A SPECIAL MEETING of Council was held on Thursday evening, August
23rd, 1951, ~co~mencing at eight o'clock.
PRESENT: Reeve W. H. Westn®y, in the Chair.

The following correspondenCe was read :-
1. A. Jordan, Picketing R.R.3, complained about the claimed
unlawful destruction of his Police Dog by M~. Schwalm. Mr.
Schwalm stated he picked up the dog on August 2nd - on August
5th Mr. Jordan took the dog out of the pound illegally. Mr.
Schwalm had it back that evening and destroyed it in ?oronto
on August 6th. Council claims no liability.
2. H.C.Gibson, near g~avel pit, asked that a permanent road
through the gravel pit between Lots 1~ and 15 in the Fourth
Concession, be made immediately and that no more rUbber be
burned in the g~avel pit.
3. Fines - $~49.66 July 1951.
Munt'cipal Board - enclosing order ~o include Highway No.2A
within limits of Ajax Area to be a part of that Municipality,
and that the Amea also extend into Lake Ontario to the Internation
]~oundary Line.
5- Donevan & Richards, O.L.S., asking for Council to sign Mr.
Walter White,s plan in Picketing Village, or give a quit claim
deed for about three feet of land on Church Stree~ as, apparently,
ou~ road is not on proper survey.
6. Crown Insurance Company quoting on a pension scheme.
7. A petition of 102 Ratepayers of Picketing Beach requested
the Range Lin~ in Ajax Improvement District be re-opened.
-Council to discuss it on~ September ~th next.
ON MOTION the following persons were heard :-
1.- Warren Willson, shee~-valuato~, Clifford Schwalm, dog-ca~cher
and Alex Gray who was asking that dogs which attacked his 66
sheep, causing approximately $~,500. damage, be apprehended.
0ouncil reco-~ended ~hat charges for dog licenses be increased;
the Dog-catcher check all suspected bad dogs for tags and that
as M~. McDowell has ~ dogs but only two tags, and Mr. William
Collins has one license for 3 dogs, the dogs without licenses
be pi~ked up.
2. Mr. W. J. EdWards asked :-
a. Council give concessions to new indust~y.
b. Set up a co~ittee to encourage new industry.
c. Consider a plan of subdivision of industry on S~ of N~f
Lot 17, Concession 1.
MOVED by Mr. Burk, seconded by D~. McEwen, that ~he convoying of
Dunbarton School children across ~he railroad and highways, be
left in the hands of the Dunbarton School Board; CARRIED.

MOVED by Mr. Bu~k, seconded by Dr. McEwen, that the Road
Superintendent be authorized to stop all burning of rubber in
the Township pit and dump, and that no further burning of
rubber be permitted in the Township. CA~.RIED.
MOVED by Mr. Bu~k, seconded by Dr. McEwen, that Mr. Walter
White's Lawyer prepare a quit claim deed - Township to White -
for lands about 2' to 3' which lie east of his proposed
subdivision between the original road survey and travelled
road. CARRIED.
MOVED by Mr. N.E,McEwen, seconded by Mr. F.E.Zinkie, that
~EREAS on May 31st, 1951, Council passed By-law No. 1870
providing for a certain area a~ound the Police Village of
Picketing and Ajax being restricted for residential purposes
only;
and ~IEREAS this By-law was passed in anticipation that the
Municipality of Ajax would present an agreement for water
and possibly make other concessions;
'-and ~.~S no agreement for such water has to this date been
presented and water is urgently needed for the new High School
on Septemver ~th next.
BE IT THEREFORE RESOLVED by the Municipal Council of the
Township of Pickering:-
1. ~hat By-law No. 1870 be and the same is hereby
repealed.
2. That the Clerk advise t~e Municipal board not to
proceed with any further hearings in this regard.

Mr' F.E.Zinkie, seconded by Dr.. N.E.McEwen, moves for leave to
introduce a By-law to rePeal By-law No. 1870 and that same
now be read a first time.
Mr. F.E.Zinkie, seconded by Mr. M.B.Burk, moves that By-law
No. 1875 to repeal By-law No. 1870 entitled "A By-law to
restrict certain parts of the Township of Picketing for
residential purposes only", be now read a second time, and
that the Council go into Committee of the WhOle thereon.
Mr. F.E.Zinkie, seconded by Mr. C.A.Balsdon, moves that the
Report of the Committee of the Whole on By-law No. 1875 be
adopted, and that the said By-law be now read a Third time
and passed; that the Reeve and Clerk sign the same, and that
the seal of the Corporation be affixed thereto. CARRIED.

to introduce a By-law to provide pensions for employees and
that same now be read a first time.
Mr. F.E.Zinkie, seconded by Mr. C.A.Balsdon, moves that
By law No. 1876, to provide pensions for employees, be now
read a second time, and that the Council go into Committee of
the Whole thereon.
Mr. F.E. Zinkie,' seconded by Mr. M.B.Burk, moves that the
report of the Committee of the Whole on By-law No. 1876
be adopted, and that the said By-law be now read a third
time and passed; that the Reeve and'Clerk sign the same,
and that .the seal of the Corporation be affixed thereto. CARRIED..
ON MOTION of Dr. N.E.McEwen the meeting then adjourned.
