CORRESPONDENCE
Mr. James A. Taylor, Township Solicitor Advises that the
Solicitor for Liverpool Shopping Plaza Limited has requested
that Reeve Williams be present at the examination for discovery
of the Township.
The Canadian Arthritis and Rheumatism Society advises that
September is "Arthritis Month" and asks the Township to join
in the fight againnt this disease by forwarding a cheque.
The Brougham Women's Institute is requesting from Council,
restitution for the loss of supplies kept at the Township Hall.

Mr. J. W. Davies objects to the placing of a culvert on lands
owned by Mr. F. Benn, Lot 26, Concession V, north side of the
Fifth Concession Road.
The Engineer advises that information as far as he is concerned
was incorrect, and further that there really waa no problem"
with respect to the culvert location.

Dear Sir:
October 4th, 1968
Respecting your telephone call of yesterday wherein you apprised
us that the County Assessor claims to have spent 12 hours
extracting the sales data for your Township and has had no call
for it, we would advise of the following.
The County Assessor originally informed us the day following
our first meeting with your Council that the sales data had
been extracted at the cost of a week's work and had been sent
to the office of Messrs. Feigman & Chernos, Barristers &
Solicitors.
On two subsequent visits he indicated that this material was
being returned to the County Offices and would be available to
us shortly. (We had previously contacted Mr. Chemos as
reported in our letter of September 12th.)
On September 2Jrd, when this material was supposed to be avail-
able, because of the circumstances already discussed, we were
consolidating our research and preparing the preliminary report.
We have never been informed either of the return of the material
to the County Office or that the staff were assembling any
further material from the files for our use.

Mr. S. Rumm, Consolidated Building Corporation writes regarding
the completion dates for Blocks HZ and P. He requests this
date be extended to May 31, 1970.

INFORMATION
Mr. M. S. Hurst, Fire Marshal Department of the Attorney
General advises of 1968 Fire Þrevention Week, October 6 to 12.
Mr. R. T. Parker, Secretary, P.E.R.U. forwards cheque in the
amount of $300.00 representing 1968 grant, to be credited to
the P.E.R.U. operational budget.
Mr. F. G. Allen, District Engineer, Department of Highways,
advises that the action of the Council in regard to the contract
for the reconstruction of East Avenue at the intersection of
Ridgewood Road and Fanfare Avenue as expressed in the covering
resolution is approved. The approval is given with the under-
standing that the work is to be carried out in accordance with
the requirements of the Minister and that the expenditure
involved is to be provided from the approved amount of the 1968
Road Expenditure By-law of the Township of Pickering.
The Museum Board extends appreciation for the support shown by
Council in the past year, and in particular the at~endance at
the History in Action Day celebrations. Special thanks is
extended to Mr. & Mrs. Rudik who appeared in such appropriate
costumes.

The Metropolitan Toronto and Region Conservation Authority
advises that shooting, hunting and trapping are prohibited on
all lands owned by the Authority and signs are presently on
their lands to indicate this.
Mr. H. B. Cotnam, M.D., Supervising Coroner for Ontario forwards
the recommendations of the Jury regarding the inquest into the
death in August on Pickering Beach Road. The recommendations
were --
1) That the speed limit be reduced to 30 mph on Pickering
Beach Road.
2) That Pickering Beach Road be widened to an approximate
distance of 30 ft. in width.
3) A sidewalk be constructed on the west side of Pickering
Beach Road.
4) The type of bicycle handlebars referred to as i'monkey
bars" are dangerous.
Copy to be forwarded to Ajax.
Also, re-apply for speed limit.
Emergency Measures Organization advises of Radiation Monitoring
Familiarization Courses to be held in October, November and
December of 1968.
R. Craig, By-Law Enforcement Officer advises that the matter
of Fairport Construction operating in a residential zone has
now been corrected.
W. R. Kellough & Associates confirm receipt of authorization
of Council to proceed with further investigation regarding
Pickering Township Assessment Equalization.
Instruc~ions to Clerk - Prepare By-law to retain W. R. Kellough
~ssociates as copsultants.
A resident of Squires Beach area extends appreciation to Council
regarding the passing of a By-law prohibiting shooting in this
area.
The Canadian Federation of the Blind acknowledges with thanks
receipt of the Township's donation of $25.00.
Hygrade Fuels requests an extension of time, without the expense
of renewing the performance bond, regarding the moving of tankS
from the property of Mr. A. Samarilo, Claremont.
Referred to the Committee of the Whole Council.
The Ontario Good Roads Association advises of its 75th Anniversary
Convention at the Royal York Hote~ Toronto from Monday, February
24 to Wednesday, February 26, 1969.

Councillor J. Kruger introduced a notice of motion to be presented
to the Council at their meeting of October 21,1968.
Moved by Councillor J. Kruger--
WHEREAS the Corporation of the Township of Pickering has become
a residential dormitory for Metropolitan Toronto without gaining
the advantage of the Metropolitan Toronto industrial assessment
base;

AND WHEREAS the majority of Pickering Township residents for
historical, geographical, economic and socialogical reasons are
directly associated with Metropolitan Toronto;
AND WHEREAS the M.T.A.R.T.S. Study clearly supports the
Metropolitan Toronto orientation of most of the Township;
BE IT THEREFORE RESOLVED AS FOLLOWS:
That the Reeve be authorized to take all necessary action
to begin negotiations with Metropolitan Toronto for
amalgamation therewith of Pickering Township either in
whole or in part, depending on what is in the best interests
of all residents.

That all. expenditure for the conduct of research necessary
to ensure the success of such amalgamation be authorized
forthwith.
That the staff services in the Municipality of Pickering
Township be instructed to give this matter their highest
priority.

That the Municipalities of the Town of Ajax and the Village
of Pickering be invited to join the Township of Pickering
in a joint application to Metro, but failing their participa-
tion the Township of Pickering shall proceed with its own
separate application.
That Metro and the Province be requested to provide all
necessary technical help to the Township to speed up the
proposed amalgamation.

By-Law Number 3547 (Two readings only)
Deputy Reeve R. Chatten seconded by Councillor D. Beer, moves
for leave to introduce a By-law of the Township of Pickering to
authorize the construction of watermains and sanitary sewers
on Bayly Street and Toy Avenue as local improvements under the
provisions of Section 8 of the Local Improvement Act, and that
same n~ be read a first time.
Deputy Reeve R. Chatten, seconded by Ccuncillor D. Kitchen,
moves that By-law Number 3547 to authorize the construction of
watermains and sanitary sewers on Bayly Street and Toy Avenue

Drawing'S 68047' dated July 17th, 1968, be deemed in substantial
compliance with the By-law requirements.

tion of the Pickering Township Planning Board of September 19th,

the Township relation t. the hours of operation;") be and the
same is hereby rescinded in accordance with the Township
Solicitor's letter dated September 11th, 1968.

incentive for municipal works;
"AND WHEREAS as the result of this decision undue hardship Will
be caused to a certain group of the Country's labour force;
nAND WHEREAS by resulting unemployment, welfare costs can b~
expected to rise;
Wl'HEREFORE BE IT RESOLVED that the Government of Canada be
petitioned to continue its Winter Works Programme, which in
the past has proved beneficial to municipalities by creating
work during the winter months at which time municipalities
normally find themselves bearing additional costs for welfare;
