ADOPTION~F MINUTES
Moved by Councillor J. Kruger, seconded by Councillor D. Kitchen
that the minutes of Council meeting held on December 16th, 1968
be adopted as presented.
CARRIED
Councillor J. Kruger inquired whether a date has been set for a meeting
with the Minister of the Department of Municipal Affairs, the Hon.
Darcy McKeough.
Councillor Kruger was advised that no acknowledgement of our letters to
the Minister had been received to date and that a continuing effor~ to
establish a date for a meeting is still in progress.

By-Law Number 3594 - Two Readings Only
Councillor A. King, seconded by Councillor D. Kitchen, moves for
leave to introduce a By-law of the Township of Pickering to
authorize the construction and equipping of an indoor ice arena
and that same now be read a first time.
Councillor A. King, seconded by Deput} Reeve Chatten, moves
that By-law Number 3594 to authorize the construction and
equipping of an indoor ice arena be now read a second time, and
that Council go into Committee of the Whole thereon.
By-Law Number 3596
Councillor D. Kitchen, seconded by Councillor V. Rudik, moves
for leave to introduce a By-law of the Township of Pickering
to dedicate part lot 1, Con. 2; part lot 14, Con. 9; part lot
18, Range 3; part lot 22, Con. 1 as public highways, and that
same now be read a first time.

that By-law Number 3596 to dedicate certain lands as public
highways be now read a second time, and that Council go into
Committee of the Whole thereon.
The Committee of the Whole arises and reports the By-law as
read.

that the report of the Committee of the Whole on By-law Number
3596 be adopted, and that the said By-law be now read a Third
Time and PASSED, that the Reeve and Clerk sign the same, and the
Seal of the Corporation be affixed thereto.

By-Law Number 3591
Councillor V. Rudik, seconded by Councillor R. Mason, moves for
leave to introduce a By-law of the Township of Pickering to
authorize an application to the Ontario Municipal Board to
dissolve the existing street lighting areas and create an
urban street lighting area and a rural street lighting area, and
that same now be read a first time.

By-law Number 3597 to authorize an application to the Ontario
Municipal Board to dissolve the existing street lighting areas
and create an urban street lighting area and a rural street
lighting area be now read a second time, and that Council go
into Committee of the Whole thereon.
The Committee of the Whole arises and reports the By-law as read.

the report of the Committee of the Whole on By-law Number 3597

By-Law Numb~r 3599
Councillor D. Kitchen, seconded by Deputy Reeve R. Chatten, moves
for leave to introduce a By-law of the Township of Pickering to
dedicate part of Lot 26, Range 3, Broken Front Concession; part
lot 26, Concession 1 and part of the road allowance between
Concession 1 and Range 3 Broken Front Concession, Township of
Pickering, County of Ontario as a public road allowance, and
that same now be read a first time.

By-Law Number 3600
Deputy Reeve R. Chatten~ seconded by Councillor D. Kitchen, moves
for leave to introduce a By-law of the Township of Pickering to
provide for the assumption by the Township of Pickering of certain
underground services in the Bay Ridges Subdivision, Registered
Plans M-I05 and M-106 (Blocks "pn and "HZtt), and that same now be
read a first time.
Deputy Reeve R. Chatten, seconded by Councillor V. Rudik, moves
that By-law Number 3600 to provide for the assumption by the
Township of Pickering of certain underground services in the
Bay Ridges Subdivision be now read a second time, and that Council
go into Committee of the Whole thereon.
The Committee of the Whole arises and reports the By-law as read.

that the report of the Committee of the Whole on By-law Number
3600 be adopted, and that the said By-law be now read a Third
Tine and PASSED, that the Reeve and Clerk sign the same, and

** ,NOTE - re By-law #3597 -- It was suggested by Councillor A. King that
in listing the areas of priority for the installation of street
lights, the Council should seek the advise or recommendations
from the Police Department.
Councillor Rudik inquired as to the reasons for the delay in
having the Hydro install street lighting at the various inter-
sections along Highway #2. He was advised by Reeve Williams that
the reconstruction of Highway #2 is anticipated in 1969, which,
if the lights were installed, would necessitate the relocation.
However, he did not see any reason whereby these lights could
not be installed at the intersection along that part of the
Highway already reconstructed, and suggested we should inquire
as to the reasons for the delay.
Engineer to investigate.

