PRESENT: Reeve W. H. Westney, in the Chair. Deputy-Reeve N. E. McEwen Councillor C. A. Balsdon " F.E. Zinkie " M.B. Burk. The MINUTES of the meeting held on June 4th were read, and on MOTION of M~. C.A. Balsdon, seconded by Mr. M.B.Burk, ADOPTE~. The MINUTES of the June 14th 1951 meeting were read, and on MOTION of Mr. C.A.Balsdon, seconded by Mr. M.B.Burk, ADOPTED. The following CORRESPONDENCE was read:- 1. Tenders for the $49,000. 4%, 20-year instalment debentures for S'.S. No. 2, resulted~as follows :- 1. Wood, Gundy & Co, Ltd. 97.07 2. County Clerk, submitting resolution of Township of East Whitby that the Council of the Township of East Whitby dqes hereby respectfully and humbly petition the Government of the Province of Ontario and the Honourable Leslie Frost, Prime Minister and Minister of Education, to assume one hundred per cent of the costs of Education in the Province of Ontario,. including the costs of all new school plant, maintenance and operation of all Public and High SChools, so that all farm lands and real estate generally may be relieved of the present inequitable and intolerable taxing methods to carry this burden. 3. Department of Planning and Development re Federal-Provincial partnership in respect of housing-- one unit for each 500 of urban population providing need is shown. Province and Dominion advance 92~A% cost and Municipality 7~% of Units at estimated ~cost of $9,000. NO ACTION. 4- W.J. Hare re purchase fire hall lot from Cronkwright, advising that land.is in the name of Thomas Newman and asking that Cronkwright and Wife waive all claim to property relative to deed from Newman. Agreement received from Cro~kwright to be forwarded to Hare. 5. R.D. Humphreys re his action against Btephenson in Plan 283 fer his client Wimble. It is claimed that Carson, former owner of Stephenson property, built to lot line contrary to our By-law No. 1787. Humphreys asks if Council will Join in action against Stephenson to have addition removed. ~NO ACTION. 6. Clerk, City of Toronto, requesting Township to approve their resolution asking the Province and Dominion to proceed with Seaway project insofar as Hydro is concerned, in order to provide the Province with cheap hydro. 7. Agreement between Owners in Plan 329 and Township to have Woodview Road North taken over by Township. 8. Magistrate Ebbs - Fines for May 1951, $226.84. CORRESPONDENCE READ - Cont'd: 9. Sidney T. Jordan - asking for poison ivy spray. 10. John Forgie, Secretary S.S. #3East - refusing to pay bill of $11.00 for guards' caps, belts and cap covers, ordered by the Police Department, said guards to~ assist S.S. 3 East school children going to and from school. Mr. Forgie ask. d that Police Department be in charge of guards with possibly a percentage of costs being borne by the School Section, and that such protection be aw~lable by September 1st next. 11. Fairport Beach Ratepayers Association -asking that weeks on Township road be cut. 12. M~..Walsh, Fairport.Road North - asked what Council~intended to do re diversion of water on to his property, after viewing it on tour of inspection last Spring. - Natural watercourse. 13. S.E.Blair, Plan 311, Lot-26,~asked for Council's decision re flooding of his property. 14. Petition of five owners in Stork subdivision, asking that Township road~to their property be improved. Gravel immediately. 15. Grand & Toy, Limited, re purchase of table and chairs for Council Chambers - Mr. Zinkie to drop in soon. 16. R.G.H. Alexander, solicitor for W.J. Edwards, owner of ten acres in morth-half Lot 17, Concession 1, asking the intentions or,Council relative to sideline between~Lots 16 and 17, travelled roadway being 82' 5" on Lot 17 at the north end. 17. M~. L.D.Banks ~sked Township assistance to improve Methodist Cemetery in Picketing Village. 18. Messrs Jack Chapman and William Heron, owners of non-licensed, trailer camps, asked clarification or.our-Trailer By-law. Mr. Heron wishes to go out of the business - has only 3 trailers ~left, two of which will soon be gone, but has 5 cabins which he claims should now be assessed as houses. Mr. Chapman wishes to continue Trailer Camp but would like to operate year-round. 2. Mr. W. J. Knox, Fairport Beach - asked if Township would supply stone for cribbing if Fairport Beach residents would supply timbers and labor for breakwater. NO ACTION. 3. Mr. W.A.Dempsey, Mr. Parlette and Mr. Gordon Sheppard, Road Superintendent, Scarborough, representing Centennial Community and Recreation Association; asked this Township to participate in the paying of the Town Line from No. 2 A to-Johns-Manville plant - 1~ miles. A petition was submitted. 4- Mr. K. Taylor - representing the White Motor Car Company. MOVED by D~. N. E. McEwen, seconded by Mr. M.B.Burk, that we ~endorse a-~ ~ecommend the resolution presented by East Wh~tby Township to the Ontario County Council re the Provincial Department of Education taking over t00% cost of education and costs of all new buildings. CARRIED. MOVED by Mr. M.B.Burk, seconded by Mr. C.A.Balsdon, that the Township donate $25.00 if a similar amount is raised and recommend 6leaning up and reforestating the old Methodist Cemetery on Elizabeth Street, Picketing. CARRIED. MOVED by Dr. N.E.McEwen, seconded by Mr. F. Zinkie, that the ~6-~hip of Picketing purchase White Truck as-tendered. NOTION LOST. MOVED by Mr. C.A.Balsdon, seconded by Mr. M.B.Burk, that the T-~hip~of Pickering~purchase L.182 International Truck, as presented by H. Ratcliff. MOTION LOST. $OVED by Mr. C.A.Balsdon, seconded by Mr. F.E~Zinkie, that the Road Superintendent level ball diamonds, provided they do not take over one hour, free of charge. CARRIED. ~0VED by Mr. C.A.Balsdon, seconded by Mr. F. Zinkie, that the To--~hip of Picketing accept tender of Wood, Gundy & Co, Ltd, on debentures of $49,000. CARRIED. MOVED~by Dr. N.E.McEwen, seconded by Mr. F.E.Zinkie, that permtssio~ be granted F. Donnell, Highland Creek R.R.1, to shoot rats in the Picketing Township Dump for the year 1951, or until permission is Cancelled by the Township Council, providing he uses extreme care. ~ CARRIED. C. · ~-~rmitted to landscape the Township road allowance immediately south of his property at the junction of Rougemount and Pine Ridge roads, and that the Road Superintendent be instructed to brush same as soon as possible. CARRIED. ~0VED by Dr. N.E.McEwen, seconded by Mr. M.B.Burk, that Council ~upport the City of Toronto resolution re "proceeding with seaway project to obtain cheaper hydro.". CARRIED. MOVED by Mr. C.A.Balsd,n, seconded by Mr. M.B.Burk, that the Road ~uperintendent install a culvert a~ road approach to Forest and ~tream subdivision in Lot 28, Concession 3. CARRIED. MOVED by Mr. C.A.Balsdon, seconded by Mr. F. E. Zinkie, that Police cars be insured with C.E.Morley in Zurich Company, at prices quoted CARRIED. MOVED by Dr. N.E.McEwen, seconded by Mr. F.E.Zinkie, that.gasoline and oil for both police cars be purchased on Oil Companies' credit card systems, and we be billed monthly. CARRIED.
