An EMERGENT MEETING of Council was held on Wednesday afternoon, April
1951, commencing at one o,clock.

The following PERSONS on motion were HEARD:-
1. Messrs Von Pillis and Lishman, representing the Federation of
Agriculture, asked Council to levy -5 of a mi~ll instead of
.2 Mills for farmers, fees in 1952 (farms of 5 acres or more),
and submitted the following municipal receipts for Federation
County of Ontario for the year 1950:-

2. Messrs Davidson and Nicholson - re Taxi licenses. Complained
about Gleeson operating with station wagon and ~url operating
under him with car in his own name. They wanted ~ new taxi
by-law - Davidson wanted zones and Nicholson meters.
NOVED by Mr. Clare Balsdon, seconded by ~r. Fred Zinkie, that the
Federation of Agriculture levy be increased from .2 Mills to -5 Mills
for 1952. CARRIED.
MOVED by ~r. Milton Burk, seconded by Dr. N.E.~cEwen, that Council
~in~e~stlgat~e ~the J.B.Innes Lt~d 60 ~.p~. Hercules (used as reported to
Roy Ward) and also Caterpillar Power Units. CARRIED.

MOVED by Dr. N.E.McEwen, seconded by Mr. Clare Balsdon, that
o~il approach the Department of Highways to endeavor to
have them establish and take over connecting links between
Highways 2 and 2A and the Brock Road between 2A and 7 Highways. CARRIED.
MOVED by Dr. N.E.McEwen, seconded by'Mr. Fred Zinkie, that
Mr. J.M.MacInnes of the Department of Highways, be contacted
as to the advisability of building certain permanent roads
in the south of the Township, and, if possible, they supply
the Township with an Engineer who would estimate the cost
of same. CARRIED.
MOVED by Dr. N.E.McEwen, seconded by Mr. Fred Zinkie, that
F4'~ouncil hire an Engineer for the Road Department of the
Township of Picketing. MOTION LOST~

MovED by Mr. Fred Zinkie, seconded by Mr. Clare~Balsdon, that
the Road Liability insurance be given to Mr. C.E.Morley in
the Zurich Insurance Company for $423.79. CARRIE~..'
MOVED by Doctorl N.E.McEwen, seconded by Mr. Fred Zinkie, that
a grant of $100.00 be given the Picketing Midgets Hockey Club
in appreciation of their winning the Province of Ontario Midget
Hockey Championship for 1951. CARRIED.
MovED by Mr. Clare Balsdon, seconded by Mr. Fred Zinkie, that
Council approve, the fire hall site for Fire Area No.1, as
recommended by their Committee, according to blue print submitted,I
and that Clerk obtain permission from the Department of Highways
to enter No.2 Highway. CARRIED.
BY-LAW NO. 1862.
~Dr. N.E.~cEwen, seconded by Mr. Clare Balsdon, moves for leave to
introduce a By-law to assess the Municipality for a consolidated
rate, and that same now be read a first time.
Dr. N. E. McEwen, seconded by Mr. F.E.Zinkie, moves that BY-law
No. 1862 to assess the Municipality for a consolidated rate, be
now read a second time, and that the Council go into Committee of
the Whole thereon.
Dr. N.E.McEwen, seconded by Mr. F.E.Zinkie, moves that the Report
of the Committee of the Whole on By-law No. 1862 be adopted, and
that the said By-law be now read a THIRD TIME and PASSED; that the
Reeve and Clerk ~ign the same, and that the seal of the Corporation
be affixed thereto. CARRIED.
CLERK'S INSTRUCT~0NS:
1. Ask J.S. In~es Ltd to hold the 60 h.p. used Hercules.
2. Telephone Mr. L.-A.Boucher to meet Council early next week
and to inspect the 60 H.P. used Hercules.
3-Secure appointment for Council with the Hon. G. Doucette
and Mr. J.M. Maclnnes, Department of Highways.
4. Find out if a farm dwelling is part of a farm for police
taxation purposes.