Resolution #377/68
MOVED by Councillor J. Kruger, seconded by Deputy Reeve R. Chatten
that the Council of the Township of Pickering authorize the
exemption from the regulation of the Unemployment Insurance
Commission by reason of permanent employment of Gary Russell
(Firefighter) ;
AND WHEREAS this employee has been employed for the period of
two consecutive years immediately prior to the effective date
of permanency.

'MOVED by Councillor V. Rudik, seconded by
that the Township of Pickering place part
Range III up for public tender;
THAT the deposit cheque be equal to 5% of

THAT the balance on closing be lO% of tender price;
THAT the Township give back an open first mortgage of 85% of
the tendered price bearing interest at 7-1/2% per annum;
AND FURfBER, that the full balance of the principal be m~de due
and payable on or before November 1st, 1969, as recommended by
the Committee of the Whole Council December 23,1968.

The Clerk was instructed to make inquiry as to whether any of the School
boards might be interested in acquiring the old School building (SS#2)
Bayly and Brock Roads.
Resolution #379/68
MOVED by Councillor A. King, seconded by Councillor R. Mason
that this Council does hereby endorse the recommendation of
the Pickering Township Planning Board on December 10th, 1968;
and hereby directs that the application (A 17/68) to amend the
zoning of the subject property; known as the northerly 630 feet
of the southerly 2,830 feet of the westerly 320 feet approximately
of Lot 18, Concession 9; from Rural Agricultural Zone tA' to
Storage and Light Manufacturing Zone 'MI' tQ permit the operation
of an Upholstry Shop; be REFUSED.

Resolution #380/68
MOVED by Councillor V. Rudik, seconded by Councillor R. Mason,
that this Council does hereby endorse the recommendation of
the Pickering Township Planning Board on December 10th, 1968;
and hereby directs that the Township of Pickering lodge a strong
objection to approval of the Uxbridge Township Official Plan,
Restricted Area Zoning By-law 1517, and the Gravel Pit Licensing
By-law; and further directs the Township Solicitor, Engineer
and Planning Director to jointly prepare and present the
objections of Pickering Township to the Uxbridge proposals.

that it is in order to discuss with the staff the job descriptions
and scheduling and further that the Plumbing and Building
Departments come under the jurisdiction of the Township Engineer
effective immediately.

MOVED by Councillor J. Kruger, seconded by Councillor D. Kitchen
that whereas the need for additional insurance on the various
buildings contained on the Museum Grounds at Brougham was
discussed by the Committee of the Whole during their meeting of
November 5,1968;
AND WHEREAS a review of the insurance on the buildings suggests
that the present coverage be increased by $l2,600.00;

BE IT THEREFORE ENACTED that the insurance 0- the Township or
Pickering Museum Buildings be increased by $12,600.00 at a cost
of $133.88 annually. .

that Consolidated Building Corporation's cash offer of $ll,500.
be accepted in lieu of constructing 3,228 f~. of sidewalk to
make up the 4l,000 feet sidewalk allowance for the Bay Ridges
Subdivision, as recommended by the Standing Committee on Roads
December 18,1968.

that the 1969 Road Budget provide funds for constructing a semi-
permanent sidewalk on Bayly Street between the existing sidewalk
and Vistula Drive, as recommended by the Standing Committee on
Roads December l8, 1968.

Resolution #385/68
MOVED bu Councillor D. Kitchen, seconded by Councillor A. King,
that a $1,000.00 deposit be accepted as a guarantee that the
drainage problem at l373 Tatra Drive will be resolved in Spring
1969 and further that the Township accept $100.00 ~o covàr the
cost of solving a drainage problem on Krosno Blvd, as recommended
by the Standing Committee on Roads December 18, 1968.

