II) ADOPTION OF MINUTES
Moved by Councillor J. Kruger, seconded by Councillor D. Beer1
that the minutes of the Pickering Township Council meetings.
held on November 19 and 25, 1968 respectively be adopted as
presented.

Moved by Councillor D. Kitchen, seconded by Councillor A. King
that Mr. E. McCaughtrte of Bay Ridges be heard.
Mr. McCaughtrie appeared before Council on the matter regarding
advance poils for future elections. He read from a prepared.
brief outlining the following questions.

Why weren't arrangements made for an advanced poll? The
Municipal Act allows for municipalities to pass by-laws
allowing this. Did Council omit this by deliberation or
neglect'?
Is there not a way that persons who are in hospital, or
sick at home, or unable to travel to polling stations
because of incapacity could vote by proxy? This method
is used in the U.K. and several Scandanavian countries.
Why was a working day chosen? -- particularly a Monday--
surely a Saturday would have alleviated this situation.
Why start the poll at 10 a.m.? This is an odd time. If
the polling stations were opened at 8 a.m., many people
could vote before leaving for work.

What provisions does Council plan to make to prevent future
occurrence of this kind?
Reeve Williams in replying to Mr. E. McCaughtrie explained that
the elections in Ontario were regulated by the Ontario Statutes;
however, with respect to his question on advance polls, he
explained that the Municipality intended to pass the necessary
by-laws to provide the electors with this privilege.
CORRESPOffDENCE
The Town of Ajax forwards a copy of its Resolution #21 passed
by their Council on November 25, 1968, regarding the use of the
County jail for lock-up purposes by local municipalities, and
requests that the Council of the Township of Pickering consider
endorsing this resolution.

Confirmation is requested as to the present appointment of a
member from the Township of Pickering to the Metropolitan Toronto
Waterfront Advisory Committee, and if this will be continued.
in 1969.

Confirmation is requested regarding the appointment of
representatives to the Metropolitan Toronto and Region
Conservation Authority (presently J. Williams and J. S. Scott),
and the continuance in 1969.

Mr. Thomas Ducette, 41 Elizabeth St., Pickering Village, states
that a public watercourse (north-east side of Riverside Drive,
bounded on the south by Pickering Village) is being illegally
closed off, and requests Council to take action.

Scarborough College advises the Council of the names of the
students who have been awarded the Township of Pickering
Admission Award for 1968/69 --

Metropolitan Toronto requests appointment of a member from tqe

The Ontario Municipal Board forwards a copy of its Order P-6525-68
dismissing the restricted area appeal re Ethel Violet Swan v~ the
Township of Pickering.
rba Town of Whitby forwarded a report adopted by their Council
in connection with--

These were points to be discussed at the Regional Government
meeting held on Saturday, November 30,1968, to which Counci+
representatives were invited. '
Draft agreement between School Board, School Area #2 and the
Township of Pickering with respect to the use of West Rouge
School Grounds for Community recreational purposes. This
Agreement is only a draft agreement and Council is asked to make
suggestions and recommendations which they feel should be
incorporated in the agreement.
Copies to Council.
Draft agreement between School Board, School Area #2 and the
Township of Pickering re the joint use of the indoor swimming
pool proposed for the Woodlands Centennial Public School.
Comments and suggestions are requested from Council.

The Ontario Humane Society advises that in accordance with the
agreement, a ZEnith line was installed in the Whitby Shelter;
that this number is listed with the Police Department and By-law
Officer; and ensures this number will be in all future telephone
listings; and feels this is in compliance with the agreement.
Council expressed concern with respect to not being able to contact
the Ontario Humane Society on weekends and holidays.

BY-LAWS
By-Law Number 358l - Two Readings Only
Councillor J. Kruger, secanded by Councillor V. Rudik, moves
for leave to introduce a By-law of the Township of Pickering
to authorize the construction of a fire hall, Part Lot 19,
Con. l, and authorize the borrowing of $l50,00O.00 upon
debentures for that purpose, and that same now be read a first
time.

By-Law Number 3582
Councillor V. Rudik, seconded by Councillor D. Kitchen, moves
for leave to introduce a By-law of the Township of Pickering to
authorize the Reeve and Clerk to sign an agreement between the
Corporation of the Township of Pickering and the Department of
Highways of Ontario for the purpose of studying the development
and improvement of the road system, and to allow payment by tþe
Department of Highways of Ontario of 75% of the cost, and that
same now be read a first time. .
Councillor V. Rudik, seconded by Councillor °D. Beer, moves
that By-law Number 3582 to authorize the Reeve and Clerk to sign
an agreement between the Corporation of the Township of Pickering
and the Department of Highways of Ontario, be now read a second
time, and that Council go into Committee of the Whole thereon.
The Committee of the Whole arises and reports the By-law as read.

for leave to introduce a By-law of the Township of Pickering to
authorize the issue of a Debenture in the principal amount of
$265,000.00 for public school purposes (School Area #2 -
Glengrove and Rosebank Schools), and that same now be read a
First time.

for leave to introduce a By-law of the Township of Pickering
to prescribe the height of fences in the Township of Pickeripg
in all residentially zoned areas, and that same now be read a
first time.

Councillor A. King, seconded by Councillor J. Kruger, moves for
leave to introduce a By-law of the Township of Pickering to .
license, regulate and govern the keepers of billiard, pool and
bagatelle tables in the Municipality of the Township of Pickering,
and that same now be read a first time.

that By-law Number 3585 to license, regulate and govern the'
keepers of billiard, pool and bagatelle tables be now read a
second time, and that Council go into Committee of the Whole
thereon.

that the tender of G. Russell in the amount of $126.78 for thè
used fire truck (1947 G.M.C.) be accepted subject to the'
approval of the Fire Chief.

