Council regarding the preparation of estimates for 1969 Budgets
for the various Recreational Areas.

Mr. Carson MacKenzie submits letter to Council asking for a
solution to the hunting situation. Hunters are trespassing on,
and discharging firearms on private property.

INFORMATION
Mr. Douglas J. Kettle, Principal, Pickering High School, extends
an invitation to Council to attend their annual Commencement
Exercises, Friday, November 1, at 8:00 p.m.
Councillor Kruger and Reeve Williams will attend.
Mr. M. B. Beauohamp, Clerk, Town of Ajax, advises that the Town
of Ajax is attempting to control the discharge of firearms in
the Squires Beach area by replacing ilno shooting" signs which
have been torn down and by having ~egular patrols.
Mr. M. B. Beauchamp, Clerk, Town of Ajax, advises that the two
recommendations as set out in the Coroner's Jury Report have
been referred to their Public Works Committee for further
consideration.
The Metropolitan Toronto and Region Conservation Authority,
regarding the erosion problem on Mr. T. R. Young's property in
the Rouge Valley, has passed a resolution which states that in
view of the fact the Township of Pickering is not prepared to
assume the Authority's share of the cost of studying and
correcting the erosion problem, that no further action be taken.
An offer has been submitted to the Township for the purchase of
eight acres of industrial land.

for leave to introduce a By-law of the Township of Pickering to
authorize the retaining of a consultant to represent the
Township of Pickering in its appeal of the County of Ontario
Equalization Assessment, and that same now be read a first time.

that By-law Number 3558 to authorize the retaining of a consultant
to represent the Township of Pickering in its appeal of the County
of Ontario Equalization Assessment be now read a second time,
and that Council go into Committee of the Whole thereon.

time.

moves that By-law Number 3560 to provide for a vote of the
electors to be taken on a Tri-annual Term for members of
Council be now read a second time, and that Council go into
Committee of the Whole thereon.

Councillor A. King, seconded by Deputy Reeve R. Chatten, moves
for leave to introduce a By-law of the Township of Pickering to
retain the services of an Architect for the purpose of designing
a new Fire Hall, and to authorize the Reeve and Clerk to
negotiate an agreement with the firm of Landau and Silverberg,
and that same now be read a first time.

amend By-law #3454 which names the public road allowances within
the boundaries of the Township of Pickering, and that same now
be read a first time.

that By-law Number 3562 to amend By-law #3454 which names the
public road allowances within the boundaries of the Township
of Pickering be now read a second time, and that Council go
into Committee of the Whole thereon.

moves for leave to introduce a By-law of the Township of Pickering
to authorize a 35 m.p.h. speed limit on Pickering Beach Road
from Bayly Street to the North Shore of Lake Ontario, and that
same now be read a first time.

that By-law Number 3563 to authorize speed limit be now read a
second time, and that Council go into Committee of the Whole
thereon.
The Committee of the Whole arises and reports the By-law as

Councillor V. Rudik, seconded by Councillor D. Beer, moves for
leave to introduce a By-law of the Township of Pickering to
define Ward Boundaries for the election of Trustees to the
Ontario County Divisional School Board and that same now be
read a first time.
Councillor V. Rudik, seconded by Councillor J. Kruger, moves
that By-law Number 3564 to define Ward Boundaries for the
election of Trustees to the Ontario County Divisional School
Board be now read a second time, and that Council go into
Committee of the Whole thereon.

that the report of the Committee of the Whole on By-law Number

By-Law Number 3565

for leave to introduce a By-law of the Township of Pickering
to dedicate part of Lot 4, Concession 9; part of Lot 4,
Registered Plan 505; and part of Lot 21, Concession 8 as
public highways and that same now be read a first time.

highways be now read a second time, and that Council go into

Resolution #296/68
MOVED by Deputy Reeve R. Chatten, seconded by Councillor
D. Beer, that Hygrade Fuels be advised that the bond as required
by the Pickering Township Council in their agreement with
Hygrade of August 24th, 1966, be reinstated forthwith or that
the fuel tanks be removed from the premises of A. Samarillo
within 30 days; further, that the renewal of the bond take place
within seven days of notice; further that providing all terms
of the agreement are met, the Council is agreeable to extend the
agreement until June, 1969 but no later, as recommended by the
Standing Committee of the Whole Council dated,October 15,1968.