Resolution #386/68
MOVED by Councillor V. Rudik, seconded by Councillor J. Kruger,
that whereas the Township of Pickering is a subsidiary member of
the Metropolitan Toronto Planning Area; and
WHEREAS the Minister of Municipal Affairs has stated that the
Oshawa Area Planning and Development Study will be expanded to
tnclude the Township of Pickering, the Town of Ajax and the
Village of Pickering; and
WHEREAS the Township of Pickering has not been given the same
opportunity as the original participating municipalities to
comment upon the draft Terms of Reference for the proposed Study,
since the Township had no representation on the Executive and
Technical Co-ordinating Committees;
BE IT THEREFORE RESOLVED THAT:

The Mänister of Municipal Affairs be requested to delay
immediately any actual commencement of the Oshawa Area
Planning and Development Study, in order to give the
Township of Pickering ample opportunity -

to assess the Terms of Reference for the Study and the
possible costs to be assessed against the Township of
Pickering.
to negotiate the Township's representation on the
Executive and Technical Co-ordinating Committees with
the municipalities presently represented on these
Committees.

The East District Joint Planning Committee of the Metropolitan
Toronto Planning Area, the Municipality of Metropolitan
Toronto, the Metropolitan Toronto Planning Board and the
Central Ontario Joint Planning Board be sent certified copies
of this motion; and

The Town of Ajax and the Village of Pickeri.g be requested
to endorse this motion and pass similar motions with respect
to their municipalities, and to forward such endorsations
and motions to the Minister of Municipal Affairs and the
agencies named in clause (2) above.

MOVED by Councillor J. Kruger, seconded by Councillor D. Kitchen
that whereas the Mayor of Whitby has publicly pressured for an
airport of international status in his Municipality and has
announced a meeting on January 7th between himself and the
Minister of Transport, the Right Honourable Paul Hellyer, for
the purpose of attempting to have his Municipality selected as
an airport site;

AND WHEREAS any such airport would have a material effect on the
. residents of Pickering Township, and such effect may well be
adverse;
AND WHEREAS no planning, social, economic or technical facts
have been made available on the proposed Whitby site;
BE IT THEREFORE RESOLVED AS FOLLOWS:

That the Minis ter of Transport be informed that the Township
of Pickering cannot endorse the Whitby airport site until
such time as all the facts surrounding this decision have
been made available.
2.
That in any event the Township of Pickering should be per-
mitted the right to make its own individual representation
to the Minister of Transport prior to any decision on a
Whitby airport being made.
That the Minister of Transport be requested at this time
to delay any decision on the Whitby site until (l) and (2)
above be completed.

That copies of this resolution be sent to all municipalities
in Ontario County, the City of Oshawa, the Borough of
Scarborough, the Borough of North York and the County of
Durham requesting these municipalities to make similar
resolutions covering points (1) and (2) above for their own
protection.

That copies of this resolution be sent to the Minister of
Transport and the Minister of Municipal Affairs for their
information.

that this motion be tabled until the facts are made available.

MOVED by Councillor J. Kruger, seconded by Councillor V. Rudik,
that whereas a petition for local improvement for street lights
on Glendale Drive from Highway #2 to Finch Avenue has been
certified by the Clerk as being sufficiently signed;
BE IT THEREFORE RESOLVED that the Engineer be requested to
prepare a report on the instalation of such street lights for
Council's approval.

Moved by Councillor J. Kruger, seconded by Ccuncillor V. Rudik
that this motion be tabled since it is the policy of the Township
Council to have the street lights installed on a priority basis
and charged over an area.

INSTRUCTIONS
Clerk to arrange a date for a joint meeting of the Councils from
the Town of Ajax and the Village of Pickering to be held at the
Pickering Township Municipal Building.
Suggested dates -- January 8, 1969

Clerk to advise the Council of the Town of Whitby that the Council
of the Township of Pickering would be pleased to meet with them,
suggesting an evening meeting. Tentative dates set for January
7 and l4, 1969. Clerk to confirm with Whitby Clerk.
The above meetings are in regard to Regional Government and other
mutual problems affecting the Municipalities.