MOVED by Councillor J. Kruger, seconded by Councillor A. King~
that the Council of the Townsh~of Pickering strongly object.
to the Provincial Government with reference to the loss of
facilities at the Ontario County Jail for "Lock Up" purposes.
The takeover of administration of justice (including County
Jails) by the Province was to alleviate costs to the
Municipality and the removal of "Lock Up" privileges will
involve additional cost to the Municipality.

MOVED by Councillor J. Kruger, seconded by Councillor V. Rudik,
that whereas the Corporation of the Township of Pickering has
become a residential dormitory for Metropolitan Toronto witho~t
gaining the advantage of the Metropolitan Toronto industrial
assessment base;
AND WHEREAS the majority of Pickering Township residents for
historical! geographical, economic and socialogical reasons
are direct y associated with Metropolitan Toronto;
AND WHEREAS the Metropolitan Toronto and Region Transportation
Study clearly supports the Metropolitan Toronto orientation ot
most of the Township; .
BE IT THEREFORE RESOLVED AS FOLLOWS:

That the Reeve be authorized to take all necessary action
to begin negotiations with Metropolitan Toronto for
amalgamation therewith of Pickering Township either in
whole or part, depending on what is in the best interest
of all residents.
That all expenditure for the conduct of research necessary
to ensure the success of such amalgamation be authorized
forthwith.
That the staff services in the Municipality of Pickering
Township be instructed to give this matter their highest
priority.
That the Municipalities of the Town of Ajax and the Village
of Pickering be invited to join the Township of Pickeri~g
in a joint application to Metro but failing their.
participation, the Township of Þickering shall proceed
with its own separa~e application.
5.
That Metropolitan Toronto and the Province be requested to
provide all necessary technical help to the Township to
speed up the proposed amalgamation.

MOVED by Councillor V. Rudik, seconded by Councillor D. Kitch~n,
that the Council of the Corporation of the Township of Pickering
in Committee agrees to commence formal negotiations with the
Municipality of Metropolitan Toronto to establish the inclusiQn
of the Corporation of the Township of Pickering into the Corpora-
tion of Metropolitan Toronto and that a letter to this effect'
be sent to the Chairman of the Metropolitan Toronto Council,
Mr. William Allen, as recommended by the Finance Committee,
October 30,1968.

that the Council of the Township of Pickering does protest the
procedure followed by the County Council in its methods of
dealing with County business at its meeting of November 20th,
1968, as recommended by the Committee of the Whole Council,
November 26,1968.

MOVED by Councillor D. Beer, seconded by Councillor V. Rudik
that the residents presently using the C.P.R. owned Station Rpad
as access to their properties within Registered Plan 94 be
permitted to construct a common driveway upon the Municipal
owned strip of land known as Front Street, whereas the C.P.R.
is unwilling to provide a right-of-way except on a year to year
basis and whereas no Municipal road exists as an alternative,
as recommended by the Road Committee, November 20, 1968.

MOVED by Councillor D. Kitchen, seconded by Councillor V. Rudik,
that Council advise Mr. Almack that the Corporation is not
prepared to oppose the proposed bypass of Claremont being
planned by the Ontario County.
WHEREAS this Council is advised that both economics and good
planning principles dictate that this proposal is in the best
interests of the Township. Further that the payments for the
acquisition of required road allowance will include consideration
for damages due to severance of land, as recommended by the
Road Committee, November 20,1968.

that the sale of the Baseline Road School in the Ni of Towns4ip
Lot l8, Broken Front Range III be put up for sale through
public tender and that not necessarily the highest or any teqder
be accepted, and further that the Township Solicitor be instructed
to prepare the necessary documents relevant to this sale, as
recommended by the Property Committee, November 27, 1968.

that the Planning Secretaries in the persons of Mrs. C. Pearc~
and Mrs. S. Parker be reclassified as Committee Secretaries, to
Planning Board and Committee of Adjustment respectively and
reclassification be made retroactive to January 1st, 1968, as
recommended by the Finance Committee on November 27, 1968.

that this Council hereby resolves to apply to the District.
Engineer of the Ontario Department of Highways for permission:
to construct a sidewalk on Bayly Street (southside), from
Liverpool Road to the Bay Ridges Shopping Plaza, said sidewal~
to be of asphalt on granular base, 750 feet long, 4 feet wide,
at an estimated cost of $5,000.00 being made up of $4,160.00 ~
Day Labour costs, including engineering and $840.00 contract:
costs and that no portion of the cost will be charged as a
Local Improvement.

that whereas the petition for local improvement for watermains
on Spruce Hill Road has been certified by the Clerk as being
sufficiently signed;
AND WHEREAS the report of the Engineer has been submitted to
Council and adopted;
BE IT THEREFORE RESOLVED that the necessary By-laws and notices
be prepared to initiate this local improvement.

that the Council of the Township of Pickering appoint Messrs.
J. S. Scott and J. R. Williams to the Metropolitan Toronto and
Region Conservation Authority to represent the Township of
Pickering for the year 1969.

Councillor Rudik, on behalf of all members of Council presented
Councillor D. Beer, who has resigned from Council effective
Decembe.r 3rdi 1968, a book entitled "For Everything There is $
Season".. Al members of Council wished Mr. Beer a long and
happy retired life, to which Mr. Beer replied, thanking Council
for the best Wi~a.. ~d gift.