D. Beer, that the question "are you in favour of a three-year
term for the Municipal Council" be placed on the ballot and
placed before the electorate on the December, 1968 election for
Divisional School Board Trustees, as recommended by the Standing
Committee of the Whole Council, October 15, 1968.

MOVED by Deputy Reeve R. Chatten, seconded by Councillor
D. Beer, that the Township Solicitor, Mr. J. A. Taylor, Q. C.
be instructed to proceed with securing a formal motion for the
production of documents with respect to the Township of Pickering
Assessment Equalization Appeal, as outlined in his letter of
October lO, 19681 as recommended by the Standing Committee of
the Whole Counci , October 15, 1968.

Resolution #299/68
MOVED by Deputy Reeve R. Chatten, seconded by Councillor
D. Beer, that Bay Shore Homes, purchaser of 42 building lots
from Consolidated Building Corporation be permitted to construct
houses on 1969 permit applications in 1968, to and including
the sub-floor, subject to Bay Shore Homes entering into an
agreement with the Corporation of the Township of Pickering
which will limit the construction of housing foundations to
and including the sub-floor, and also subject to the builder
entering into a satisfactory agreement regarding the prohibiting
of occupancy until the year 1969 as recommended by the
Standing Committee of the Whole Council, October l5, 1968.

MOVED by Deputy Reeve R. Chatten, seconded by Councillor
D. Beer, that with reference ~O Committee of Adjustment
application C 66/68, (William & M. McKay), the servicing charge
for local improvements (water and sewers) on the Brock Road for
industrial purposes be established at $1.82 per foot frontage
plus connection charges and that the charges be repayable to
the Municipality over a twenty-year period, under special
agreement, as recommended by the Standing Committee of the
Whole Council, October 15, 1968.

MOVED by Deputy Reeve R. Chatten, seconded by Councillor
D. Beer, that in accordance with the decision of the Township
of Pickering Committee of Adjustment on application C 66/68 -
William & M. McKay - Part Lot 18, Range 3, dated September 26th
1968,

It is understood that Condition #6 requiring site plan
approval and including provision for road access shall
mean normal site plan approval and; specifically,

The requirement that any building be set back from
the street line as widened to 110 feet in width
(Committee of Adjustment Condition #4) plus an
additional 10 feet, and
That any building to be erected shall provide the
normal side yard setbacks plus an additional 33
feet for future road purposes, should the Council
deem such additional setback necessary at the time
the application for a building permit is considered.

It is suggested that the industry submit its preliminary plot
plan of the proposed development in order that approvals can
be expedited, as recommended by the Standing Committee of the
Whole Council, October 15, 1968.

that the Reeve and Clerk be authorized to petition the Depart-
ment of Highways of Ontario for subsidy on the amount of

that Eastern Standard Time' become effective in the Township
of Pickering on October 27,1968 at 2 a.m. and that same be
advertised in the local papers.

MOVED by Councillor A. King, seconded by Councillor D. Beer,
that the Corporation of the Township of Pickering give notice
to the Corporation of the Township of Uxbridge of the termina-
tion of the Fire Agreement, to take effect twelve months from
the date of the passing of this resolution.

MOVED by Councillor D. Beer, seconded by Councillor V. Rudik,
that the following policy, as amended, be adopted with respect
to dealing with all development applications:

No application be accepted or considered by the Township
where an improper use is currently in operation, except
for prior existing non-conforming uses;
That any non-conforming use, other than those prior
existing, be terminated removed or cleared up to the
satisfaction of the By-iaw Department, as to compliance
with the existing regulations, before Municipal considera-
tion of any application~ Except in the case of structures
being erected or built without the proper permit, the
cessation of the improper operation shall not include the
physical removal of buildings, but may include security
measures deemed necessary to p~event further improper use
or occupancy.
In any municipal consideration of an application, should
approval be granted conditionally or the application
deferred, a specific time limit shall be imposed on
finalization of the conditions, or re-consideration of the
application.

