BROUGHAM.
A meeting of the Council of the Township of Picketing was held on JUNE
1950, commencing at 10 o'clock in the forenoon.

The MINUTES of the previous meeting were read, and ON MOTION of Mr. Tod¢
seconded by Mr. Balsdon, ADOPTED.
CORRESPONDENCE:
1. Department of Municipal Affairs - re 1 Mill subsidy.
2. Ontario Provincial Police - advising that they will permi~
us to have our Police on the Provincial Communication System,
but the cost of installation and maintenance of such equipment
woul$ be the responsibility of the Township.
3. The Pedlar People Limited - advising that, as of May 18th 1950
all prices of steel will be increased 2%.
4. Department of Highways - advising ~hat cum 1950 Road Appropriat~
will not be $75,000. as per By-law, but $67,200.
5. Department of Highways - advising that a portion of the loaner
Clark fa~n in south part of Picketing Village, might be used a~ a
roadside park, and that, if Council agreed, fumther discussions on
the subject are in order.
Also advising that the five acres in Lot 17 Concession 1,
owned by the Department, are not for sale at the present time.
Clerk to ask for a lease to use same for stock piling gravel
and sand.
6. Ontario Shore and Beach preservation Association - advising
that theirAssociation has no funds to make a survey of Picketing
erosion problem, but that they are endeavoring to obt$in legislatioz
through the~\Legislatume for this purpose.
Municipal Board - Approval of our By-law to issue $~66,000,
7. ~or High School Debenture.
8. , S.S..3 East - Report of meeting relative to proposed Public
School Area of Nos. 2, 3 E and 3 W, held June 2nd 1950. For 20

tions with Ajax are terminated until an application is made to
Trustees of "Ajax Improvement Area".

