Members and Clerks of t~e Townships of PlCkerlmg amd Whitby
met with Mr. Gordem Culham, Municipal Plammimg Engineer, in the
Council Chambers at Brougham on the above date to consider the
fo..~matiom of a joint Planning Board.
Chairman Moved by Mr. Anderson, seconded by Mr. Disney, that Mr. W. H.
Appoint- Westney be chairman of the meeting. Carried.

Mr. Westney took the chair and explained that the need for a
Pla~uimg Board had been discussed informally by members of Picker-
lng and Whitby Cotmcils and the consensus of opinion was that a
joint Board would bemore efficient. Mr. Gordon Culham, Municipal
Planming Englmeer, had~been:approached and that his services were
available as consultant to such a Board.
Mr. Culham The chairman then called on Mr. Culham, who explained his work as
planning comsultant to various Boards and stated ths~ with the
tremendous business and residential expamsion mow taking place
tween Scarborough Township'and 0shawa, he considered planning of
subdivlsioms and business areas most important.
Moved by Mr. Anderson, seconded by Mr. Disney, that a Joint Planning
Motions Board be set up for the-Townships of Pickerlng and Whitby and that
it consist of six members, four from Picketing Township and two
from Whitby Township with the Reeves of each Mumicipality members
ex-officio, and that neither To~mship be a designated township.
Carried.
Moved by 2~. H. Down, seconded by Dr.~McEwen, that costs of opera-
tion of the Planning' Board be borne as follows:
Pickering Township 65% and ~:~itby Township 35%. Carried.
M~. Burk, seconded by Dr. McEwen that the members of the

Planning B~ard be paid 7~ per mile for the use of their cars,
necessarily travelled while on Board business. Carried.
Moved by ~r. Heron, seconded by Mr. Burk, that Lloyd J'~bhnston,
Clerk of the To~mship of Pickeriug, petition the Honourable Minis-
ter of Plamming and Development, Dana Porter:
(1) That he give his consemt to the formation of a Joint Municipal
Plamming Board for the Towmships of Pickering and Whitby.
(2) Thmt the said Board shall include:-
(a) The whole of the Township of Whitby, mamely lots 18 to 3~
inclusive from Lake Ontario to the rear of Concession 9,
save amd except the Tow~ of Whitby.
(b) The whole of the Township of Pickering, mamely lots i to
3§ inclusive from Lake Ontario to the rear of Concessiom 9,
save amd except that portion owned by His Majesty and operated
by Central Mortgage and Housing Corporation and is known as
the Ajax Area and comprising parts of lots i to Duffins Creek
in lo1~4 in Ramges 2 and 3 and Concession 1.
(3) That the said Board shall be composed of six members, four
from Pickerimg Township and two from ~itby Township, t~at
the Reeves of each Township shall be members ex-officio and
that meither township shall be a "desigmated township".
(4) That until a Board is formed and approved by the Departmemt,
all correspondemce be in duplicate, ome copy going to Mr.
Murray Robinson, Clerk of the Towmship of Whitby, Brooklim,
0~t~ario, and the other to Lloyd Johnstom, Clerk of the Towm-
ship of Plckerimg, Brougham, Ontario.