MOVED by Councillor V. Rudik, seconded by Councillor D. Kitchep
that this Council does hereby endorse the recommendation of thß
Pickering Township Planning Board on September 19th, 1968; and
hereby directs that the application (A 14/68); to amend the
zoning of Lot 9lt Plan 492 from Single Family Residential 'R3',
to Local Commerc1al 'Cl', for use in conjunction with the
applicant's adjacent commercial property to the south, be
APPROVED subject to:

The applicant entering into a registerable agreement with
the Township, against the title of this land, that no
building permit should be issued or development occur
without prior Site Plan approval by the Planning Board.
The Site Plan to include provisions for fencing, screening,
landscaping, paved drive and parking area, grades, entrances
and exi~s, municipal servicing arrangements, etc. and
further that there be no entrances or exits on Highway Nq. 2;
That the above condition be completed prior to October
31st, 1969;

and Council further directs that the necessary amending By-law
be prepared accordingly in compliance with the above conditions.

In addition, Resolution #289/68 dated October 7th, 1968 be and
the same is hereby rescinded.

Resolution #308/68
MOVED by Councillor A. King, seconded by Councillor V. Rudik,
that whereas the Corporation of the Township of Pickering
charged the Canadian Pacific Railways $3,400.00 for services
provided by its fire department with respect to the train-truck
accident;
AND WHEREAS the Canadian Pacific Railways claim that as a tax-
payer, they are not liable for this charge;
AND WHEREAS the Canadian Pacific Railways have agreed to assume
a portion of the cost without admission of liability;
BE IT THEREFORE RESOLVED that the Township accept the offer of
$491.58 as made by the Canadian Pacific Railways.

MOVED by Councillor J. Kruger, seconded by Councillor A. King,
that whereas the Corporation of the Township of Pickering is
reasonable in its approach to Regional Government and is not
insular or inflexible in its attitude;
BE IT THEREFORE RESOLVED AS FOLLOWS:
THAT the Reeve and Deputy Reeve be given the authority to
represent the Township in any future discussions on Regional
Government with Oshawa, but this representation shall not in
any way prejudice our continuing negotiations with
Metropolitan Toronto on this same subject.

THAT this Council take all necessary action to proceed with th~
construction of an indoor swimming pool at the Woodlands
Centennial School.

Moved by Councillor D. Kitchen--
WHEREAS the Corporation of the Township of Pickering allocated
in its 1968 Capital Forecast a sum of ~225,000.OO for the con-
struction of an ice arena, and

WHEREAS it was indicated at a public meeting held at the
Pickering Township Municipal Office, that an arena and swimming
pool were desired by the majority of ratepayers in the Township,

WHEREAS the Metropolitan Toronto and Region Conservation
Authority has indicated that a recreation complex can be
erected by the Township on their lands, and
WHEREAS action must be taken soon in order that the arena can
be built in sufficient time that it will be ready for the 1969-
1970 hockey season;
BE IT HEREBY RESOLVED that the Corporation of the Township of
Pickering acquire the services of an architect to design a
recreational complex to include a swimming pool, ice arena, and
hall; the design to enable construction of the various facilities
in stages, the priority of which to be at the discretion of the
Council with regard to the needs of the Township.

Moved by Councillor D. Kitchen--
THAT whereas the cost of electrical energy to the urban consumers
in Pickering Township is substantially higher than in adjacent
municipalities, and
WHEREAS it may be feasible and desireable for the Township to
establish ownership and control of the Hydro facilities in the
urban portion of the Township,
BE IT HEREBY RESOLVED that the Township of Pickering again
investigate the viability of establishing the aforementioned.