20. H.A. Newman - again asking for a free culvert.
21. Police Report - May 1950. Suggested (1) early
closing for restaurants and (2) C. Schwalmmight oplrate a
Dog Pound.
22:. McGibbon and Bastedo - complaining about diversion road
on Lot 1~-15 between~th and 5th Concessions, on behalf of
client H. Gibson.
23. Albert Hull., Vice-President Picketing Township Ratepayers
Association - presenting a copy of the minutes of a meeting ~
~in East Woodlands Hall, regarding the formation of a Fire Ames.
This meeting was fairly well attended with representatives
of the Fire Marshall's Department and Picketing Council. The
meeting unanimously approved the recommendation that an A~ea
be formed as suggested in a report of the Fire Marshall's
Department - that is - Lots 22 to 35 inclusive from Lake
Ontario to 3/~mile north of the Third Concession.
The FOLLOWING PERSONS, on motion, were HEARD:-
1. Mrs. Oakley, and others, of Picketing Beach - wished to
know what arrangements are being made for school children in
September, as it is underst6od Ajax. schools will be closed to
them from June 30th 1950.
also - who should keep up the wells located on the roads.
Council advised them to contact their School Trustees and Mr.
Archibald regarding schools, and that the wells must be
maintained by the sub-divider or persons who take water from ~
the wells. The Township has no responsibility except for
safety.
2. Mrs. Hume of Dunbarton askedfor a larger culvert on road
te take spring water opposite her home.inDunbarton Gardens. ~
Council to investigate.
3- Heber Down asked for a grant to the Brooklin Spring Fair. *
Wm. Waslyuk asked fc~ free calium opposite his'home
in Lot 17 Range 3- Council recommended he purchase what
he required.
5- A~thur Hatch of Concession ~ Lot 21 asked the intention +
of Council regarding his claim for $300. damage to his property
caused.by improper Township drainage.
Mr. Martin of East Woodlands, asked for a 30 mile per
hour speed limit on No. 2 Highway, between Altona Road and
Rosebank Road, and complained about dog nuisance.
7. Hr. Melville Grant - our Lawyer - discussed
(1) a Proposed By-law for licensing Trailer Camps,
(2) Dog By-law - will get information regarding ~
Boarding Eennels,
(3) Proposed plan for registering 600 Ajax Houses - '
PERSONS HEARD, Continued:
7. (3) Mr. Grant would see the Planning Department re 'size of
lots and agreement that it would be a part of Ajax.
8. D.A. Beer and Grant Johnston asked for Township Hall
for Brougham Club from September 1st to May 31st 1951.at
$3. per night.
9. Mr. E. Jones asked for screens for windows upstairs.
in Municipal Building.
· 10. B.T. Smith, Picketing Beach - complained about
1. claimed diversion of water to Picketing Beach -
Council investigate, and,
2. Sunday school held in basement in Picketing Beach
which has one outlet and oil stoves. Will notify
Fire Marshall's Department if not fixed immediately.
11. Cecil Morris and others complaining about brush and
poison ivy on Rosebank Road - Mr. Ward to spray.- Rosebank
Road north and south, and White's Road north, and any
other poison Ivy on roads.
12. E.L. Chapman asked for a $50[ grant for 0shawa Fair.
MOVED by Mr. Todd, seconded by Mr, Burk, that a grant of
Sr~-~0 be given Brooklin Spring Fair for the year 1950. CARRIED.
MOVED by Mr. Bu~k, seconded by Mr. Zinkie, that Mr. Arthur
Ha-~be given $100. in full settlement of his claim for $300.
damages caused to his property by water and calcium. MOTION LOST.
MOVED by Mr. Bu~k, seconded by 'Mr..Zinkie, that insurance om
~-he Township Hall be increased from $2,500 to $4,000. CARRIE~.
MOVED by Mr. Todd, seconded by Mr. Zinkie, that a 30 miles per
X~ur speed limit be requested of the Department of Highways
on No. 2 Highway between Altona Road and Rosebank Road. CARRIED.
MOVED by Mr. Bu~k, seconded by Mr. Zinkie, that the Township
~ be available to the Brougham Club from September lst,1950
to May 31st 1951, for $3.00 per night, provided they will paint
the back stage andfloor and cupboards. CARRIED.
MOVED byMr. Balsdon, seconded by Mr. Todd, that screens be
purchased or custom made for all necessary' doors and.windows
in the Municipal Building. CARRIED.
MOVED by Mr. Balsdon, seconded by Mr. Zinkie, that a grant
o--~-~0.00 be made to the 0shawa Fair for the year ~950. CARRIED.
MOVED by Mr. Todd, seconded by Mr. Balsdon, that the Clerk
a-~e Mr. Martin in Lot 31 Concession 2, that the fill he
placed in ~h~ ditch opposite his property must be removed
by July 1st, 1950, to permit the natural flow of water. CARRIED.
MOVED by Mr. Todd, seconded by Mr. Balsdon, that Mr. Burk
~ Mr. Zinkie approach Mrs. Soden and endeavor to purchase
her gravel pit or whole farm if necessary. CARRIED.
As~the Fence-Viewers were called in between Puckrin and
Guthrie in Concession 2, Lots 7 and 8 and as the fence was
not built to satisfaction of Mr. Isaac Puckrin,. and as the
Road Superintendent has inspected the fence and stated that
most of the fence was fairly well built but not according to
the Award, it was
MOVED by Mr. Todd, seconded by M~, Burk, that the Clerk give .

to t~e award. CARRIED.
by Nm. Todd, seconded by Nm. Bumk, that, owing to two
aints, Mm. H.A.Newman be required to opem the ditch
between Township lots Nos. 14and 1% in the 6th Concession,
where his cattle have filled the ditch in while going between
Mm. Newman's two farms, so that water may again flow
properly. C RiED.
CLERK' S INSTRUCTIONS:
1. Write Rev. Young of Picketing advising him what
recreational activities are covered by Provincial grants.
2. Get screens fop Municipal Building.
3- Have Fire Chief at Picketing inspect Picketing
Beach Sunday School Building relative to its being a
fire hazard.
4- Get copy Engineer's Award "Ditches and Watercourses"
from A~ J. Taylor regarding Swan Award in 1927.
5- Write F~enchman'$ Bay Ratepayers Association
regarding proposed Fire Ames.
6. Prepare petition for taking over certain roads
in ~enchman's Bay on receipt of cost from Road
Superintendent.

the Council go into Committee of the Whole thereon.
