BROUGHAM.
Pursuant to Statute, the Members Elect of the Municipal Council of the
Township of-Picketing met on January. 8th, 1951, at the hour of eleven
o,clock in the forenoon, viz:-

~ne Members Elect, having taken the Oath of Allegiance to His Majesty
King George VI, and the Declaration of Qualification on the day of
Nomination, took before the Clerk their respective Declarations of
Office, and took their seats at the Council Board, the Reeve in the
Chair.
The Rev. A. Young conducted the devotional address, and on MOTION of
Mr. Milton Burk, seconded by Dr. Nell McEwen, a vote of thanks was
tendered him.
W. E. Murkar and. Howard Malcolm wished Council a good 1951.
The MINUTES of the previous meeting were read, and on MOTION of Mr.
Burk, seconded by ~. Balsdon, ADOPTED.
MOVED by Dr. Neil E. McEwen, seconded by Mr. Fred Zinkie, that the
Standing Committees of this council for the year 1951 be composed~ of
the following Members respectively, and-that the first named, in the
case of each Committee, be the Chairman thereof, that is to say :-

CORRESPONDENCE READ:-
1. Ontario Good Roads Association - Membership Fee $5.00.
2. Canadian National Institute for the Blind - asking for
a Tag Day on May 5th 1951.
THE FOLLOWING PERSONSt. QN MOTIONt WERE HEARD:
1. Mr. W.H.Ellicott asked that his salary be increased from
$850.00 to $1,200. It was agreed that he get help to clean stove-
pipes in Township Hall and insert a new vent above the stove to
help reduce water in pipes.
2. Robert Garland complained about hunters ~nJuring two cows-
and our Road men damaging his fences when putting up their snow-
fence. Agreed ~. Burk see Mr. Hatch re shooting, and that Mr.
Garland submit an account for fence damage to Council.
PERSONS HEARD, Cont,d:
3. Mrs. Dalton and others from Dunbarton H. & S..Club, asked
that a guard rail be placed over culvert north of S.S. 3 East
School House, and back approach to schOol improved. Council
agreed~to lengthen culvert at approach and place more gravel
on it, also see about the necessity of a guard rail.
Mr, Alan Lishman, Secretary of Federation of Agriculture,
presented the following resolutions:-
"WHEREAS it appears to this meeting that education is a
'matter of national concern,' Picketing TownshiP Federation
of Agriculture goes on record as being in favou~ of having
a system worked out between the Provincial and Federal
Governments to assume all responsibility, financial and
otherwise, for education in Oanada."
"WHEREAS it appears that in Picketing Township the farmers
comprising about 30% of the taxpayers are paying about~
60~ of the taxes, almost half of which are school taxes,
BE IT THEREFORE RESOLVED that educational taxes should be
levied on residential dwellings only."
5. M~ James Davidson and Hilton Nicholson, Taxi-c~b owners
asked for zoning and minimum fee for all taxis.
6. Mr. L. Jones of Concession l, Lot 23 complained about J.
Edwards dogs' noise. Council agreed no 1951 license until
conditions met.
7. F.J. Prouse reported 209 permits issued for 1950 - a
total value of$984,454.Mr. Prouse stated that he wished
a full time .Job or be relieved of the work.
8. Mr. Wm. Hill, complained about speed on Fairport Road North,
the condition of road, ditches, etc.
As the Rebeccas are putting on a play i~ Brougham Hall, they asked
for use of the Hall for three nights to practise.

for t~L~ee nights. CARRIED.
MOVED by Mr. Burk, seconded by Mr. Zinkie,~that the Rebeccas be
gi--~ the Hall for any meetings for $3.00 per night. CARRIED.
MOVED by Dr. McEwen, seconded by Mr. Burk, that this Township
~-~ome a member ~of the Assessing Associatign. CARRIED.
MOVED by Mr. Burk, seconded by Mr. Balsdon, that permission be
g~--~ed Canadian National Institute for the Blind to hold a Tag
Day in Picketing Township on May 5th 1951. CARRIED.
MOVED by Mr. Burk, seconded by Mr. Zinkie, that this Township
e~me a member of the Good Roads Association. CARRIED.
MOVED by ~r. Balsdon, seconded by Mr. Ba~k, that a grant of $25.00
be made to the Ontario County Crop Improvement Association. CARRIED.
MOVED by Dr. McEwen, seconded by Mr. Zinkie, that each of the
councillors take one third of the Town~hip to be responsible
for urgent road repairs - that Mr. Zinkie take from Bay Road
to the Scarboro' Line from Lake to Third Concession - Mr. Balsdon
take from the Bay Road East to Whitby Township from the Lake
to Third Concession,· and Mr. Burk take from the Third Concession
north. ~ CARRIED.
MOVED by Mr. Zinkie, seconded by Mr. Burk, that the Township
set up a Police Commission. MOTION NOT PUT - HELD OVER.

of--~e Standing Committee on Livestock Killed or Injured by Dogs,
as Just read, be adopted. CARRIED:
MOVED by Mr. M.B.Burk, seconded by Dr. N.E.McEwen, that this Council
do now adjourn to meet again on the FIFTH day of FEBRUARY, 1951, at
the hou~ of TEN O'CLOCK in the forenoon. CARRIE~:
