A meeting of Council was held on MONDAY~ FEBRUARY..~th~ 1951, commencing
at TEN O'CLOCK in the forenoon.
PRESENT:

The MINUTES of the meeting held on January 8th 1951 were read, and on
MOTION of Mr. C.A.Balsdon, seconded by Dr. N.E.M. cEwen, ADOPTED.
The MINUTES of the meeting held on January 15th 1951 were read, and on
MOTION of Mr. C.A.Balsdon, seconded by Mr. F.E.Zinkie, ADOPTED.
The MINUTES of the meeting held on January 26th 1951 were read, and on
MOTION of Mr. C.A.Balsdon, seconded by Mr. M.B.Burk, ADOPTED.
The following CORRESPONDENCE was read :-
1. Miss Viola Forsyth - asking for usual Library~ grant'for Claremo
2. · Picketing Township Film Council - thanking Council~for the
donation of $50.00 and offering to Council the use. 6f ,their projector
3- Charles Warnock & Company, Engineers, Appraisal Division,
advising that they would assess our Township.
4- Graham, Reid and Associates, Ltd - advising they a~e prepared
to blueprint bridges for us or~ give awards on municipal drainage.
5- F.J.P~ouse - advising 4 permits issued in January. Value
$12,450. fees $17.00.
6. Department of Municipal~Affairs re Pension Plan for employees.
7. Mrs. William Smerhy of Picketing Beach - complaining about
d~ai nage.
8. Salvation Army - asking for a grant.
9. John B. Edmiston, owner of a lot in Concession 2, Lot 31 -
asking when the road south of Cherrywood would be c$mpleted as
it was started last year. Clerk to advise it will be given
consideration next Spring.

12. A resolutiJn' of~ the Planning Board was pres?need :-
That ~this Boerd recommend to both Picketing and Whitby Councils
that as the Board is nos now requiring the "One Single ~Dwelling"
clause to be inserted in deeds covering approved transfers before
they are registered, the Building Inspectors of both Townships
be notified that no dwell~ing Permits be issued for housing~ on
lots of a smaller size than 75 feet frontage and 15,000 square
feet area.

The following PERSONS, on motion, were HEARD:-
1. Mr. Mink, Concession 7, Lot l, - asked pex~mission to cut
the trees on his fence line and several feet on either side,
which adjoins ou~ Whitby line, a~ they are killing his apple
trees. Mr. Mink stated that many of these Maple trees are
dying.
2. Mr. H.E.Tu~ner and about 15 other taxpayers, objected
to the area north of the Third Concession being assessed for
Police costs incurred south of the ~Third Concession line.
Asked Council to look into Ontario Provincial Police for the
southern part of the Township, and to use their influence to
obtain more g~ants from higher government on Education and
So~ial Services.
3- James Davidson and Hilton Nicholson asked for a Zoning
Taxi By-law. ·
W.J. Knox Complained about roads and culverts in
Fairport Beach.
5. William Walton asked that ditches on his road, Concession
No.1, between Lots 13 and 1~, be cleaned out and gravel put on
this road.
MOVED by Mr. Zinkie, seconded by Dr. McEwen, that Mr. Mink be
pe--~tted to cut all trees opposite his property on Whitby Town
Line, provided he will agree to plant new trees 60 ft or 70 ft
apart. CARRIED.
MOVED by Dr. McEwen, seconded by Mr. Bu~k, that the Clerk request
the Department of Highways to 'remove our share of any future ice~
Jams that may occur at Highway No.2A ClOver Leaf and south on
Church Street in the Village of Picketing, and to send the account
to Picketing Township, as we have not the necessm~ equipment an~
sometimes find it difficult to obtain in a.hurry. CARRIED.
MOVED by Mr. Burk, Seconded by Mr. Balsdon, that Council act on
i~e recommendation of the Planning Board and instruct the Building
Inspector to issue dwelling permits for lots of 75 feet frontage~
and 15,000 square feet a~ea, unless a smaller size is approved by
Council. CARRIED.
MOVED by Mr. Balsdon, seconded by Mr. Burk, that a new Taxi BY-law
be prepared. CARRIED..
MOVED by Mr. Burk, seconded bY Mr. Zinkie, that Frank ~ood be
re--~red to open ditches in front of his garage which have been
filled by him in east end of Picketing Village. CARRIED.
MOVED by Mr. Zinkie, seconded by D~. McEwen, that the Township
r~a qualified Engineer to head the Road Department and
Building Inspection. MOTION LOST.

MOVED by Mr. C.A. Balsdon, seconded by Mr. M.B.Burk, that the
account of Wm. McEachnie for (1) Ambulance, Mrs. Vera Free to
Oshawa $10.00 and (2) Mrs. Greenbough, Ajax, ambulance $8.00
be paid. CARRIED.
MOVED by Mr. Burk, seconded by Dr. McEwen, that a grant of
~00 be made to the Salvation Army. CARRIED.

introduce a By-law to provide for the total 1951 expenditure
on Pick,ring Township roads, and that same now be read a first
time.
2nd Reading
Dr. N.E.McEwen, seconded b~ Mm. C.A.Balsd6n, moves that By-law
No. 1852, ~o provide~ for the total 1951 e~penditu~e on Pick. ring
Township rqads, be now read a. second time~ and that the Council
go into Co~nittee of~ the w~ole thereon.

Report of ~he Committee of the Whole on B~-law No. 1852 be adopted,
and that the said By-law be now read a Third time and passed; ~that
the Reeve and Clerk sign the same, amd that the seal of the
Corporation be 'affixed thereto. CARRIED:

introduce a By-law to divide the Township into two Police A~eas,
and that same now be read a first time.

No. 1853, to divide the Township into two Police Areas, be now
read a second time, and that the Council go into Committee of
the Whole thereon.

of the Committee of the Whole on By-law No. 1853 be adopted,
