rate to be set not to
exceed Ten Dollars per month, including Hydro. CARRIED
MOVED by Mr. Zinkie, seconded by Dr. McEwen, that as the Department of Health
recommend an increase of from Ten Dollars to Fifteen Dollars per clinic for
Dr. Blair, that such increase be granted. CARRIED
Dr. McEwen gave notice of the followin~ Motions:
1. That the Municipal electors be given the right to vote on the question
of water in an area to be defined south of the Third Concession, that
said vote be taken at the same time as the Municipal election to be
held on December 3, 1951.
2. That the people of the Township (South of Third Concession), on December
3rd, 1951, vote on question, "Are you satisfied with the present Police
service, or do you wish the Provincial Police to take over."
3- That Council recommend to the Department of Education that all school
taxes be absorbed by the~ Provincial Government and that when the Motion
is presented, a copy be sent to all Township Councils in the County of
Ontario, all County Clerks in the Province of Ontario, Department of
Education, and Department of Welfare in the Province of Ontario.
Clerk's Instructions
1. Write Attorney General's Department, advising them that as Picketing Town-
ship has a population of 10,500, and as our limited Police Force now

has to wait hours for Township cases to be called at Whitby, that
their Department permit the Township to establish a Police Court in
the Police Village of Picketing.
2. Contact Police Village Trustee.s as to the availability of £he Town
Hall as a Police Court.
3. Ask A, A. Grills to tender On a stucco ~b for Municipal Building.
4. Write Mr. Griffin, Canadian'Pac!fiH Railway at Trenton, and R. H.
Saunders, of Hydro, re Joseph A~nos~ drainage problem at Concession
2, Lot 35.
5. Phone Mr. Redfern, of Redfern Proctor Engineers, for suggestions re
cost of a water system and area for southern part of Township.
